Ebay posting discount shipping on listing even though I opted out

I just noticed this over the past couple days. Ebay is offering customers shipping discount even though I opted out. Ebays fees are already ridiculous. I am not looking to lose even more money.

FedEx shipping cost adjustment glitch AGAIN!!!
