The armed forces are under the unified command of the supreme military organ of the Soviet Union. The Republic may, in accordance with its specific circumstances and without prejudice to the principles of the Constitution and law of the Soviet Union, formulate its Constitution and laws, and shall have the right to voluntarily join or freely withdraw from the Union, to enter into relations with foreign states, to conclude treaties with foreign states, to exchange diplomatic and consular representatives and to participate in the activities of international organizations. ^[1]
