Article 1 This Law is enacted in accordance with the Constitution with a view to strengthening the building of urban residents committees, allowing urban residents to manage their own affairs in accordance with the law, and promoting socialist democracy at the grassroots level in cities and the development of socialist material and spiritual civilization in cities.
Article 2 A residents committee is a grass-roots mass self-governing organization in which the residents manage, educate and serve themselves.
The people's government of a city not divided into districts or a municipal district or its dispatched organs shall provide guidance, support and assistance to the work of the residents committee. A residents committee shall assist the people's government of a city not divided into districts or a municipal district or its dispatched organs in carrying out its work.
Article 3 Tasks of the residents committee:
(1) To publicize the Constitution, laws, regulations and policies of the State, safeguard the lawful rights and interests of the residents, educate the residents to fulfill their obligations according to law, protect public property, and carry out various forms of activities for building socialist spiritual civilization;
(2) to handle public affairs and public welfare undertakings of residents in their residential areas;
(3) to mediate civil disputes;

Article 4 A residents committee shall carry out community service activities for the convenience of the people and may set up relevant service undertakings.
The residents committee shall administer the property of its own residents committee. No department or unit may infringe upon the property ownership of the residents committee.
Article 5 Residents' committees in areas inhabited by multiple nationalities shall educate residents to help and respect each other so as to strengthen national unity.
Article 6 A residents committee shall generally be established within a range of 100 to 700 households in accordance with the living conditions of the residents and in accordance with the principle of facilitating their self-governance.
The establishment, abolition and adjustment of the scale of a residents committee shall be decided by the people's government of a city not divided into districts or a municipal district.
Article 7 A residents committee shall be composed of five to nine members, including the chairman, vice-chairmen and members. In areas inhabited by multiple nationalities, the residents committee shall include members from a smaller nationality.
Article 8 The chairman, vice-chairmen and members of a residents committee shall be elected by all the residents of their residential area who have the right to vote or by representatives sent by each household. Depending on the opinions of the residents, two or three representatives from each resident group can also be elected. The term of office of a residents committee is five years, and its members may be re-elected.
All residents of their residential areas who have reached the age of 18 have the right to vote and stand for election, regardless of ethnic origin, race, sex, occupation, family background, religious belief, education, property status or length of residence. Except, however, for persons deprived of political rights in accordance with the law.
Article 9 The residents' council shall be composed of residents over the age of 18.
The residents' meeting may be attended by all residents over the age of 18 or by representatives from each household, or by two or three representatives elected by each residents group.
A residents' meeting may be held only if more than half of all the residents or representatives of households over the age of 18 or of the representatives elected by the residents' groups are present. The decisions of the meeting shall be adopted by a majority of the participants.
Article 10 The residents committee shall be responsible and report on its work to the residents' meeting.
The residents' meeting shall be convened and presided over by the residents committee. When more than one fifth of the residents over the age of 18, more than one fifth of the households or more than one third of the residents' groups propose that a residents' meeting be convened. Important issues affecting the interests of all residents shall be submitted to the residents' meeting for discussion and decision by the residents committee.
The residents' meeting has the right to replace and by-elect members of the residents committee.
Article 11 The residents committee shall adopt the principle of the minority being subordinate to the majority in deciding questions.
In carrying out its work, the residents committee shall adopt a democratic method and shall not be forced to give orders.
Article 12 Members of a residents committee shall abide by the Constitution, laws, regulations and state policies, act fairly and serve the residents with enthusiasm.
Article 13 A residents committee shall, when necessary, establish committees for people's mediation, public security and public health. A member of a residents committee may concurrently be a member of a subordinate committee. A residents committee with a small number of residents may have no subordinate committees, and its members shall be responsible for the relevant work.
Article 14 A residents committee may set up a number of residents' groups, the heads of which shall be elected by the residents' groups.
Article 15 A residents' convention shall be discussed and formulated by the residents' conference and submitted to the people's government of a city not divided into districts or a municipal district or its dispatched organs for the record, and the residents' committee shall supervise its implementation. The residents shall abide by the resolutions of the residents' council and the residents' conventions.
The contents of the residents' convention shall not contravene the Constitution, laws, regulations and state policies.
Article 16 A residents committee may, after discussion and decision by the residents' meeting, raise the expenses required for conducting public welfare undertakings in its residential area from the residents on a voluntary basis or from the beneficiary units of its residential area, but only with the consent of the beneficiary units; The accounts of income and expenditure shall be published in a timely manner and subject to supervision by residents.
Article 17 The funds and sources for the work of a residents committee and the scope, standard and sources of living allowances for its members shall be prescribed and allocated by the people's governments of cities not divided into districts or municipal districts or by the people's governments at higher levels. With the consent of the residents' meeting, appropriate subsidies may be provided from the economic income of the residents committee.
The office occupancy of a residents committee shall be settled by the local people's government as a whole.
Article 18 Persons who have been deprived of political rights in accordance with the law are incorporated into residents groups, and the residents committee shall supervise and educate them.
Article 19 State organs, public organizations, armed forces, enterprises and institutions shall not participate in the local residents committee, but shall support the work of the local residents committee. When the local residents committee discusses issues relating to these units and requires their participation in the meetings, they shall send representatives to participate and abide by the relevant decisions of the residents committee and the residents' conventions.
The staff and workers of the units listed in the preceding paragraph and their families, servicemen and their families accompanying them shall participate in the residents' committees of the areas where they live; A family committee may be set up separately in the area where family members live, to undertake the work of the residents committee, and to work under the guidance of the people's government of a city not divided into districts or a municipal district or its dispatched department or its own unit. The working expenses of the family committee and the living allowances and office accommodation of the members of the family committee shall be settled by the units to which they belong.
Article 20 Where the relevant department of the people's government of a city or a municipal district needs the assistance of a residents committee or a committee under it in carrying out its work, it shall obtain the consent of the people's government of the city or municipal district or its dispatched organs and make unified arrangements. The relevant department of the people's government of a city or a municipal district may give operational guidance to the relevant sub-committees of the residents committee.
Article 21 This Law shall apply to the residents committees established in the places where the people's governments of townships, nationality townships and towns are located.
Article 22 The Standing committees of the people's congresses of provinces, autonomous regions and municipalities directly under the Central Government may formulate measures for implementation in accordance with this Law.
