From 1947 to 1951, he studied at the Electrical machinery Department of Tsinghua University and participated in the "New Democratic Youth League".
From 1951 to 1952, he served as deputy director of the Production Planning Office of the Planning Department of the Northeast Ministry of Industry.
From 1952 to 1958, he served as the head of the Fuel Bureau and the General Bureau of the State Planning Commission, deputy Director of the Office of the Director of the State Planning Commission, and Deputy Director of the General Department of the Machinery Bureau of the State Planning Commission.
From 1958 to 1969, he was a teacher of the spare-time School for cadres of the State Planning Commission and an engineer of the General Bureau of National Economy.

In October 1992, he was elected a member of the 14th Political Bureau and Standing Committee of the CPC Central Committee.
In March 1993, he was appointed Vice Premier of The State Council at the first session of the eighth National People's Congress.
From June 1993 to June 1995, he also served as the Governor of the People's Bank of China.
On September 19, 1997, he was elected a member of the Political Bureau and Standing Committee of the 15th CPC Central Committee at the First Plenary Session.
In 1998, he was also the leader of the National Science, Technology and Education Leading Group.
He served as Premier of The State Council from March 1998 to March 2003.
In April 1998, he served as director of the State Economic Restructuring Commission and in May, he served as director of the Three Gorges Project Construction Committee of The State Council.
