The history of the modern Harliu County government dates back to 1917, and the history of Harliu County dates back to the first century AD. In the first century AD, political and administrative divisions began to emerge in Estonia, and the county was called Harjumaa (Estonian: Harjumaa). At that time, there were two main subdivisions in Estonia: dioceses (Estonian: kihelkond) and counties (Estonian: maakond). At that time, a parish would contain several villages, and almost all parishes had at least one fort. All regional defense is controlled by the highest local official, the parish elder. The parishes form a county, which is ruled by a parish elder. Harliu County is divided into six cities and eighteen towns. In 2011, the Department of Internal Affairs and the Governor of Harliu County discussed the political division of New Harliu County. They also decided to redraw the existing counties, change their boundaries, and merge and divide them.
