On April 25, 1949, the Central Military Commission decided that the 18th and 19th Corps would be transferred to the First Field Army and march northwest. In early June, Zhou Enlai approached Luo Ruiqing and asked him to become the Minister of Public Security in the upcoming Central People's Government (which had been organized by the Military Commission before the establishment of the government).
On July 6, 1949, the Central Revolutionary Military Commission of the Communist Party of China decided to establish a Ministry of Public Security under the Military Commission to control the work of local public security organs, and appointed Luo Ruiqing as minister of Public security. The Ministry of Public Security was established to prepare for the establishment of the new Central People's Government. On July 8 and July 9, Zhou Enlai presided over two meetings of the Central Committee of the Communist Party of China to discuss the establishment and leadership of the two departments of intelligence and public security.
Before that, the Social Department of the CPC Central Committee led the work of the public security organs in the liberated areas. Faced with the new situation of national liberation, the Central Committee of the Communist Party of China and the Central Military Commission sent a telegram to the central bureaux and sub-bureaux of the liberated areas on August 9, 1949, stating: "In order to divide the division of labor and better build our security and intelligence work, it was decided to abolish the Social Department of the Central Committee and set up two separate departments of intelligence and public security (when the central government was established, they were the government's intelligence and public security departments)."
On October 19, 1949, the third meeting of the Central People's Government Committee decided to appoint Luo Ruiqing as the Minister of Public Security of the Central People's Government, and Yang Qiqing as the vice minister. After the order of the Central People's Government was issued, the Public Security Department of the Central Military Commission was abolished and renamed the Public Security Department of the Central People's Government.
On November 1, 1949, the Ministry of Public Security of the Central People's Government announced the official opening of office and the use of seal.
