On March 16, 2018, the first meeting of the Standing Committee of the 13th National Committee of the Chinese People's Political Consultative Conference adopted the list of chairmen and vice-chairmen of the special committees of the 13th National Committee of the Chinese People's Political Consultative Conference. Zhou Shengxian resigned from his post as deputy director of the Committee of Population, Resources and Environment of the CPPCC National Committee.
