The National Nuclear Safety Administration, established in October 1984, was originally a State bureau under the administration of the State Science and Technology Commission.
According to Guofa [2018] 6 and Guofa [2018] 7 documents, the Ministry of Ecology and Environment retains the brand of the National Nuclear Safety Administration [1] .

The development of the nuclear and radiation safety regulatory system is divided into three stages: the establishment of the Nuclear Safety Administration, the maturity of the Nuclear Safety Administration, and the integration of the Nuclear Safety Administration into the Ministry of Environmental Protection (formerly the State Environmental Protection Administration).
Phase I: Creation of the National Nuclear Safety Administration (1984-1989)
In October 1984, the National Nuclear Safety Administration was established to conduct independent and objective nuclear safety supervision of civil nuclear facilities. The Nuclear Safety Administration is managed by the State Science and Technology Commission, and the deputy director of the State Science and Technology Commission is the director of the National Nuclear Safety Administration. With independent personnel, foreign affairs, financial rights and administrative management, infrastructure logistics functions.
Phase II: Development of the National Nuclear Safety Administration (1990-1998)
The National Nuclear Safety Administration continues to be managed by the former State Science and Technology Commission, and the deputy director of the State Science and Technology Commission is the director of the National Nuclear Safety Administration. Retain independent personnel, foreign affairs, financial rights and administrative management, infrastructure logistics functions.
Phase III: National Nuclear Safety Administration merged into SEPA (1998-2008)
In 1998, the National Nuclear Safety Administration was merged into the State Environmental Protection Administration (SEPA), and the Nuclear Safety and Radiation Environment Management Department (NNSA) was set up to oversee nuclear safety, radiation safety and radiation environment management throughout the country.
After 2003, the State Environmental Protection Administration retained the brand of the National Nuclear Safety Administration.

To be responsible for the supervision and administration of the safety of transportation of radioactive materials.
To be responsible for the supervision and management of electromagnetic radiation devices and electromagnetic radiation environment of power transmission and transformation facilities, lines, signal stations, etc.
Responsible for ministry nuclear and radiation emergency response and investigation. To participate in the prevention and disposal of nuclear and radiological terrorist incidents.
Responsible for the qualification management of reactor operators and nuclear equipment special technical personnel.
To organize the monitoring of radiation environment and the supervisory monitoring of nuclear facilities and key radiation sources.
Responsible for the domestic implementation of international conventions related to nuclear and radiation safety.
