Historical friendship

Ladies and Gentlemen, Dear Friends, More than 2,100 years ago, Zhang Qian of the Han Dynasty visited Central Asia twice on a mission of peace and friendship. This opened the door of friendly exchanges between China and Central Asian countries and opened a road linking Europe and Asia from east to West Silk Road . My hometown, Shaanxi Province, is located at the beginning of the ancient Silk Road. Standing here, looking back at history, I seem to hear the sound of echoing camel bells in the mountains and see the curl of smoke floating in the desert. All this, let me feel very cordial. Kazakhstan, the land through which the ancient Silk Road passed, has made important contributions to the communication between Eastern and Western civilizations and the promotion of exchanges and cooperation between different ethnic groups and cultures. Envoys, caravans, tourists, scholars and artisans from the East and the West flowed in endless streams, and countries along the way exchanged what they had and learned from each other, jointly promoting the progress of human civilization.

Common development

We should firmly support each other and be good friends with sincerity and mutual trust. On issues concerning China's major core interests such as national sovereignty, territorial integrity, security and stability, firm mutual support is the essence and important content of China's strategic partnership with Central Asian countries. We are ready to strengthen mutual trust and deepen cooperation with other countries bilaterally and within the framework of the Shanghai Cooperation Organization, jointly combat the "three forces", drug trafficking and transnational organized crimes, and create a favorable environment for regional economic development and people's livelihood and work.
We need to strengthen practical cooperation and be good partners for mutual benefit. Both China and Central Asian countries are at a critical stage of development and face unprecedented opportunities and challenges. We have both put forward medium - and long-term development goals suited to our national conditions. Our strategic goals are the same, that is, to ensure long-term and stable economic development and achieve national prosperity and rejuvenation. We need to strengthen practical cooperation across the board, turn the strengths of our political relations, geographical proximity and economic complementarity into the strengths of practical cooperation and sustained growth, and build a win-win community of shared interests.
We need to expand regional cooperation with a wider mind and a broader vision to create new splendor. At present, global economic integration is accelerating and regional cooperation is on the rise. Several regional cooperation organizations have been established in Eurasia. Eurasian Economic community The SCO member states and observer states span Eurasia, South Asia and West Asia. By strengthening cooperation between the SCO and the Eurasian Economic Community, we can gain greater space for development.

Jointly building the Silk Road Economic Belt

Ladies and Gentlemen, Dear Friends, In order to make the Eurasian countries closer economic ties, deeper mutual cooperation, and broader development space, we can use innovative cooperation models to jointly build" Silk Road Economic Belt ". This is a great undertaking that will benefit the people of all countries along the way. We can do it from the following aspects first, with points and surfaces, from line to piece, and gradually form a regional cooperation. First, we need to strengthen policy communication. Countries may have full exchanges on economic development strategies and countermeasures, work out plans and measures to promote regional cooperation through consultation in line with the principle of seeking common ground while shelving differences, and give the policy and legal "green light" to regional economic integration. Second, we need to strengthen road connectivity. The Shanghai Cooperation Organisation is negotiating a transport facilitation agreement. The signing and implementation of this document as soon as possible will open up the transport channel from the Pacific Ocean to the Baltic Sea. On this basis, we are ready to actively discuss with other parties how to improve cross-border cooperation Transportation infrastructure Gradually form a transport network connecting East Asia, West Asia and South Asia to facilitate economic development and personnel exchanges among all countries. Third, we need to enhance unimpeded trade. With a total population of 3 billion, the Silk Road Economic Belt has a unique market size and potential. There is huge potential for cooperation in trade and investment. All parties should discuss and make appropriate arrangements on trade and investment facilitation, remove trade barriers, reduce trade and investment costs, improve the speed and quality of regional economic cycle, and achieve mutual benefit and win-win results. Fourth, we need to strengthen currency circulation. China, Russia and other countries have conducted sound cooperation in local currency settlement, achieved gratifying results and accumulated rich experience, and this good practice needs to be extended. If countries realize local currency conversion and settlement under the current and capital accounts, they can greatly reduce circulation costs, enhance the ability to withstand financial risks, and enhance the international competitiveness of the regional economy. Fifth, we need to strengthen people-to-people ties. Amity between the people holds the key to state-to-state relations. To ensure successful cooperation in these areas, we must win the support of the people of all countries, strengthen friendly exchanges between the people, enhance mutual understanding and traditional friendship, and lay a solid popular and social foundation for regional cooperation.
