"Economic Information Daily" reporter recently interviewed the relevant person in charge of the State Administration of Traditional Chinese Medicine to learn that the internationalization of Chinese medicine in China is ushering in unprecedented historical opportunities, coordinated promotion in health care, industry, university and culture, from a wider range, higher level, deeper level to the world, ushering in a favorable pattern of all-round, high-quality development. In the future, we will strengthen cooperation with the World Health Organization and other international institutions to help build a community of human health and the construction of the Belt and Road Initiative.

Contribution to the fight against COVID-19 accelerated the internationalization of TCM

The reporter learned that since the outbreak of COVID-19 in 2020, under the coordination of the joint prevention and control mechanism of The State Council, the State Administration of Traditional Chinese Medicine has actively carried out international cooperation in TCM fight against the epidemic. Through active actions, the role of TCM in fighting the epidemic overseas has had a positive impact on the internationalization of TCM, and played a positive role in creating an international environment conducive to the overseas development of TCM, expanding the share of TCM products in the international market, and promoting the development of trade in TCM products and services.

According to reports, the State Administration of Traditional Chinese Medicine mainly carried out work from the following five aspects. First, we will strengthen cooperation with the World Health Organization (WHO) to provide Chinese and English language materials on the involvement of traditional Chinese medicine in epidemic prevention and control, and promote the efficacy of traditional Chinese medicine and the screening of effective drugs.

Second, the Chinese medicine diagnosis and treatment plan for COVID-19 was released in English, the SCO traditional Medicine video conference was held, and the video conference "Global Epidemic Prevention and Control Experience and International Cooperation Exchange" of the Boao Forum for Asia Global Health Forum Conference was held, and nearly 40 video exchanges and live broadcast activities of anti-epidemic experts were held. China has exchanged TCM diagnosis and treatment plans and effective recipes with 82 countries and regions, including Italy, Germany, Japan, South Korea, and Pakistan, and shared the experience and practices of TCM's deep involvement in epidemic prevention and control and treatment of COVID-19 patients.

Third, in response to foreign demand, we supported relevant organizations in donating TCM products to more than 10 countries and regions, fully demonstrating China's role as a responsible major country.

Fourth, to serve the overall interests of China's diplomacy, we donated effective prescriptions such as "lung clearing and detoxicating Soup" to 286 diplomatic missions abroad, distributed epidemic prevention "health kits" including Lianhua Qingwen capsules to overseas students, and built a "Global TCM service platform" to provide remote consultation services and professional guidance to overseas Chinese, and conveyed the care of the motherland.

Fifth, provide medical guidance, cooperate with the NHC to select Chinese medicine doctors to join foreign medical experts, and help local governments prevent and control the epidemic. The medical expert teams sent to Italy, the United Kingdom, Venezuela, Russia, Ethiopia, Burkina Faso, Saudi Arabia, Cambodia, the Philippines, Myanmar, Laos, Pakistan, Kazakhstan, Uzbekistan, Malaysia and other countries have a certain proportion of Chinese medicine doctors to conduct lectures and consultations on protection knowledge in the local areas. The use of traditional Chinese medicine as a bond has contributed to China's strength and greatly promoted people-to-people exchanges.

All-round high-quality coordinated development

The relevant person in charge of the State Administration of Traditional Chinese Medicine said that in recent years, the CPC Central Committee and The State Council have continuously strengthened the importance of the development of traditional Chinese medicine, and issued a series of policy documents such as the Law of the People's Republic of China on Traditional Chinese Medicine, the Outline of the Strategic Plan for the Development of Traditional Chinese Medicine (2016-2030), and the Development Plan for the Belt and Road Initiative of Traditional Chinese Medicine (2016-2020). It has made considerable progress in TCM, formed and improved a pattern of coordinated development in TCM medical treatment, health care, education, scientific research, industry, and culture, laid a solid foundation for strengthening TCM exchanges and cooperation with other countries, and promoted TCM to a wider, higher level, and deeper level in the world.

The reporter of Economic Information Daily learned that over the years, important international organizations have actively promoted the development of traditional medicine, including traditional Chinese medicine. The Alma-Ata Declaration, issued by the World Health Organization in 1978, urged governments to integrate traditional medicine into primary health care systems; The Beijing Declaration on Traditional Medicine, adopted in 2008, calls on governments to integrate traditional medicine into national health systems; In 2013, the Global Strategy for Traditional Medicine (2014-2023) was released, defining the strategic direction and strategic actions for the development of global traditional medicine. In addition, the World Health Assembly adopted the 11th edition of the International Classification of Diseases (ICD-11) in May 2019, which includes a chapter on traditional medicine with TCM content as the main content, which is the first time that traditional medicine has been included in the mainstream medical classification system. In 2010 and 2018, UNESCO inscribed TCM acupuncture and acupuncture and Tibetan Medicine Bath on the Representative list of the intangible cultural Heritage of humanity, and in 2011, the ancient Chinese medicine books Huangdi Neiclassic and Compendium of Materia Medica on the Memory of the World Register. The International Organization for Standardization (ISO) established the "Technical Committee on Traditional Chinese Medicine" (TC249) in 2009, and the secretariat is located in China. Up to now, TC249 has issued 62 international standards for traditional Chinese medicine.

In addition to the strong support of international organizations, overseas people also fully affirm the role of traditional Chinese medicine in medical care, and the international recognition and acceptance of traditional Chinese medicine continues to increase. According to the World Health Organization (WHO), 113 members currently approve the use of acupuncture, of which 29 have established relevant laws and regulations, and 20 have included acupuncture in their medical insurance systems. Health insurance systems in some countries also cover some other TCM treatments.

In terms of foreign medical assistance, China has sent medical teams to more than 70 countries in Asia, Africa and Latin America, and almost every medical team has TCM personnel, accounting for about 10 percent of the total number of medical personnel. Using traditional Chinese medicine, acupuncture, massage and the combination of traditional Chinese and Western medicine, the medical teams have treated many difficult and serious diseases and saved the lives of many dying patients, which has been highly praised by the governments and people of the recipient countries.

At the same time, the reporter learned that since the first half of the 20th century, Chinese medicine education and research have been widely promoted around the world, and some countries have opened full-time Chinese medicine education courses. In recent years, the global medical community has paid more and more attention to the scientific research of Chinese medicine, and the research on Chinese medicine has gradually increased.

Take multiple measures to solve the difficulties in the internationalization of traditional Chinese medicine

First, in terms of medical care, in most countries, Chinese medicine doctors have not obtained the status of legally recognized doctors, and even in some countries, Chinese medicine doctors need to cooperate with local qualified Western medicine doctors, and they have no right to prescribe. Second, in terms of education and training, the graduates of Chinese medicine colleges and universities in China cannot obtain the academic recognition of most countries, and the quality of overseas Chinese medicine education is uneven and the overall level is low; Third, in terms of scientific research, there are problems such as separation of traditional Chinese medicine and weak basic theory research in foreign research, and the phenomenon of "West Guanzhong" and "West Lizhong" in drug research is serious; Fourth, in the TCM industry, due to the high complexity of TCM components and the unique compatibility theory, it is difficult to complete the drug registration procedures in foreign countries, especially in western developed countries; Fifth, in terms of the development atmosphere, there are not only huge differences between traditional medicine and modern medicine, but also big differences between different traditional medicine in different countries. Chinese medicine generally belongs to the category of traditional medicine. Although its theoretical system is perfect, its application has a long history, and its spread is widespread around the world, modern medicine in various countries generally doubts and rejects traditional medicine, and the policy environment and development atmosphere need to be improved urgently.

The relevant person in charge of the State Administration of Traditional Chinese Medicine suggested that to solve the above difficulties and shortcomings, first, continue to strengthen intergovernmental cooperation, create a good policy environment for the international development of traditional Chinese medicine, and promote the development of specific projects in the fields of traditional Chinese medicine, scientific research, education and industry; Second, through economic and trade negotiations between Chinese and foreign governments, we should lower the policy barriers to the development of TCM and expand the access of TCM to the international market. Third, actively participate in global epidemic prevention and control, share China's plan, contribute to global epidemic prevention and control, further enhance the recognition of the science and effectiveness of traditional Chinese medicine, and further expand the scope of use of traditional Chinese medicine.

For the key direction of the internationalization of traditional Chinese medicine in the next step, the relevant person in charge of the State Administration of Traditional Chinese Medicine said that in the future, it will continue to strengthen cooperation with international institutions such as the World Health Organization and the International Organization for Standardization, and focus on promoting exchanges with BRICS countries and Central and Eastern European countries to further enhance the international influence of traditional Chinese medicine.
