The fifth Winter Olympics were originally scheduled to be held in Sapporo, Hokkaido, Japan, in 1940. However, due to Japanese imperialism's invasion of China in 1937, the Japanese government announced in 1938 that they could not host the Sapporo Winter Olympics, and St. Moritz, Switzerland, was a candidate city. However, at the 1936 Winter Olympics, the Swiss Olympic Committee and the International Olympic Committee had a dispute over the participation of ski coaches. Switzerland also announced that it would not host the Winter Olympics. In July 1939, Germany told the International Olympic Committee that it was willing to host the fifth Winter Olympics in Garmisch and Partenkirchen, the host cities of the previous Games. Four months later, World War II broke out and the next two Olympic Games were cancelled. In 1948, the first Winter Olympics since the end of World War II were held again in St. Moritz, Switzerland.

Preparations for the 1960 Squaw Valley Winter Olympics in the United States did not go smoothly. The mountain town, located 300 kilometers from San Francisco, California, at 1,900 meters above sea level, had no sports facilities or venues to compete in when it submitted its bid to the International Olympic Committee. The original host of the games was the American city of Denver, which won over competition from Vancouver, Canada; Granada, Spain; Lati, Finland; and Zion, Switzerland. But the people of Colorado, where Denver is located, and the citizens of Denver opposed the government issuing public debt to fund the Winter Olympic Games. Denver renounced its bid to host the Winter Olympics on November 15, 1972. Innsbruck, Austria, submitted an application to the International Olympic Committee, willing to take over. Opening ceremony
