Actively participate in and undertake major national foreign exchange projects, continue to carry out brand activities such as "Happy Spring Festival" and "Beautiful China", play a good combination of external publicity and promotion, actively build a strong magnetic field of "attracting customers to Gansu", normalized the promotion of Gansu cultural tourism resources, and constantly expand the external reputation and attractiveness of the "Symphony Silk Road · Ruyi Gansu" brand.

In the past five years, the province has implemented 481 cultural and tourism exchange and cooperation projects with 4,138 people to Hong Kong, Macao and Taiwan, and the number of inbound tourists and foreign exchange income from tourism have increased by 13.8% and 50.4% year-on-year, with an average annual growth rate of 38% and 43%.

The building of exchange platforms has steadily boosted the impact of international festivals and conferences

Over the past five years, China has held the Silk Road (Dunhuang) International Cultural Expo and the Dunhuang Travel Silk Road International Tourism Festival, continuously strengthened cultural and tourism exchanges and cooperation with countries and regions along the Belt and Road, vigorously promoted the Silk Road spirit of "peace and cooperation, openness and inclusiveness, mutual learning and mutual benefit", and worked hard to promote innovation and prosperity of cultural and tourism. In 2019, "One Session" was jointly held for the first time, and the festival highlighted the theme of "Cultural tourism prospers the Silk Road, beauty triumphs over poverty", with six major activities of "discussion, exhibition, performance, creation, trade and tourism", which were praised by the Ministry of Culture and Tourism as a model of cultural and tourism integration, and selected as a typical case of domestic tourism promotion. In the past five years, the "One Meeting One Festival" has attracted government and enterprise representatives from the cultural and tourism industries of more than 100 countries around the world to participate, becoming a new center of people-to-people exchanges under the Belt and Road Initiative, a new highland of Silk Road culture, and a new model of cultural and tourism integration, innovation and prosperity.

At the same time, relying on overseas Chinese cultural centers, tourism offices, relevant overseas cultural tourism organizations and international festival platforms such as Tianshui Fuxi Cultural Tourism Festival, Nine-color Gannan Shambhala Tourism Art Festival, Lanzhou International Drum Culture and Art Week, we will invite domestic and foreign media, travel agents, network V, foreign artists, experts and scholars, and provincial and foreign partners of China Cultural Center to visit Gansu. Various forms of communication and cooperation series of brand activities continue to strengthen

During the "13th Five-Year Plan" period, Gansu actively integrated into the overall situation of national foreign cultural exchanges, actively participated in national cultural brand activities, and successively sent more than 800 people to participate in the "Happy Spring Festival" brand activities, went to 45 countries along the "Belt and Road", performed more than 190 times, and the audience reached more than 450,000 people. By holding a series of activities such as special artistic performances, Spring Festival reception, reunion, Chinese New Year party and Spring Festival condolences, we have presented the unique charm of Gansu ethnic folk culture and regional characteristics through multiple channels and angles, promoted tourism with cultural concepts and promoted culture with tourism methods, and added a wonderful note to Gansu culture "going out".

With the help of the window and bridge role of overseas Chinese Cultural centers and tourism offices, Gansu has fully implemented the annual ministerial and provincial cooperation plan with five Chinese cultural centers in Cairo, Moscow, Ulaanbaatar, Tel Aviv and Paris, and carried out nearly 100 activities such as skills training, intangible cultural heritage exhibition, food exhibition, cultural performance, traditional Chinese medicine culture lecture, cultural tourism promotion and exchange. It completed 68 exchange and cooperation projects with 483 people, promoted international cultural exchanges and cooperation and people-to-people exchanges, and successfully completed the tasks of the Ministry of Culture and Tourism's cooperation plan.

Actively innovate working methods, increase online participation in promotion projects, participate in "China-UAE Tourism Cooperation Forum", "China-Arab Cultural Tourism Products Digital Exhibition", "Shanghai Cooperation Organization member States Buddhist Heritage Sharing Network exhibition" and other activities, plan and launch the "Cloud enjoy Gansu" brand column, expand Gansu's "circle of friends" along the "Belt and Road" countries.

Deepen the overseas cultural tourism market to increase publicity and promotion efforts

Gansu tourism promotion and investment promotion activities have been held in 24 countries and regions along the "Belt and Road". Through focusing on the promotion of Gansu cultural tourism resources, route products and preferential measures, Gansu and local cultural tourism economic and trade exchanges have been further deepened, a win-win and common development platform has been built, and the needs and strengths have been interconnected. After the integration of culture and tourism, we will continue to improve the tourism promotion system, actively implement overseas public tourism publicity and promotion projects, strive to build the image of international tourism destinations, design and develop a number of inbound tourism brand line products, and effectively expand the inbound tourism market share of Gansu.

With the help of the construction of the national "new land-sea channel", our province, together with Chongqing, Guangxi, Guizhou and the "ASEAN Silk Road New Ambassadors Cultural Tourism Alliance" covering ten ASEAN tourism enterprises, jointly initiated the establishment of the "Southbound channel tourism Promotion Alliance", and deeply developed the key inbound tourist source market in South Asia. The Dialogue between Mogao Grottoes and Angkor Wat, co-produced by our province and two key cultural relics protection units in Cambodia, has realized the cultural exchange spanning thousands of miles between the land Silk Road and the Maritime Silk Road.

Through various publicity and promotion activities abroad, our province has signed strategic agreements on tourism friendship and cooperation with key cities and enterprises such as Seoul City of South Korea, Valencia Region of Spain, the fifth province of Nepal, Minsk and Gomel regions of Belarus, and the German Travel Agents Association. In Singapore and Tokyo, Japan, relying on well-known local tourism enterprises to set up marketing and promotion centers, targeted to carry out the promotion of Gansu cultural tourism brands and route products.

China has actively opened international air routes, combining land, sea and air transportation advantages to attract international tourists to visit Gansu, opened international flights and charter flights from Lanzhou Zhongchuan International Airport to St. Petersburg, Yangon, Mandalay, Nha Trang and Moscow, and introduced AirAsia to launch direct flights from Lanzhou to Kuala Lumpur, Phuket, Sihanoukville Port, Singapore, Pattaya, and Dunhuang to Siem Reap. It plays a driving role in promoting the "Belt and Road" and the construction of land and sea major channels in Gansu, and deepening the exchange and integration of superior resources in Southeast Asia.

We will strengthen policy guidance to promote the development of foreign cultural trade through multiple channels

Actively explore new ideas and methods of foreign cultural trade, encourage cultural enterprises to invest and develop overseas, innovate foreign cultural trade and service methods, and use market-oriented means to promote Gansu culture to go global. Gansu Huayuan Group went to the United States to participate in the 38th New York Art Fair, held the "Millennium Narrative - China Silk Road Art Exhibition", exhibited more than 600 sets of Gansu cultural products, in order to promote the Gansu cultural products into the mainstream exhibition sales in the United States. Organize cultural and creative enterprises in our province to participate in the "Eighth Cross-Strait Cultural and Creative Industry Exhibition", comprehensively display and promote the achievements of our province's cultural and creative industries, and hold cultural industry matchmaking meetings. Organize cross-strait cultural industry institutions, cultural and museum units, Internet IP authorization trading platforms, design service enterprises and cultural and creative product manufacturers, pipeline providers IP derivatives industry and other parties to carry out exchanges and communication, to achieve the effective docking of "culture" and "creation", a number of cultural enterprises in our province and Taiwan related cultural enterprises to reach an initial cooperation intention. Plan and organize local cultural enterprises with foreign cultural trade experience to participate in related activities of Hong Kong International Licensing Exhibition, expand enterprise development ideas and enhance the international image of enterprises.

Actively promote excellent cultural enterprises to apply for the Ministry of Culture, the National Art Fund and the "Belt and Road" cultural trade key projects, the annual national cultural export key enterprises and key projects "double catalog" evaluation, strive for policy support for cultural enterprises and projects with export capabilities, and open up the international cultural market in the field of service trade and service outsourcing. During the 13th Five-Year Plan period, Jinxiu Industrial Co., LTD., Nantes Digital, Qingyang Lingyun Clothing Group Co., LTD., Qingyang Qhuang Culture Communication Co., Ltd. was selected as the national cultural export key enterprises, and the dance drama "Silk Road Flower Rain" and "Big Dream Dunhuang" were selected as the national cultural export key enterprises and key projects. Qingyang sachet and Huayuan New York Oriental Maker Platform were selected as national cultural export key projects, and Gangu hemp shoes and hemp woven products production line expansion projects were selected as key projects of cultural trade and investment under the Belt and Road Initiative of the Ministry of Culture and Tourism.

Cooperation in cultural heritage exchanges among countries along the Silk Road has been strengthened

To innovate the cooperation mechanism, give full play to the resource advantages of our province, extensively carry out international exchanges and cooperation, and carry out extensive project cooperation and academic exchanges with countries along the "Belt and Road" in cultural relic protection, value research, cultural inheritance, heritage management, digital technology, personnel training, academic exchanges and other aspects.

During the "13th Five-Year Plan" period, the Cultural Relics and cultural Relics system conducted academic exchanges and discussions in the field of cultural relics and cultural relics with more than 60 countries such as the United States, the United Kingdom, Japan, Afghanistan, India and Austria. More than 30 cultural relics themed on the Silk Road culture have been held, such as "Silk Road · Dunhuang Mural Masterpiece Exhibition entered the United Nations", "Religious Art on the Silk Road -- Dunhuang Buddhist Grottoes Exhibition", "Dunhuang Architecture Art Exhibition" and "Silk Road Cultural Relics Exhibition".

The Dunhuang Academy signed strategic cooperation agreements with the Crown Prince's Traditional Academy and other institutions, completing the main task of the research and protection project of ancient castle sites in Kyrgyzstan. The "Silk Road Cultural Relics Science and Technology Innovation Alliance" and the "Silk Road Cultural Heritage Protection International Science and Technology Cooperation Base" have been established, and the national engineering technology Research Center for the protection of ancient murals and soil sites and the country's first multi-field coupling laboratory for cultural relics protection have been built, and relevant scientific research results and standards have been promoted to other countries along the route. China has continued to promote the establishment of a national research center in the field of cultural heritage, and inaugurated the Dunhuang Cultural Relics Protection Research Center in Gansu Province at the Dunhuang Academy, taking solid steps to achieve the goal of "a model for World cultural heritage protection and a high ground for Dunhuang studies and research". An agreement was reached with the State Administration of Cultural Heritage to establish the Hexi Corridor national Heritage Route, and take the lead in establishing a national heritage route protection and utilization demonstration system and building a Chinese civilization identification system. China has built a data cloud platform for Dunhuang cultural heritage resources, promoted the digital return project of relics such as Dunhuang relics scattered overseas, investigated and completed the "Dunhuang Sutra Cave Mapping Document Catalogue", and expanded the agreement on the "International Dunhuang Project" with the British Library. The digital Dunhuang project has been carried out with relevant institutions of the United Kingdom, France and other countries collecting Dunhuang cultural relics through the use of digital cultural relics technology, and some overseas Dunhuang cultural relics have been digitized.

Strengthen cultural and tourism exchanges and cooperation between Hong Kong, Macao and Taiwan to jointly promote Chinese culture

Make full use of the affinity and appeal of our province's distinctive culture, strengthen cultural and tourism exchanges and cooperation with Hong Kong, Macao and Taiwan, jointly carry forward Chinese culture, gather people's hearts and form consensus. As the guest of honor for the second time, our province participated in the Macao World Tourism Economic Forum sponsored by the Macao Special Administrative Region government. Through the opening speech, the keynote speech on the theme of cultural heritage protection and inheritance, the exhibition of Gansu's fine artistic performances, the image of Gansu's cultural tourism, and the online negotiation and communication of enterprises, the image of "Ruyi Gansu" was prominent in the forum. In Taiwan, "Keeping Watch on Spiritual Home - the Fifth Cross-Straits Intangible Cultural Heritage Month Series Activities" were held, and intangible cultural heritage exhibitions, special performances, skill demonstrations and academic lectures in Gansu were carried out, as well as exchanges and interactions between professionals in the field of intangible cultural heritage in the two places, fully demonstrating the diverse features and preservation and inheritance achievements of Gansu's intangible cultural heritage. Let the Taiwan audience feel the unique charm of "Ruyi Gansu" at close range, and promote the protection and inheritance of intangible cultural heritage across the Taiwan Strait. The "8th Cross-Strait Cultural and Creative Industry Exhibition" was held to comprehensively display the cultural treasures under the cultural integration of the East and the West of the Silk Road and the multi-ethnic cultural characteristics of the western region of the mainland, and docking negotiations with Taiwan cultural enterprises and institutions to further promote the development of Gansu's cultural and creative industry. "Picking Up Treasures on the Silk Road - Dunhuang Culture Art Exhibition" was held in Taiwan. The special exhibition "The Reappearance of Dunhuang Style - Continuing to tell the Story of the Grottoes" toured universities in Taiwan, held a seminar on "Decryption and Exploration of Dunhuang Grottoes" and other related activities to interpret the cultural connotation of Dunhuang mural art, and promote cross-strait research cooperation on Dunhuang Buddhist classics and Dunhuang Grottoes images.
