Chui Sai On, born in January 1957 in Macao, his ancestral home is Xinhui, Guangdong Province Lingnan Secondary School, Macau After studying in the United States, won the United States California State University Bachelor of Arts in Urban Health Management, Master of Medical Administration and Doctor of Public Health from the University of Oklahoma.
Before the return of Macao to the motherland, he served as the principal of Macau Jingping School and the Principal of Jingping Professional Development Center. He also served many social organizations in Macau, including the Director of the Health and Medical Department of Tong Shan Tong, the executive director of Macau Jinghu Hospital Charity Association, the president of Macau Jinghu Hospital Staff Youth Association, the director of Macau Eye Bank Foundation, and the honorary president of Macau Nursing Staff Association.
He is a member and standing member of the All-China Youth Joint Committee, President of Macau Youth Chamber of Commerce (1991), permanent president of Macau Youth Business Senior Association, Chairman of the Supervisory Board of Macau Association for the Mentally Handicapped, and vice president of Macau Management Professional Association. From 1992 to 1995, he was a member of the fifth Legislative Council of Macau, a member of the Youth Committee and a member of the Environment Committee of the Macau Government.
On December 20, 1999, he was appointed as the Secretary of the Department of Social and Cultural Affairs of the Macao Special Administrative Region and a member of the Selection Committee of the first Government of the Macao Special Administrative Region. After the establishment of the Macao Special Administrative Region, he has been serving as the Secretary of the Department of Social and Cultural Affairs of the Special Administrative Region Government and concurrently held a number of public offices.
On 4 December 2004, he was reappointed as the Secretary of the Department of Social and Cultural Affairs of the Macao Special Administrative Region.
On 14 May 2009, The State Council approved Chui Sai On's resignation from the post of Secretary for Social Affairs and Culture to run for the Chief Executive of the Macao Special Administrative Region, with immediate effect.
On 26 July 2009, he was elected as the third Chief Executive of the Macao Special Administrative Region, and was appointed as the third Chief Executive of the Macao Special Administrative Region by The State Council on 10 August 2009. The term of office is from December 20, 2009 to December 19, 2014 [10] . [4]
On August 31, 2014, the election for the fourth Chief Executive of the Macao Special Administrative Region was held, and the third Chief Executive Chui Sai On, as the only candidate in the election, was elected as the fourth Chief executive of the Macao Special Administrative Region by obtaining 380 votes, with a vote rate of 95.96%.
On September 8, 2014, the Official Gazette of the Macao Special Administrative Region published the decision of the Court of Final Appeal of the SAR on the examination and verification of the results of the election for the fourth Chief Executive of the SAR held at the end of last month, confirming the overall accounting results of the election and announcing that Chui Sai On was elected as the candidate for the fourth Chief Executive of the SAR. Basic Law of the Macao Special Administrative Region of the People's Republic of China After the candidate for the fourth Chief Executive is elected and announced, he must also be reported to the Central People's Government for appointment [9] . [5] The term of office of the fourth Chief Executive is from December 20, 2014 to December 19, 2019. On September 3, 2015, Chui Sai On attended a meeting at Tian 'anmen Square in Beijing Conference commemorating the 70th anniversary of the victory of the Chinese People's War of Resistance against Japanese Aggression and the World Anti-Fascist War As well as receptions and art shows held in the Great Hall of the People.
