The function is to prevent the root from burning through, but the size of the blunt edge should ensure that the first layer of weld can be welded through.
Under normal circumstances, steel structure welding, full penetration requires a 2mm blunt edge, partial penetration groove to leave 1/3tmm blunt edge (t is the thickness of the plate).
