On July 22, 1964, the 124th meeting of the Standing Committee of the Second National People's Congress approved the establishment of the State Oceanic Administration under The State Council. The State Oceanic Administration was initially managed by the Navy. [2]
On April 19, 1993, The State Council decided that the State Oceanic Administration would be administered by the State Science and Technology Commission. [3]
On March 10, 1998, according to the "Decision on Institutional Reform of The State Council" adopted by the first session of the Ninth National People's Congress, the State Oceanic Administration was set as the State Bureau under the Ministry of Land and Resources. [4]
In 2013, according to the Plan for Institutional Reform and Functional Transformation of The State Council, the teams and responsibilities of the former State Oceanic Administration and the China Marine Surveillance Bureau, the Border and Coast Police of the Public Security Bureau, the Fisheries Administration of the Ministry of Agriculture, and the maritime anti-smuggling police of the General Administration of Customs were integrated, and the State Oceanic Administration was re-established and managed by the Ministry of Land and Resources. According to the Notice of The General Office of the State Council on Printing and Distributing the Provisions on the Establishment and Staffing of the State Oceanic Administration's Main Responsibilities (State Council [2013] No. 52), the main responsibilities of the State Oceanic Administration are:
(1) To be responsible for the drafting of laws, regulations and regulations concerning the use of sea areas, Marine ecological and environmental protection, Marine scientific investigations and island protection in inland seas, territorial seas, contiguous zones, exclusive economic zones, continental shelves and other sea areas; We will work with relevant departments to formulate and supervise the implementation of Marine development strategies and plans for Marine development, Marine functional zones, Marine ecological environment protection, Marine economic development, island protection and development and utilization of uninhabited islands, and promote the improvement of overall planning and comprehensive coordination mechanisms for Marine affairs.
(2) Responsible for organizing the formulation of systems and measures for maritime rights protection and law enforcement, and the formulation of law enforcement norms and procedures. We will carry out rights protection and law enforcement activities in sea areas under our jurisdiction. To protect maritime borders, prevent and crack down on illegal and criminal activities such as smuggling, smuggling and drug trafficking at sea, maintain national maritime security and public order, take charge of the security guards of important targets at sea, and deal with maritime emergencies. To be responsible for the inspection of fishery law enforcement outside the line of the no-fishing zone of the bottom trawl of motor fishing boats and the fishery resources of the fishery ground, and to organize the investigation and handling of fishery production disputes. To be responsible for law enforcement inspection of sea area use, island protection, development and utilization of uninhabited islands, Marine ecological environment protection, exploration and development of Marine mineral resources, laying of submarine cables and pipelines, Marine survey and survey, and foreign-related Marine scientific research activities. To guide and coordinate local maritime law enforcement. To participate in Marine emergency rescue, organize or participate in the investigation and handling of Marine fishery production safety accidents according to law, and investigate and handle Marine environmental pollution accidents according to prescribed limits of authority.
(3) To organize the formulation and supervision of the implementation of Marine functional zoning, to organize the formulation and supervision of the implementation of the management system for the use of sea areas, to organize the demarcation of coastlines and inter-provincial coastal sea areas, to organize the drafting of the management measures for the construction and use of artificial islands, facilities and structures in the exclusive economic zone and the continental shelf, and to supervise the implementation.
(4) To organize the formulation of the management system for the protection of islands and the development and utilization of uninhabited islands and supervise its implementation; to be responsible for the management of sea areas outside the land and coastal zones, uninhabited islands, and submarine topographical names according to regulations; to formulate the protection and management measures for islands with special uses such as territorial sea base points and supervise their implementation.
(5) To be responsible for organizing the protection of the Marine ecological environment. According to the unified requirements of the state, to organize the formulation of Marine ecological environmental protection standards and norms and the total amount of pollutants discharged into the sea control system and supervise their implementation; to formulate Marine environmental monitoring, monitoring and evaluation norms and organize their implementation; to release Marine environmental information; to undertake national claims for Marine ecological damage; to organize related work in the Marine field to address climate change.
(6) To be responsible for drafting and supervising the implementation of Marine observation and prediction and Marine disaster warning systems, organizing the preparation and implementation of Marine observation network planning, issuing Marine forecasts, Marine disaster warnings and bulletins, building Marine environmental safety guarantee systems, and participating in the emergency response to major Marine disasters.
(7) To be responsible for organizing the formulation and implementation of Marine science and technology development plans, drafting Marine technology standards, measurements and norms, organizing the implementation of Marine surveys, and establishing mechanisms for promoting Marine science and technology innovation.
(8) To organize the comprehensive monitoring, statistical accounting, evaluation and information release of Marine economic operations, and to study and put forward policy suggestions for optimizing Marine industrial structure.
(9) To carry out international exchanges and cooperation in the maritime field, participate in negotiations and consultations on foreign-related maritime affairs, organize the implementation of international maritime conventions, treaties and agreements such as the United Nations Convention on the Law of the Sea and the Antarctic Treaty, and undertake affairs related to the polar regions, the high seas and the international seabed.
(10) To undertake the specific work of the National Oceanographic Commission. To undertake other matters assigned by The State Council, the National Oceanic Commission and the Ministry of Land and Resources. [5]

(1) Office.

To undertake the legality review of normative documents, administrative law enforcement supervision, administrative reconsideration and administrative response work.
(4) Coast Guard Division (Coast Guard Headquarters, China Coast Guard Command Center).
To organize the drafting of systems and measures for maritime rights protection and law enforcement, formulate law enforcement norms and procedures, undertake the unified command and dispatch of the Coast guard team to carry out maritime rights protection and law enforcement activities, organize the preparation and implementation of the Coast guard business construction plans and plans, and organize the training of the coast guard team.
(5) Department of Ecological and Environmental Protection.
To master and analyze the situation and existing problems of Marine ecological environmental protection, and put forward suggestions for improving the system and mechanism and improving the work, and handle the administrative license for Marine environmental protection in strict accordance with the conditions and procedures stipulated by laws and regulations and assume the corresponding responsibilities. To supervise the discharge of land-based pollutants into the sea in accordance with the law, organize the drafting of management systems and technical norms for Marine nature reserves and special protected areas and supervise their implementation, improve the compensation system for Marine ecology, organize the protection of Marine biodiversity, and organize the implementation of major Marine ecological restoration projects.
(6) Department of Integrated Sea Area Management.
To master and analyze the use of sea areas and existing problems, and put forward suggestions for improving the system and mechanism and improving the work, handle the administrative license for the use of sea areas in strict accordance with the conditions and procedures stipulated by laws and regulations, and assume corresponding responsibilities. (7) Division for Forecasting and Disaster Reduction.
To organize the drafting of management measures for Marine observation, forecast and evaluation and supervise their implementation, and build a Marine environmental safety guarantee system. China has promoted the establishment of a system and mechanism for Marine disaster prevention and reduction, organized the preparation of emergency plans for Marine disasters, guided and coordinated local Marine disaster prevention and reduction work, and participated in the emergency response to major Marine disasters.
(8) Department of Science and Technology.
To organize the drafting of Marine science and technology development plans, technical standards, measurement, norms and supervision of their implementation; to organize basic Marine surveys, comprehensive surveys and special surveys, as well as Marine science and technology research and application; to promote the utilization of seawater and the development and utilization of Marine renewable energy; to undertake work related to digital ocean construction and satellite applications in the Marine field.
(9) Department of International Cooperation (Hong Kong, Macao and Taiwan Office).
To organize and carry out international exchanges and cooperation in the Marine field, as well as exchanges and cooperation with Hong Kong, Macao and Taiwan. In strict accordance with the conditions and procedures prescribed by laws and regulations to handle the administrative license for Marine foreign-related scientific research and bear the corresponding responsibilities. To participate in negotiations and consultations on foreign-related maritime affairs, and organize the implementation of relevant international maritime conventions, treaties and agreements.
(10) Personnel Department (Coast Guard Political Department).
To undertake the personnel management, organizational establishment, education and training of the organs and directly affiliated units, and formulate plans and policies for the construction of Marine talents. (11) Financial Armament Department (Logistics Armament Department of the Coast Guard).
To undertake the administration of budgets and final accounts, finance and state-owned assets of the government agencies and directly affiliated units. To draft and organize the implementation of plans and plans for the construction of capital construction, equipment and logistics of the coast guard team, formulate standards and management systems for funds, materials and equipment, and organize the implementation of equipment and materials procurement.
