Over the past six years since its establishment on December 15, 2015, the Beijing Winter Olympic Organizing Committee has fully implemented the concept of "green, sharing, open and clean", jointly formulated and released the Sustainability Plan for the Beijing 2022 Winter Olympic and Paralympic Games together with the Beijing Municipal Government, Hebei Provincial government and other relevant parties. The vision of "Sustainable to the future" and the goal of "creating a new model of sustainable development for the Olympics and the region" were identified. The work framework is constructed from three aspects: positive environmental impact, regional new development and better life, including 12 actions, 37 tasks and 119 concrete measures.
The Beijing Winter Olympics Organizing Committee strives to implement the concept of sustainability and the requirements of green Olympic Games in the whole process of preparations, and closely integrates the preparations with the development of the city and the region, promoting the improvement of the regional ecological environment, economic development and social progress, and forming a number of sustainable results, which are summarized as "Sustainable · Into the Future - Beijing Winter Olympics Sustainable Development Report (Pre-Competition)".

The Report on the Sustainable Development of the Beijing Winter Olympic Games (Pre-Competition) puts forward a number of sustainable results formed in the preparation work of the Beijing Winter Olympic Games Organizing Committee, in five aspects.
The first is to establish a sustainable management system, which is concentrated in the first chapter of the Report. The preparation of the Winter Olympic Games is a complex systematic project, which needs standardized and systematic management. For the first time in Olympic history, the Beijing Winter Olympic Organizing Committee has integrated the three international standards of "sustainability management system for large-scale events, environmental management system and Social Responsibility Guide" into one, and established the sustainability management system of the Beijing Winter Olympic Organizing Committee. Using this system, the Beijing Winter Olympic Organizing Committee has effectively managed the sustainable work of the main venues and more than 50 business areas.
The second is to build an ecological competition area, and the relevant highlights are concentrated in the first section of the second chapter of the Report. In view of the situation that snow events are mainly distributed in mountainous areas, relevant measures have been taken to reduce the environmental impact from the design source. Before the planning and design, the plant background base survey and environmental impact assessment were carried out. Protection measures are determined from the aspects of avoidance, mitigation, reconstruction and compensation. In situ, near ground and ex situ measures were adopted to protect the plants in the competition area. The impact on the animals in the competition area was reduced by setting up animal passageways, arranging artificial nests, standardizing-construction and other measures, and ecological restoration was carried out simultaneously. Collect, store and reuse rainwater and snowmelt water in multiple ways to make efficient use of water resources. Through various measures, the green mountains and green waters of the competition area have been protected, and the goal of "mountain forest venues and ecological Winter Olympics" has been achieved.
The third is to strictly implement low-carbon management, and the relevant highlights are presented in the second section of Chapter II of the Report. Make full use of the Beijing 2008 Olympic venues to host competitions and reduce carbon emissions from the source. At the same time, the construction of low-carbon venues, all venues meet the green building standards, four ice venues in the history of the Winter Olympics for the first time to use carbon dioxide refrigerant, built more than 50,000 square meters of ultra-low energy demonstration projects, a variety of measures to reduce venue carbon emissions; Fully use low-carbon energy, rely on cross-regional green electricity trading mechanism, all venues during the game of conventional energy 100% use green electricity; To build a low-carbon transportation system, energy-saving and clean energy vehicles accounted for more than 80% of the vehicles in the race. On the basis of the comprehensive implementation of emission reduction measures, actively expand carbon compensation channels, Beijing and Zhangjiakou governments will donate forestry carbon sinks to the Beijing Winter Olympics, China Petroleum, State Grid, Three Gorges Group also sponsored carbon neutral products for the Beijing Winter Olympics, through various measures, the Beijing Winter Olympics will achieve carbon neutral!
The fourth is to promote urban and regional development, most of the relevant highlights are presented in Chapter 3 of the Report, and some of the contents are mentioned in Chapter 2 of the Report. The six years of preparation for the Beijing Winter Olympic Games is also the period of rapid development of Beijing and Zhangjiakou, and the preparation for the Winter Olympic Games has played a positive role in promoting the development of the two places. The Beijing-Zhangjia-Guangzhou high-speed Railway and Beijing-Li Expressway have been speeded up, the road network system has been improved, and transportation facilities have been interconnected. The two places worked together to control sand, water and gas, and the regional environment improved significantly, realizing joint prevention and control of regional environment. The layout of basic public facilities was accelerated, the level of regional public services was improved, and public services were jointly built and shared. A number of influential enterprises have settled in Yanqing and Zhangjiakou, and the snow and green energy industry has accelerated development, achieving complementary and mutually reinforcing industrial development. It has formed three typical examples of "New landmark of urban rejuvenation - Shougang", "the most beautiful Winter Olympics City - Yanqing" and "Zhangjiakou, Asia's ice and snow tourism destination" to promote high-quality urban development.
The fifth is to benefit the improvement of people's livelihood in many aspects, and the relevant highlights are concentrated in the fourth chapter of the Report. Improving the quality of life of the people is an important part of sustainable development, and it is also the due intention of the preparation of the Winter Olympics. Over the past six years and more, thanks to the development opportunities brought by the Winter Olympics, the construction of infrastructure and service facilities in Beijing and Zhang has advanced rapidly, the level of public services has been comprehensively improved, the development of ice and snow and related industries has brought more jobs to the people, made people's lives more convenient, more abundant development opportunities, and the people's sense of happiness and gain has been increasing. Over the past six years and more, ice and snow sports have been popularized and developed, driving national fitness and shaping a healthy lifestyle. The barrier-free environment has been improved, the building of an inclusive society has been accelerated, and disabled people have been better integrated into social life. Voluntary service has become a common trend and promoted the civilization of the whole society.
