In August 2005, the Beijing Olympic Organizing Committee began the preparatory work of the torch design. Based on the analysis of previous Olympic torch design experience, BOCOG determined the design concept, design requirements and creation methods of the torch combined with the concept of the Beijing Olympic Games; On December 6 of the same year, the Beijing Olympic Organizing Committee issued an invitation to the world to solicit the torch design.

On February 28, 2006, the Beijing Olympic Torch design competition ended. All sectors of society actively participated in this activity, and BOCOG received 388 valid works; From March 1 to April 18 of the same year, the Beijing Organizing Committee for the Olympic Games set up a judging committee to evaluate the application plan for the Olympic torch. The 10 re-evaluated works submitted three-dimensional torch making models based on the graphic design scheme, and 3 works were selected and submitted to the BOCOG Executive Committee for consideration. The "Xiangyun" scheme designed by Lenovo (Beijing) Co., Ltd. Innovation design Center was favored by the judges and became one of the three schemes submitted to the BOCOG Executive Committee for discussion; In June of the same year, the Beijing Olympic Organizing Committee determined the shape design scheme of Xiangyun and the design scheme of the internal combustion system of the Aerospace Science and Industry Group. Laws and regulations
As the overseas part of the torch relay passed through a number of cities under the jurisdiction of the National Olympic Committees, in order to ensure the success of the torch relay in the city, BOCOG asked the national Olympic Committees and local governments to provide support and assistance to help the successful holding of the torch relay. According to the requirements of the International Olympic Committee and the practice of the Torch Relay in previous Olympic Games, BOCOG drafted and signed the "Agreement for Olympic Torch Relay Services" (" Service Agreement ") with the national (regional) Olympic Committees and local governments respectively. Basic content
As the basic content of the torch relay, the Olympic Committee agreement and the city agreement have agreed on the composition of the special task force, the torch relay, the logistics of the torch relay operation, and the torch relay market development and brand protection.

1. Task Force
In order to effectively carry out the preparation and operation work in each city, the service agreement first clearly stipulates that the national (regional) Olympic Committees, local governments, BOCOG and torch relay sponsors will form a special working group, which is specifically responsible for the torch relay in the local relay work.

2. Torch Relay
The torch relay for the 2008 Beijing Olympic Games mainly includes the selection of torchbearers, the selection of the torch relay route, the relay time, the relay starting ceremony, the halfway rest point, and the city celebration after the relay.

(1) The selection of torchbearers is the top priority of the torch relay, as stipulated in the service agreement, the selection plan, quantity and distribution ratio are formulated by the Beijing Organizing Committee of the Olympic Games and provided to each relay city, the selection work is carried out by the special task force in accordance with the principle of openness and transparency, and the final selection of torchbearers must be reviewed by the International Olympic Committee and the Beijing Organizing Committee of the Olympic Games.

(2) The selection of the relay route is the basis of the torch relay, and the operation guide in the annex to the service agreement has clear requirements for the selection of the route. Specifically, the relay route should display the local unique history and culture, natural scenery and ethnic customs, which is conducive to the people along the route watching the torch relay and conducive to the safe and smooth operation of the convoy. Logistics support

Use publicity
Unlike the market development plan of the Beijing 2008 Olympic Games, there are two levels of sponsors for the development of the Beijing Olympic Torch Relay: global partners and providers. In the service agreement, it is agreed that the appropriate rights and interests of these sponsors in overseas places, product use and brand protection and anti-hidden market content, in principle, in addition to global partners, any commercial institutions and individuals are not allowed to contact the torch relay for commercial promotion.

Special provision
Olympic agreement
First, as an important part of the Olympic Games, the Olympic torch relay in each overseas city is organized by the local national (regional) Olympic Committee to carry out specific work, therefore, the agreement clearly stipulates that the above-mentioned special working group responsible for the local torch relay work is appointed by the local national (regional) Olympic Committee president and organized by the Beijing Olympic Organizing Committee, The local government and the sponsors of the torch relay will work together. Second, Rule 4.10.1 of Rule 7-14 of the Olympic Charter states: "The use of the Olympic emblem of the NOC shall be valid only in the country in which the NOC is located. The above emblems and any other symbols, emblems or titles of NOCs relating to Olympism may not be used for any advertising, commercial or profit-making purposes in the country in which the NOCs of another country are located, except with the prior written consent of the NOCs of the other country."
