Resolution of the 20th National Congress of the Communist Party of China on the Report of the 19th Central Committee (Adopted by the 20th National Congress of the Communist Party of China on October 22, 2022)
We reviewed and summarized the work of the past five years and the great changes in the new era in the past decade, elaborated on such major issues as opening up a new realm of adapting Marxism to Chinese conditions and the Chinese characteristics and essential requirements of Chinese-style modernization, and made strategic plans for comprehensively building a modern socialist country and advancing the great rejuvenation of the Chinese nation. We have made comprehensive arrangements for promoting the overall plan of the "Five-in-One" initiative and the "four-pronged Comprehensive" strategy in a coordinated manner, pointing out the way forward and establishing guidelines for action for the development of the cause of the Party and the country on a new journey in the new era and for achieving the second Centenary Goal. The report of the 19th Central Committee adopted by the Congress is the crystallization of the wisdom of the Party and the people; it is a political declaration and program of action in which the Party unites and leads the people of all ethnic groups in winning new victories for socialism with Chinese characteristics; and it is a programmatic document of Marxism.
The Congress believes that the theme of the Congress clarified in the report is the soul of the Congress and the general outline of the development of the cause of the Party and the state. We will work together to build a modern socialist country in an all-round way and advance the great rejuvenation of the Chinese nation.
The Congress pointed out that our Party is committed to the eternal cause of the Chinese nation and to the noble cause of peace and development of mankind, and its responsibility is extremely heavy and its mission extremely glorious. All Party members must remain true to their original aspiration and keep their mission firmly in mind, be modest and prudent, work hard, have the courage to fight and be good at fighting, strengthen historical confidence, increase historical initiative, and write a more splendid chapter of socialism with Chinese characteristics for a new era.
The Congress spoke highly of the work of the 19th Central Committee. The five years since the 19th National Congress of the Communist Party of China have been extremely unusual and extraordinary. We have united and led the whole Party, the army, and the people of all ethnic groups in coordinating the great struggle, great project, great cause, and great dream, coordinated the five-pronged overall plan, coordinated the four-pronged comprehensive strategy, coordinated the prevention and control of COVID-19 with economic and social development, coordinated development with security, adhered to the general principle of seeking progress while maintaining stability, and made every effort to finish building a moderately prosperous society in all respects. Fully, accurately and comprehensively implement the new vision of development, strive to promote high-quality development, take the initiative to establish a new pattern of development, advance reform quickly and steadily, firmly promote people's democracy throughout the process, comprehensively promote the rule of law, actively develop an advanced socialist culture, focus on ensuring and improving people's livelihood, concentrate on poverty alleviation, and vigorously promote ecological progress. We will resolutely safeguard national security, guard against and defuse major risks, and maintain overall social stability. We will vigorously promote the modernization of national defense and the armed forces. The situation in Hong Kong has turned a major corner from chaos to rule. We will resolutely fight against separatism and interference. We will complete the historic task of completing the building of a moderately prosperous society in all respects, achieve the first centenary goal, and embark on a new journey toward the second centenary goal of fully building a modern socialist country. We have accomplished many major and important things concerning the long term, and promoted the cause of the Party and the country to make major achievements that have attracted worldwide attention.
The Congress stressed that in the past ten years since the 18th CPC National Congress, we have experienced three major events of great practical and far-reaching historical significance to the cause of the Party and the people: first, the centennial anniversary of the founding of the Communist Party of China; second, socialism with Chinese characteristics has entered a new era; third, the historic task of poverty alleviation and building a moderately prosperous society in all respects has been accomplished, and the first centenary goal has been achieved. This is a historic victory won by the united struggle of the Communist Party of China and the Chinese people, a historic victory that will go down in the history of the development of the Chinese nation, and a historic victory that will have a far-reaching impact on the world. Over the past decade, we have fully implemented the Party's basic theory, line, and strategy, adopted a series of strategic measures, promoted a series of transformative practices, made a series of breakthroughs, and achieved a series of landmark achievements. We have withstood risks, challenges, and tests in political, economic, ideological, and natural fields. Historic achievements and historic changes have taken place in the cause of the Party and the country, propelling China on a new journey to fully build a modern socialist country. The Congress stressed that Marxism is the fundamental guiding ideology for building the Party and the country and revitalizing the Party and the country. Practice tells us that the reason why the CPC is capable and why socialism with Chinese characteristics is good is, in the final analysis, a Marxist practice that is adapted to The Times in China. Since the 18th CPC National Congress, our Party has been brave in theoretical exploration and innovation, deepening its understanding of the rules governing the Communist Party of China, the laws governing socialist construction, and the laws governing the development of human society from a new perspective, and achieving major theoretical innovations, which are embodied in Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. The "Ten clarifications", "Fourteen adherence" and "Thirteen achievements" put forward at the 19th CPC National Congress and the Sixth Plenary Session of the 19th CPC Central Committee sum up the main contents of this thought, which must be adhered to and continuously enriched for a long time. Only by combining the basic principles of Marxism with China's specific realities and fine traditional Chinese culture, and persisting in the application of dialectical and historical materialism, can we correctly answer the major questions posed by The Times and practice, and can we always maintain the vigorous vitality and vitality of Marxism. Open up a new realm of adapting Marxism to China and The Times.
The Congress pointed out that from now on, the central task of the Communist Party of China is to unite and lead the Chinese people of all ethnic groups in building a great modern socialist country in all respects, realizing the second centenary goal, and comprehensively promoting the great rejuvenation of the Chinese nation through Chinese-style modernization.
The Congress pointed out that on the basis of long-term exploration and practice since the founding of New China, especially since the reform and opening up, and through innovative breakthroughs in theory and practice since the 18th CPC National Congress, our Party has successfully promoted and expanded Chinese-style modernization. The Chinese-style modernization is the socialist modernization led by the Communist Party of China. It has the common features of modernization of other countries, and more importantly, it has Chinese characteristics based on its own national conditions. The Chinese style of modernization means a huge population, common prosperity for all the people, harmony between material and spiritual civilization, harmonious coexistence between man and nature, and a path of peaceful development. The essential requirements of Chinese-style modernization are: upholding the leadership of the Communist Party of China, upholding socialism with Chinese characteristics, achieving high-quality development, developing people's democracy throughout the process, enriching the people's spiritual world, achieving common prosperity for all people, promoting harmonious coexistence between man and nature, building a community with a shared future for mankind, and creating a new form of human civilization.
The Congress pointed out that the overall strategic arrangement for building a great modern socialist country in all respects consists of two steps: basically realizing socialist modernization from 2020 to 2035; To build China into a great modern socialist country that is prosperous, strong, democratic, culturally advanced, harmonious and beautiful from 2035 to the middle of this century. The next five years will be a crucial period for comprehensively building a modern socialist country. The main goals and tasks are as follows: make new breakthroughs in high-quality economic development; significantly improve our capacity for scientific and technological self-reliance; and make major progress in establishing a new pattern of development and building a modern economic system; Further progress has been made in reform and opening up. The modernization of the national governance system and capacity has been deepened. The socialist market economy has been improved, and a new system of an open economy at a higher level has basically taken shape. The whole process of people's democracy has been further institutionalized, standardized, and procedure-based, and the socialist legal system with Chinese characteristics has been further improved. The cultural and spiritual life of the Chinese people has been enriched, and the cohesiveness of the Chinese nation and the influence of Chinese culture have been strengthened. Personal income should rise basically in step with economic growth, work remuneration should rise basically in step with labor productivity, basic public services should be made more equal significantly, and the multi-tiered social security system should be improved. The living environment in urban and rural areas has improved significantly, and remarkable progress has been made in building a beautiful China. National security has been strengthened, the centenary goal of building the armed forces has been achieved on schedule, and solid progress has been made in building a safe China. China's international standing and influence will further increase and it will play a bigger role in global governance.
The Congress stressed that building a modern socialist country in an all-round way is a great and arduous undertaking with a bright future and a long way to go. On the road ahead, we must firmly grasp the following major principles: uphold and strengthen the overall leadership of the Party, adhere to the path of socialism with Chinese characteristics, adhere to the philosophy of people-centered development, deepen reform and opening up, and carry forward the spirit of struggle. The whole Party must strengthen its confidence, forge ahead with determination, proactively recognize and respond to changes, proactively guard against and defuse risks, and continue to win new victories in comprehensively building a modern socialist country.
The Congress agreed to the report's strategic plans for the development of the Party and the country in the coming period, and stressed the need to fully, accurately and comprehensively implement the new vision for development, accelerate the establishment of a new development pattern, strive to promote high-quality development, adhere to the direction of reform of the socialist market economy, and adhere to a high level of opening up. We will accelerate the building of a new pattern of development with the great domestic cycle as the main body and both domestic and international cycles reinforcing each other, build a high-level socialist market economy, build a modern industrial system, comprehensively promote rural revitalization, promote coordinated development among regions, and promote high-level opening up. We need to implement the strategy of reinvigorating the country through science and education, strengthen talent support for modernization, give priority to education development, make science and technology self-reliant, and be guided by talents, ensure that education is satisfactory to the people, improve the system for scientific and technological innovation, accelerate the implementation of the strategy of innovation-driven development, thoroughly implement the strategy of strengthening human resources, and accelerate the development of a strong education, science and technology, and human resources. We will raise the level of civilization of the whole society, prosper and develop cultural undertakings and industries, and increase the power and influence of the Chinese civilization. We need to improve people's well-being and quality of life, ensure and improve people's well-being in the course of development, encourage joint efforts to create a better life, steadily promote common prosperity, improve the distribution system, implement the strategy of giving priority to employment, improve the social security system, and promote the construction of a healthy China. We should promote green development and promote harmonious coexistence between man and nature, firmly establish and practice the concept that clear waters and lush mountains are gold and silver mountains, plan development from the perspective of harmonious coexistence between man and nature, persist in integrated protection and systematic management of mountains, rivers, forests, fields, lakes, grasses and sand, coordinate industrial restructuring, pollution control, ecological protection, and response to climate change, and accelerate the green transformation of our development mode. We will further promote the prevention and control of environmental pollution, enhance the diversity, stability and sustainability of the ecosystem, and actively yet prudently promote peak carbon neutrality.
The Congress stressed that national security is the foundation of national rejuvenation, and social stability is a prerequisite for national prosperity. We must unswervingly implement the overall concept of national security, integrate the maintenance of national security into the whole process of all aspects of the work of the Party and the state, improve the national security system, enhance the ability to maintain national security, improve public security governance, improve the social governance system, and ensure national security and social stability.
The Congress stressed that achieving the centenary goal of the founding of the army as scheduled and accelerating the building of the people's army into a world-class army are strategic requirements for comprehensively building a modern socialist country. We will speed up the modernization of military theory, organizational form, personnel, weapons and equipment, improve our strategic capabilities in safeguarding national sovereignty, security, and development interests, and effectively fulfill the mission and tasks of the people's armed forces in the new era.
The Congress stressed that "one country, two systems" is a great initiative of socialism with Chinese characteristics and the best institutional arrangement for maintaining long-term prosperity and stability after the return of Hong Kong and Macao, and must be upheld for a long time to come. We must fully, accurately and unswervingly implement the principles of "one country, two systems", "Hong Kong people governing Hong Kong", "Macao people governing Macao" and a high degree of autonomy, adhere to the rule of law governing Hong Kong and Macao, safeguard the constitutional order of the SAR as defined in the Constitution and the Basic Law, and implement the principles of "patriots governing Hong Kong" and "patriots governing Macao". We must adhere to the One-China principle and the 1992 Consensus, adhere to the Party's overall strategy for resolving the Taiwan question in the new era, firmly oppose "independence" and promote reunification, firmly grasp the leading power and initiative in cross-Straits relations, and unswervingly advance the great cause of national reunification.
The Assembly agreed with the report's analysis of the international situation and the deployment of diplomatic work. It stressed that China has always adhered to the foreign policy purpose of safeguarding world peace and promoting common development, is committed to promoting the building of a community with a shared future for mankind, firmly pursues an independent foreign policy of peace, and always decides its position and policy on the merits of an issue. We will continue to develop friendly cooperation with other countries on the basis of the Five Principles of Peaceful Coexistence, adhere to the basic state policy of opening up, firmly pursue the win-win strategy of opening up, actively participate in the reform and development of the global governance system, and make global governance more just and equitable. We are ready to work with other countries to promote the common values of peace, development, fairness, justice, democracy and freedom for all mankind and jointly address various global challenges.
The Congress stressed that the key to comprehensively building a modern socialist country and comprehensively promoting the great rejuvenation of the Chinese nation lies in the Party. As the largest Marxist ruling party in the world, to win the support of the people and consolidate its long-term ruling position, our Party must always remain sober and firm in solving the problems unique to a major party. We must persevere in comprehensively exercising strict Party self-governance, further advance the great new project of Party building in the new era, lead the social revolution with the Party's self-revolution, implement the general requirements for Party building in the new era, improve the system of comprehensively exercising strict Party self-governance, comprehensively promote the Party's self-purification, self-improvement, self-renewal, and self-improvement, and uphold and strengthen the centralized and unified leadership of the Central Committee.
