The General Administration of Customs implements the guidelines, policies, decisions and arrangements of the Party Central Committee on customs work, and upholds and strengthens the centralized and unified leadership of the Party over customs work in the process of performing its duties. On 25 October 1949, the General Administration of Customs of the Central People's Government of the People's Republic of China was established

In December 1952, the General Administration of Customs of the Central People's Government of the People's Republic of China was put under the leadership of the Ministry of Foreign Trade, and the foreign trade administration of various ports was merged with the local customs.
In 1955, local customs were under the dual leadership of the Ministry of Foreign Trade and the people's Committee of the province or municipality directly under the Central Government.
In November 1960, the local customs system was devolved to the local authorities and became part of the local foreign trade bureaus, and the functions of customs were severely weakened.
On February 9, 1980, The State Council issued the Decision on Reforming the Customs Administration System, proposing the reform of the existing customs administration system and the establishment of the General Administration of Customs of the People's Republic of China, which, as an agency directly under The State Council, is responsible for the unified management of customs agencies, personnel and operations throughout the country.

(1) To be responsible for customs work throughout the country. To formulate customs work policies (including entry-exit inspection and quarantine, the same below), draft relevant laws and regulations, and formulate customs planning, departmental rules and relevant technical specifications.
(2) Responsible for organizing and promoting the construction of "large-scale customs clearance" at ports. In conjunction with relevant departments to formulate rules and regulations for port management, organize the formulation of port development plans and coordinate their implementation, take the lead in the formulation of joint prevention and control work systems for port security, and coordinate the collection of relevant information, risk analysis, judgment and disposal work at ports. Take the lead in conducting multilateral and bilateral negotiations on rules of origin, formulate rules of origin for import and export commodities, and be responsible for the organization and implementation of visa administration according to law. Enforce anti-dumping and countervailing measures, safeguard measures and other tariff measures in accordance with the law.
(5) To be responsible for entry-exit health quarantine, entry-exit inspection and quarantine of animals, plants and their products. Collect and analyze overseas epidemic situations, organize and implement port disposal measures, and undertake related work on public health emergencies and other emergency events at ports.
(6) To be responsible for statutory inspection of import and export commodities. To supervise and administer the appraisal, verification, quality and safety of import and export commodities. To be responsible for inspection, quarantine, supervision and administration of imported food and cosmetics, and implement related work of exported food according to bilateral and multilateral agreements.
(7) Responsible for customs risk management. Organize customs trade investigations, market surveys and risk monitoring, and establish a risk assessment index system, a risk monitoring, early warning and tracking system, and a risk management and prevention mechanism. Implement customs credit management and be responsible for customs inspection.
(8) To be responsible for national customs statistics on import and export of goods. Publish customs statistical information and customs statistical data, organize and carry out dynamic monitoring and evaluation, and establish information public service platforms for import and export enterprises.
(9) To be responsible for the comprehensive control of anti-smuggling throughout the country. To investigate and handle smuggling and illegal cases according to law; to be responsible for the investigation, detention, arrest and preliminary examination of smuggling cases under its jurisdiction; to organize the implementation of customs anti-smuggling work.
(10) To formulate and organize the implementation of customs science and technology development plans, laboratory construction and technical support plans. To organize related scientific research and technology introduction.
(11) To be responsible for international cooperation and exchanges in the customs field. Represent the State in relevant international organizations, sign and implement relevant international cooperation agreements, agreements and protocols.

The Customs emblem of the People's Republic of China consists of the walking stick of the merchant God crossed with a golden key.
