" The Epidemic Prevention Manual is more like a "manual for participating in the games." The manual tells everyone who comes to the Winter Olympic and Paralympic Games how they should come, what the situation is like after they arrive, what materials need to be prepared, and what codes of conduct should be observed during the games.   • Vaccination 'should be done at all times'
The "epidemic prevention manual" points out that the vaccination of athletes participating in the Beijing Winter Olympics and Winter Paralympics "should be complete", that is, to encourage and promote the vaccination of all athletes. Vaccinated athletes, a small number of athletes with medical exemptions and accompanying team officials may enter the closed loop directly upon entry. Other personnel implement the "two choices one" policy, that is, those who complete the full vaccination 14 days before entering China will enter the closed-loop management directly after entering China; Those who have not been vaccinated or have not completed the whole vaccination process shall be quarantined for 21 days after entry. According to the epidemic prevention Manual, closed-loop management policies will be implemented during the Beijing Winter Olympic and Paralympic Games, covering all venues related to the Winter Olympics such as arrival and departure, transportation, accommodation, catering, competition, opening and closing ceremonies. The so-called closed loop is actually the space designed by us according to the movement track of the inbound personnel during the competition, which may be a certain part of the venue or the whole venue. These venues are connected by means of transportation to form an area, which we call a closed loop, which is separate from the social level. In the closed loop, all personnel will only be able to move in the specific space of the Winter Olympic site and participate in activities related to their training, competition and work. At the same time, the necessary work needs of all stakeholders in the closed loop will be met, such as the participation of athletes in training competitions, and the coverage of media reporters on the events will not be affected. Closed-loop management: This is a special management method that ensures the safety of the personnel involved in the Olympic Games and the Chinese public while ensuring the completion of necessary daily work by reducing unnecessary contact. If you have completed the full vaccination according to the Epidemic Prevention Manual, you do not need to undergo 21 days of centralized isolation after entering China, and you can directly enter the closed-loop system.
Vaccination: Vaccines have been shown to reduce the risk of infection and transmission of COVID-19 and are a key means of conducting activities safely. In order to be exempt from centralized isolation and enter closed-loop management, all personnel must be fully vaccinated against COVID-19 at least 14 days before coming to China. All persons who have not completed the full vaccination according to the Epidemic Prevention Manual are required to undergo 21 days of centralized isolation upon arrival in Beijing. Application for exemption from vaccination for medical reasons by athletes and accompanying team officials shall be determined after case study.
Testing, tracing and isolation: Strict epidemic prevention measures will be taken to identify infected persons as early as possible through testing, identify possible infected persons through screening close contacts, and prevent the spread of the epidemic through isolation measures.
Reduce exposure: COVID-19 is spread mainly by droplets during coughing, sneezing, talking, Shouting or singing. Therefore, we should be vaccinated, minimize contact, wear masks, and avoid confined Spaces, crowds, and close contact.
Hygiene awareness: Maintaining good hygiene awareness is essential for everyone - washing hands frequently, disinfecting regularly, avoiding touching the face, and wearing a mask at all times.
COVID-19 liaison officers: All organizations participating in the Beijing Olympic and Paralympic Winter Games will soon appoint COVID-19 liaison officers upon request. The role of the COVID-19 liaison Officer is to provide assistance to those involved in the Olympics, ensuring that they understand the contents of the Handbook and the importance of compliance.

On December 16, 2021, the training outline of the Epidemic Prevention Manual was sent to all venues. The training outline summarizes the main framework and priorities of the Epidemic Prevention Manual, emphasizing the knowledge content that needs to be memorized and applied skillfully.
On December 18, 2021, the Beijing Winter Olympic Organizing Committee developed the "Epidemic Prevention Manual" training courseware, in which the person in charge of the epidemic prevention Office explained epidemic prevention policies and rules, epidemic prevention mechanisms and cases, etc., and uploaded it to the information and knowledge management platform of the Organizing Committee (online learning platform) for online learning or download and use by venues. On the morning of December 23, 2021, The State Council held a press conference to introduce the relevant contents of the second edition of the Beijing 2022 Olympic and Paralympic Winter Games Epidemic Prevention Manual. Han Zirong, deputy chairman and secretary-general of the Beijing Winter Olympics Organizing Committee, said that all Olympic-related personnel need to complete the vaccination at least 14 days before coming to China, so that they can avoid centralized isolation and enter the closed-loop management. In the closed loop, Olymp-related personnel in China and domestic staff directly serving foreign parties need to undergo daily health monitoring and nucleic acids testing, and are only allowed to travel to and from designated places in special vehicles for the Winter Olympics, and are not allowed to contact with people outside the closed loop, let alone with social contacts.
All organizations coming to China for the Beijing Winter Olympics and Paralympics are required to have COVID-19 liaison officers. The role of the liaison officer is to maintain close contact with SCO members, ensure that members of relevant organizations understand the contents of the epidemic prevention manual, assist them in completing preparations before coming to China, and carry out communication and coordination on emergency response to the epidemic.
During the Winter Olympic Games and Winter Paralympic Games, the personnel in the closed loop shall undergo nucleic acid testing every day. If the test and retest results are positive, they shall receive isolation or treatment, and in accordance with the flow regulation standards and close contact criteria stipulated in the manual, understand the movement path of infected persons, lock close contacts as soon as possible, and take decisive measures to block the chain of transmission.
Olympic personnel should minimize social activities, wear masks at all times, and try to avoid confined Spaces, crowds and close contact.
During their stay in China, participants should wear N95/KN95/FFP2 masks without breathing valves or medical protective masks of the same standard. Wash hands frequently, disinfect frequently, and use hands-free disinfectants whenever possible. It is recommended to applaud and cheer for athletes, and it is not recommended to take off masks and sing and shout. It is recommended to avoid using shared items as much as possible or to disinfect them before use. Ventilate the room regularly to keep air circulating in the room. [6]
On December 29, 2021, the Beijing Winter Olympic Organizing Committee held a special guidance report on the interpretation of the second edition of the "Epidemic Prevention Manual" for more than 260 director level personnel of each venue. The instructors and trainees learned and interacted together, studied how to deal with "positive" cases, how to deal with "broken" events, how to deal with clusters of outbreaks and other specific cases, and completed a desktop deduction of epidemic prevention and control work during the competition.
