The Beijing 2022 Olympic and Paralympic Winter Games will be the first Olympic Games since the enactment of Olympic Agenda 2020 to comprehensively plan and manage the Olympic legacy from the start. Under the guidance of the International Olympic Committee (IOC) and the International Paralympic Committee (IPC), the Beijing Organizing Committee of the Winter Olympic Games has always adhered to the concept of "green, shared, open and clean", actively implemented the reform roadmap of Olympic Agenda 2020 and Olympic Agenda 2020+5, actively united the forces of all parties, overcome various difficulties and challenges such as the COVID-19 pandemic, and made solid and orderly progress in preparations. We will fully honor all our commitments, not only focus on the event itself, but also strive to build a fair competition and create an excellent stage for athletes from all over the world. We will pay more attention to heritage and sustainable work, and strive to create a rich legacy in seven areas, including sports, economy, society, culture, environment, urban and regional development, through the formulation and implementation of the Strategic Plan for the Legacy of the Beijing 2022 Winter Olympic and Paralympic Games, so as to better play the leading role of the Olympic Games, promote coordinated development between cities and regions, and promote social civilization and progress. The Beijing 2022 Olympic and Paralympic Winter Games Legacy Case Report (2022) introduces the rich legacy created by the Beijing 2022 Olympic and Paralympic Winter Games in the form of concrete cases from seven major fields: sports, economy, society, culture, environment, urban and regional development.
First, encourage 300 million people to participate in ice and snow sports and accelerate the construction of a healthy China
The successful bid for the 2015 Beijing Winter Olympics ignited the enthusiasm of the Chinese people to participate in ice and snow sports, and greatly promoted the popularization and promotion of ice and snow sports in China. According to the statistical report of the National Bureau of Statistics, from the successful bid for the Winter Olympic Games to October 2021, the number of Chinese residents have participated in ice and snow sports is 346 million, and the participation rate of ice and snow sports is 24.56%. "Driving 300 million people to participate in ice and snow sports" has changed from a vision to a reality, profoundly changing the pattern of winter sports in the world. Driven by the preparations for the Winter Olympics, a series of plans and policies have been formulated to promote the development of ice and snow sports, creating a good environment for the popularization and development of ice and snow sports. Speed up the construction of ice and snow facilities, as of the beginning of 2021, there are 654 standard ice rink nationwide, an increase of 317% over 2015; The country has 803 indoor and outdoor ski resorts, an increase of 41 percent over 2015, creating conditions for the masses to participate in ice and snow sports. Organize and carry out a variety of mass ice and snow activities, create more than 20 brand activities, the "National mass ice and snow Season" has been held for 7 consecutive years, and more than 1,000 events are held every year, and the number of people directly involved and indirectly affected by nearly 100 million people. In-depth implementation of the campus ice and snow plan, multiple measures to promote the popularization of ice and snow sports among 250 million primary and secondary school students across the country, by the end of 2020, 2,062 schools with ice and snow characteristics will be selected across the country. China has actively hosted and held high-level ice and snow events, with 75 domestic ice and snow events in the 2018-2019 season, and high-level ice and snow events such as the World Cup, World Championships, points races and Grand Prix of various international Winter Individual sports associations have been settled in China. To promote the development of competitive ice and snow sports in China by preparing for the Winter Olympics, 35 national teams will be formed to cover all 109 minor sports in the Beijing Winter Olympics. With the rapid popularization of ice and snow sports and the acceleration of the construction of ice and snow venue facilities, the rapid development of ice and snow industry, ice and snow equipment manufacturing, ice and snow fitness and leisure, ice and snow tourism, ice and snow exhibition, ice and snow culture continue to grow, and a relatively complete industrial system of ice and snow in China has initially been formed. By the end of 2019, the scale of China's ice and snow industry was about 423.5 billion yuan, an increase of 56.85% over 270 billion yuan in 2015. China has formulated and implemented the "Science and Technology Winter Olympics (2022) Action Plan", and by November 2021, 80 key projects of the "Science and Technology Winter Olympics" have been launched, and 112 new technological achievements of 37 projects have been applied and demonstrated in various scenarios of the Beijing Winter Olympics. By the end of 2020, the proportion of people in Beijing who regularly participate in physical exercise has increased from 43.7 percent in 2001 to 50.18 percent; In Hebei Province, the number of people who regularly participate in physical exercise accounts for 43.41% of the total resident population of the province.
4. Disseminate Olympic culture and promote multicultural exchanges and mutual learning

Fifth, we will practice the concept of green hosting the Olympic Games and help build a beautiful China
We will give priority to ecology, conserve resources and be environmentally friendly, incorporate the requirements of sustainability into the whole process of preparing for and hosting the Winter Olympics, strictly implement low-carbon management, strive to achieve the goal of carbon neutrality for the Beijing Winter Olympics, strengthen ecological and environmental protection in the competition areas, promote significant improvement in the regional ecological environment, and realize the positive impact of the Winter Olympics on the environment.
In the planning and construction of the Winter Olympic venues, the existing venues and facilities should be maximized (5 of the 12 venues are existing venues), the new venues should be reduced as much as possible, and all venues should be built into green venues. In the construction of the competition area, animals, plants, topsoil and water resources will be comprehensively protected, and ecological restoration will be implemented in all areas affected by construction. In the preparation process, strict low-carbon management, promote low-carbon venues, low-carbon energy, low-carbon transportation innovation demonstration, 4 ice venues use carbon dioxide refrigerant, the venue's conventional power demand to achieve 100% green electricity supply, energy-saving and clean energy vehicles accounted for more than 85%. On the basis of comprehensive carbon emission reduction, we will implement carbon compensation through multiple channels, promote carbon sequestration in forestry and certification of emission reduction sponsored by enterprises, promote the carbon GSP system in the whole society, advocate a green and low-carbon lifestyle, and strive to achieve the goal of carbon neutrality for the Beijing Winter Olympics. We vigorously promoted coordinated ecological and environmental governance in the Beijing-Tianjin-Hebei region, and carried out a battle to control air, sand, and water, achieving positive results. The average concentration of fine particulate matter (PM2.5) in the air in Beijing and Zhangjiakou dropped from 80.6 micrograms per cubic meter and 34 micrograms per cubic meter to 33 micrograms and 23 micrograms per cubic meter, respectively. Afforestation projects were implemented, and the forest coverage rate in Beijing and Zhangjiakou increased from 41.6% and 37% to 44.4% and 50%, respectively. Water environmental quality in the Beijing-Tianjin-Hebei region has continued to improve, with the sewage treatment rate in Beijing rising from 87.9 percent to 95 percent, and the proportion of surface water with good water quality in Zhangjiakou rising from 70 percent to 100 percent. Beijing is the first "Double Olympic city" in the world to host both the Summer and Winter Olympics. The 2008 Beijing Olympic Games left a large number of valuable Olympic legacies, which strongly supported the rapid development of the capital city in the post-Olympic period. The 2022 Beijing Winter Olympic Games will give full play to its driving effect, greatly promoting the popularization of ice and snow sports and national fitness, continuously improving infrastructure, public services and the ecological environment, accelerating urban transformation and upgrading and high-quality development, and opening a new journey for the "City of the Twin Olympics". Yanqing District seized the opportunity of the Winter Olympics, promoted the joint development of the three "golden cards" of the Winter Olympics, the World Park and the Great Wall, planned in advance the multi-functional utilization of the venues and ancillary facilities after the games, promoted the development of industries such as snow and ice technology and new energy and the construction of beautiful countryside, and steadily advanced toward the goal of "the most beautiful Winter Olympics City". Zhangjiakou snow and ice sports have been rapidly popularized, the snow and ice industry focusing on equipment manufacturing has accelerated development, the snow and ice economy has promoted employment, the people's living standards have been significantly improved, and 939,000 poor people have been lifted out of poverty. Zhangjiakou strives to build a snow and ice tourism holiday destination in Asia and a "sports city". Beijing Sport University
Beijing Sport University was founded in 1953, formerly known as the Central Institute of Sport, renamed Beijing Institute of Sport in 1956, and Beijing Sport University in 1993.
