On 25 October 1949, the General Administration of Customs of the Central People's Government of the People's Republic of China was established [4] .
In December 1952, the General Administration of Customs of the Central People's Government of the People's Republic of China was put under the leadership of the Ministry of Foreign Trade, and the foreign trade administration of various ports was merged with the local customs.
In 1955, local customs were under the dual leadership of the Ministry of Foreign Trade and the people's Committee of the province or municipality directly under the Central Government.
In November 1960, the local customs system was devolved to the local authorities and became part of the local foreign trade bureaus, and the functions of customs were severely weakened.
On February 9, 1980, The State Council issued the Decision on Reforming the Customs Administration System, proposing the reform of the existing customs administration system and the establishment of the General Administration of Customs of the People's Republic of China, which, as an agency directly under The State Council, is responsible for the unified management of customs agencies, personnel and operations throughout the country. In 1998, The State Council of the People's Republic of China decided to upgrade the General Administration of Customs, PRC to the ministerial level [4] .
On September 12, 2003, The State Council of the People's Republic of China held a ceremony to grant customs titles, and the Chinese Customs officially implemented the customs title system [8] .
In 2018, the administration of entry-exit inspection and quarantine was assigned to the General Administration of Customs of the People's Republic of China [4] .
In October 2018, the General Administration of Customs was reformed from the Party Leadership Group For the Party Committee. [66]
