The State General Administration of Sport was formed by the reorganization of the State Sports Commission. In order to standardize the establishment of the administrative organs of The State Council, strengthen the establishment management, and improve administrative efficiency, on March 24, 1998, the first plenary meeting of The State Council discussed and adopted the "Plan for the establishment of the organs of The State Council and the adjustment of the Consultation and coordination organs of The State Council", which determined the name of the sports administrative department of The State Council as "State General Administration of Sports", which was reorganized by the State Sports Commission. It is included in the third sequence of the administrative organs of The State Council - the organs directly under The State Council (the original State Sports Commission belongs to the second sequence of the administrative organs of The State Council). On April 6, 1998, the State General Administration of Sport forwarded the Notice of The General Office of the State Council on the launch of the seal of the State General Administration of Sport, and announced that the new seal would be activated from the date of issuance. On the morning of the same day, the State General Administration of Sports held a listing ceremony. Since then, the State General Administration of Sports has officially entered the historical stage

As a result, the sports administrative organs of local governments have also adjusted some functions, and provincial governments have generally abolished provincial and municipal sports committees and replaced them with sports bureaus.
State General Administration of Sport
To formulate sports development plans and policies, draft relevant laws and regulations and supervise their implementation.
3. Make overall plans for the development of mass sports, be responsible for the implementation of the national fitness program, supervise the implementation of the national physical exercise standards, promote the construction of the national physical fitness monitoring and social sports guidance team system, guide the construction of public sports facilities, and be responsible for the supervision and management of public sports facilities.
4. To make overall plans for the development of competitive sports, set up sports events, guide and coordinate sports training and sports competitions, guide the construction of sports teams, and coordinate social security work for athletes.
5. Make overall plans for youth sports development, guide and promote youth sports work.
6. Formulate sports industry development plans and policies, standardize sports service management, promote sports standardization construction, and take charge of sports lottery issuance management.
7. To guide and manage sports foreign affairs related work, and to organize and carry out sports exchanges and cooperation with Hong Kong, Macao and Taiwan.
8. Organize and carry out major scientific and technological research, technological research and promotion of achievements in the field of sports.
To be responsible for organizing, coordinating and supervising anti-doping work in sports.
To undertake other matters assigned by The State Council.
