The National Committee for the Examination and Approval of Scientific and Technical Terms (formerly known as the National Committee for the Examination and Approval of Natural Science Terms) was established with the approval of The State Council

The task of the National Nominating Committee is to formulate guidelines, policies, principles and plans for the standardization of scientific and technological terms in China; To be responsible for organizing the approval, announcement, coordination, promotion and application of terms in various disciplines of science and technology; To carry out the exchange, coordination and unification of scientific and technological terms across the Taiwan Straits and in Chinese-speaking areas; To organize and carry out the discipline construction of Chinese terminology and the academic exchange activities of terminology in China and abroad.
According to the official website of the National Committee for the Examination and Approval of Scientific and Technological Terms in October 2018, the office of the National Committee for the Examination and approval of scientific and technological terms is the National Center for the Examination and Approval of scientific and Technological terms, with 95 sub-committees for each noun examination and approval; 135 famous Chinese scholars, experts and professors in various disciplines have been appointed as national committee members. Thousands of scientists have participated in nomenclature validation.

In 1909, the Qing Dynasty government established the Scientific nominature Editing Museum, and in 1932, the Nanjing People's Government established the National Editing and Translation Museum to study, introduce and absorb Western science and technology, and standardize and unify the translated names and academic nominature. After the founding of the People's Republic of China, the Working Committee for the Unification of Academic terms was immediately established.

Since 1950, the unification of the terms of the natural sciences has been undertaken by the Compilation and Translation Bureau of the Chinese Academy of Sciences, which was under the leadership of the Chinese Academy of Sciences until the "Cultural Revolution". These efforts were interrupted during a decade of unrest.

In 1978, because of the important role of the unification of natural science terms and the chaotic phenomenon of scientific and technological terms in recent years, several staff members of the former natural science terms editing room of the Chinese Academy of Sciences jointly signed a letter to the then in charge of the Chinese Academy of Sciences

The Vice Premier wrote a letter calling for the restoration and establishment of a working committee for the unification of scientific terms. After the study, the State Science and Technology Commission and the Chinese Academy of Sciences decided to take the lead of the Chinese Academy of Sciences to re-establish the National Committee for the approval of natural science terms

In December 1978, The State Council approved the "Report on the Establishment of the National Committee for the Examination and Approval of Natural Science Terms" jointly reported by the State Science and Technology Commission and the Chinese Academy of Sciences. The report states that the Commission's mandate is to "define the course of its work; To draw up plans, implementation programs and steps for the unification of natural science terms throughout the country; To be responsible for the examination and approval of the unified names of terms and terms of the various disciplines of natural science, and promulgate them for implementation "; The committee is composed of "famous scientists, professors, engineers and scientific and technological workers who are enthusiastic about the standardization of scientific and technological terms hired by the State Science and Technology Commission and the Chinese Academy of Sciences."
From 1979 to 1984, under the leadership of Yan Jici, a series of preparatory work began to collect data and sort out dozens of draft terms approved by the former National Compilation and Translation Museum. Since then, in order to further implement the spirit of the "two disciplines" joint report, the Chinese Academy of Sciences has consulted with the State Science and Technology Commission several times to determine that five units, including the Chinese Academy of Sciences, the State Science and Technology Commission, the State Education Commission, the China Association for Science and Technology, and the National Bureau of Standards, jointly presumed the director and deputy director of the National Committee for the Examination and Approval of natural science terms. On August 6, 1984, the Chinese Academy of Sciences confirmed the relevant candidates at the president's office meeting, with Qian Sanqiang as the chairman of the committee and Ye Duzheng and the Chinese Academy of Sciences

Before the establishment of the National Committee for the Examination and Approval of Natural Science Terms, The State Council also approved the "Request for Instructions Report on the work of the National Committee for the Examination and Approval of Natural Science Terms" jointly reported by the "two departments", and revised and supplemented the original report on the basis of a series of meetings: Defines the scope of the Committee's mandate as "not limited to the basic disciplines of the Academy of Sciences in the past, but shall also include industry, agriculture, medicine, technical sciences and interdisciplinary disciplines, that is, responsible for the nominalization and unification of the various fields of the natural sciences in a broad sense"; It is believed that the terminology of each subject should be determined by the natural science societies; It is suggested that "The State Council authorizes the Committee to adopt the form of publication, and the teaching, scientific research and production departments shall comply with the use of natural science terms that have been examined and approved for publication".
On April 25, 1985, the founding meeting of the National Committee for the Examination and Approval of Natural Science Terms was held in Beijing. The meeting adopted two documents, the Organization Regulations of the National Committee for the Examination and Approval of Natural Science Terms and the Regulations on the examination and approval of National Natural Science Terms.
In 1987, The State Council clearly pointed out in the Reply on the issue of the publication of astronomical terms: "The National Committee for the Examination and approval of Natural Science Terms was established with the approval of The State Council. The terms of natural science approved by the committee shall be authoritative and binding, and shall be used by all scientific research, teaching, production, management, press and publication units throughout the country."
In January 1990, the second plenary session of the National Committee for the Examination and Approval of Natural Science Terms passed the "Principles and Methods for the examination and approval of Natural Science Terms". On June 23, the State Science and Technology Commission, the Chinese Academy of Sciences, the State Education Commission and the Press and Publication Administration jointly issued the Notice on the Use of scientific and Technological Terms Published by the National Committee for Examination and Approval of Natural Science Terms.

The question of the unification of scientific and technological terms between the two sides has been written into the common agreement. Seizing this opportunity, the National Committee for the Examination and Approval of Natural Science Terms held a symposium on Promoting the Exchange and unification of scientific and technological terms across the Taiwan Straits in Beijing on May 13, 1994, and put forward "Opinions on the unification of scientific and technological terms across the Taiwan Straits." Due to the historical conditions at that time, the National Nominating Committee established contact with Taiwan Li Guoding Science and Technology Development Foundation, reached a consensus on how to carry out noun comparison exchanges and other aspects, and determined the cooperation model. Subsequently, the Cross-Strait nominology work was carried out jointly by cross-strait experts in the name of the National Nominology Committee and the Li Guoding Foundation.
By the time of the first meeting of the Standing Committee in May 1995, the Committee had established 49 sub-committees for examination and approval.

In September 1995, the Commission for Public Sector Reform of the CPC Central Committee approved the establishment of the National Committee for the Examination and Approval of Natural Science Nominations-the National Committee for the Examination and Approval of Natural Science NominationAffairs Center. On December 6, the third National Committee was established.
In June and July 1996, the cross-Straits Symposium on the comparison of astronomical terms and the cross-Straits symposium on the comparison of nautical terms were held in Huangshan and Taipei respectively, marking the beginning of substantive progress in the cross-Straits work on the unification of scientific and technological terms. On September 10, the National Nominology Committee held a working conference on scientific and technological neologisms to discuss the trial work of scientific and technological neologisms with the sub-committees of various disciplines. On December 23, with the approval of the Commission for Public Sector Reform of the CPC Central Committee, the "National Committee for the Examination and Approval of Natural Science Terms" was renamed "National Committee for the Examination and Approval of Scientific and Technological Terms".
In 2002, the National Nomenclature Committee established a terminology database.
In 2003, the website of the Committee was officially launched.
In March 2005, the General Administration of Press and Publication explicitly included the standardized use of scientific and technological terms into the Provisions on Book Quality Management; On September 8, the fifth National Committee was established. By 2005, a total of 61 sub-committees for examination and approval had been established.
In 2006, in accordance with the strategic priorities and main tasks put forward in the outline of the Eleventh Five-Year Plan, the National Committee timely adjusted the original work plan, carried out the work in the fields of agriculture, forestry and education in advance, and carried out the preparation of the sub-committee for examination and approval in the fields of humanities and social sciences, so as to serve the goal of achieving the comprehensive, coordinated and sustainable development of China's economy and society.
In 2008, the approval of military scientific terms received the attention and support of the leadership of the Central Military Commission and the General headquarters, and President Liu Chengjun of the Academy of Military Sciences served as the deputy director of the National Nominating Committee, participated in the leadership of the National Nominating Committee, and presided over the approval of military scientific terms.
After the Fourth Plenary Session of the 18th Central Committee of the Communist Party of China, the National Nominating Committee drafted the Regulations on the Administration of Scientific and Technological Terms, extensively solicited the opinions and suggestions of experts and scholars on legislative work, carried out "research on the use of scientific and technological terms", and completed the special project of "Research on the Status of Legislation on Foreign Terms". The legislation and standardization of scientific and technological terms in more than 20 important countries were reviewed.
By the end of 2015, 95 sub-committees for examination and approval had been established.

On September 13, 2022, as the authoritative body that approves and announces scientific and technological terms on behalf of the state, the National Committee for the Examination and Approval of scientific and technological Terms held a seminar on the concept of meta-universe and core terms in Beijing online and offline, and the participating experts and scholars reached a consensus on the name and interpretation of three core concepts such as "meta-universe" after in-depth discussion.

(1) To formulate guidelines, policies, principles and medium - and long-term development plans for the work of national science and technology.
(2) Organize the approval and publication of terms in various fields of science and technology in China, and build a complete system of scientific and technological terms.
(3) Organize the publicity and popularization of scientific and technological terms, strengthen the information construction of scientific and technological terms, and establish a data sharing platform for scientific and technological terms.
(4) Organize the theoretical research of Chinese terminology, strengthen the discipline construction of Chinese terminology, and establish a theory of terminology with Chinese characteristics.
(5) To organize the exchange, comparison and unification of scientific and technological terms between the two sides of the Taiwan Straits and the Hong Kong and Macao regions, and to promote exchanges and cooperation and common development in the economic, social, scientific, educational and cultural fields between the two sides of the Taiwan Straits and the Hong Kong and Macao regions.
(6) Organize international terminology exchange activities, establish a broad international cooperation mechanism, promote the scientific and technological terminology system with international standards, and promote Chinese science and technology culture to the world.
(7) To perform the duties of public welfare undertakings and provide the whole society with consulting services on scientific and technological terms.
(8) To undertake other tasks assigned by The State Council and government departments.

By the time of the first meeting of the Standing Committee in May 1995, the Nominating Language Committee had organized the examination, approval, publication and publication of 29 academic terms, as well as the traditional characters of eight academic disciplines, including astronomy and atmosphere. In addition, attempts were made to revise and supplement the first published terms of five disciplines, including astronomy and atmosphere, and to add definitions or annotations. From 1985 to 1995, more than 1,700 experts participated in the nominalization work.
In the years after 1996, the National Nominology Committee successively released scientific and technological neologisms in astronomy, information technology, physics, geophysics and other disciplines, and officially announced the Chinese names of elements 101-109.
From 1995 to 2005, the National Science and Technology Nominology Committee has carried out noun exchange and comparison work in more than 20 disciplines such as astronomy, navigation, entomology, and information technology, and officially published noun comparison books in 5 disciplines such as atmosphere, insect, navigation, pharmacy, and Marine engineering, and noun comparison work in other disciplines has also been carried out.
By 2005, a total of 14 books had been published on the definitions of atmospheric science, coal science and technology, water conservancy science and technology, Marine engineering, soil science, astronomy and other disciplines; 66 scientific and technological terms were published.
From 2005 to 2015, the National Nominology Committee carried out a unified work of noun exchange and comparison in more than 30 disciplines including mathematics and physics, held dozens of noun comparison seminars, and published nearly 20 cross-Straits scientific and technological terms comparison books.
As of 2015, 122 scientific and technological terms had been approved and published by the National Nominating Committee, of which 70 had scientific definitions added.

According to the official website of the National Science and Technology Nominators Committee in October 2018, the National Nominators Committee has published more than 120 standard nominators such as astronomy, physics, biochemistry, electronics, agriculture, medicine, linguistics, education, etc., covering various fields such as basic science, engineering and technology science, agricultural science, medicine, humanities and social sciences, and military science. Cross-straits science and technology terms exchange comparative books of more than 20 disciplines and traditional Chinese versions of 8 disciplines have been published.

Research direction
Terminology is a comprehensive subject and a borderline subject between natural science and social science. It is closely related to linguistics, philology, taxonomy and logic, and mainly studies the origin and evolution of terms as well as the theories and methods of collection, arrangement and dissemination of terms.
The main research contents of terminology are as follows:
(1) The theory of terminology, including the characteristics and development of terminology, the forms of terminology in different subject areas, and the status of terminology in social science culture;
(2) Terminology methods, including the identification, collection and arrangement of terms, the establishment of terminology databases, terminology promotion, etc.;
(3) Applied terminology, including nomenclature, translation, terminology.

The CNCI has established a database of scientific and technological terms, provides readers with free access to published scientific and technological terms through the CNCI website, and regularly publishes CD-ROM software containing all published scientific and technological terms.

In 2006, CNCI became a member of the International Terminology Information Center and signed a cooperation agreement with it to jointly commit to the standardization of international terminology. In 2013, the National Nomenclature Committee became a permanent member of the International Terminology Information Center. In November 2002, the Chinese delegation of science and technology terminology visited European national terminology institutions such as Germany, Finland and Spain for exchanges. The National Nomenclature Committee has organized many Chinese terminology experts to participate in international academic exchange activities or academic conferences, such as international conferences organized by the International Organization for Standardization (ISO), the International Electrotechnical Organization (IEC), the International Terminology Organization (Infoterm), and the World Translation Congress organized by the International Association of Translators.
With the support of the International Terminology Information Centre, the National Nomenclature Committee and the International Terminology Network, based in Vienna, Austria, collaborated on a research project entitled "Web-based approaches to the development, distribution and reuse of terminology". The project was included in the 2007-2009 Sino-Austrian (Austria) intergovernmental cooperation project. After the completion of this project, a new project "Methods, tools and skills for Identifying and extracting new terms in Chinese corpus" was launched. The project was included in the 2007-2009 Sino-Austrian (Austria) intergovernmental cooperation project. In the course of the implementation of the project, the National Nomenclature Committee has repeatedly sent members to participate in the international terminology and terminology work training activities organized by the International Terminology Network.
After China's successful bid for the Olympic Games, the National Nominating Committee learned that TERMCAT, a Spanish terminology organization, had compiled the terms of Olympic sports, and immediately proposed to TERMCAT to cooperate in compiling the terms of Olympic Sports with Chinese names, in order to meet the urgent need of the 2008 Beijing Olympic Games. The "Olympic Sports Terms" co-compiled by the two units came out on the eve of the Olympic Games and was jointly released by the National Word-writing Committee and the State Language Commission.
The NCBC has maintained contact with many national terminology organizations and international organizations, such as the United Nations Translation Service, the International Organization for Standardization and Research and Development of Medical Terminology, the Ministry of Education of Malaysia and the Chinese Language Council, and has carried out a series of exchange and cooperation activities. For example, it helped the Malaysian Terminology Organization to review and standardize the use of Chinese science and technology terms in primary and secondary school textbooks.
The National Nomenclature Committee has strengthened its cooperation with the Russian terminology community, and has cooperated with the Russian Academy of Sciences to carry out a research project entitled "Terminology Maintenance in Sino-Russian Scientific and Technological Cooperation". The project was included in the 2009-2012 Sino-Russian intergovernmental science and Technology cooperation project.
In 2013, Kazakh experts visited the National Committee of Names. During the visit, China and Kazakhstan reached a cooperation agreement to jointly compile a dictionary of Chinese, Kazakh, English and Russian scientific and technological terms. The project is included in the scientific and technological cooperation project between the governments of China and Kazakhstan. In 2014, South Korean experts visited the Committee, and China and South Korea reached an agreement to cooperate in the construction of a trilingual database of scientific and technological terms.

From 2005 to 2015, the National Committee for Nominology publicized the standardization of scientific and technological terms and cross-Straits terms on CCTV, People's Daily, Guangming Daily, Science and Technology Daily, Science Times, Press and Publication, language and language newspapers, Sciencenet, and People's Daily. Jointly with the General Administration of Press and Publication, it held 15 "Training courses on Scientific and Technical Terms for the Application of Publication Standards", which trained more than 1,000 editors in the press and publication industry. The cooperation with "Baidu Encyclopedia" has been realized, and authorized by the National Word Committee, the first batch of nearly 100,000 scientific and technological terms with definitions have entered the Baidu Encyclopedia platform.
