The founding period of the Party and the First Revolutionary Civil War period
From July 23 to early August 1921, the first Party Congress was held in Shanghai. In view of the small number of party members at that time, and the local organizations were not yet sound, the Congress decided not to establish the Central Committee of the Party for the time being, and first formed a central bureau responsible for leading the work of the whole Party. The general Assembly elected Chen Duxiu, Li Da and Chang Kuo-tao to form the Central Bureau, of which Chang Kuo-tao was the director of the organization.
From July 16 to 23, 1922, the Second National Congress of the Party was held in Shanghai. The congress elected Chen Duxiu and other five members of the Central Executive Committee, Xiang Huayu and Li Da as alternate members; Among them, Zhang Guotao was a member of the Central Organization.
From June 12 to 20, 1923, the Third National Congress of the Party was held in Guangzhou. The Congress elected the third Central Executive Committee. After the three, the Central Bureau began to set up organizations, propaganda, women, secretaries and other departments.

From January 11 to 22, 1925, the Fourth National Congress of the Party was held in Shanghai. The Second Amended Constitution of the Communist Party of China, adopted by the Congress, stipulates that "the Central Executive Committee shall elect to each other a general secretary and a prime minister for national Party affairs"; "The new Central Committee must pay special attention to the establishment of a strong Central Organization Department" and "a strong propaganda department." The Congress elected the fourth Central Executive Committee. Among them, Chen Duxiu was General Secretary and director of the Organization Department of the Central Committee.
From April 27 to May 9, 1927, the Fifth National Congress of the Party was held in Wuhan. The main discussions of the Congress defined the tasks of the Party during the critical period and decided to expand the Central Committee of the Party and establish the central and provincial supervisory commissions of the Party. After the Five, the central organs were further adjusted and improved, among which the Central Organization Department was headed by Zhang Guotao. [1]
During the Second Revolutionary Civil War
From November 9 to 11, 1927, the Provisional Political Bureau of the Central Committee held an expanded meeting in Shanghai, emphasizing the importance of Bolshevization of Party organizations and organizational work. Following the principle of "centralization of power in the Standing Committee", the central organs were reorganized after the meeting, abolishing the Central Organization Department, the Propaganda Department, the Military Department, the Women's Department and the peasant Movement Committee. Under the Standing Committee are the Central Organization Bureau, the Staff Committee and the Party Newspaper Committee. After the establishment of the Central Organization Bureau, the Southern Bureau, the Uttar Pradesh Bureau and the Yangtze River Bureau were abolished.
From June 18 to July 11, 1928, the Sixth National Congress of the Party was held in Moscow. The Fourth Amendment to the Party Constitution adopted by the Congress stipulates that the Central Committee shall set up departments or committees according to various work needs, such as the Organization Department, the Propaganda and Agitation Department, the Workers' Movement Committee, the Women's Movement Committee, the peasants' Movement Committee, etc. The Central Committee shall appoint the directors of the departments or committees, and these directors shall, as far as possible, be members of the Central Committee.
From December 17 to 25, 1935, the Central Committee held an expanded meeting of the Political Bureau in Wayaobao, Shaanxi Province, to formulate the strategic line of the party's anti-Japanese national united front, and made adjustments to the central leadership, among which the head of the Central Organization Department was Li Weihan (later Qin Bangxian).
Anti-Japanese War period
From December 9 to 14, 1937, in order to listen to the instructions of the Communist International and summarize the work of the Party, the Central Committee held a meeting of the Political Bureau in Yan 'an. The meeting made specific decisions on the organization of the Central Committee and the Central Bureau, of which Chen Yun was the head of the Organization Department of the Central Committee and Li Fuchun was the vice minister.
From March 16 to 20, 1943, the Political Bureau of the Central Committee held a meeting and passed the Decision on the Adjustment and Streamlining of the Central Organs, establishing the Central Propaganda Committee and the Central Organization Committee as assistant organs of the Political Bureau and the Central Secretariat.
The Third Revolutionary Civil War
On May 15, 1948, the Central Committee of the Communist Party of China and the Central Military Commission telephoned the central bureburets, sub-bureburets, and former commissions, informing them of issues related to the personnel adjustment of various departments of the Central and military commissions after the merger of the Central and Central Working Committees, among which Peng Zhen was also the minister of the Central Organization Department and An Ziwen was the vice minister.

In January 1956, the Central Committee of the Communist Party of China decided to establish the Central Department of Industrial Transportation and the Central Department of Finance and trade. The three departments of the Central Organization Department, namely, the management of industrial cadres, the management of transportation cadres, and the management of finance and trade cadres, are respectively included in the above departments. In November of the same year, the Central Committee of the Communist Party of China decided that the Central Industrial transportation Work Department was divided into the Central Industrial Work Department and the Central Transportation Work Department.
In 1960, the Central Department of Finance and Trade, the Central Department of Industry, the Central Department of Communications and the Central Organization Department were merged.
A new era of socialist modernization
On June 28, 1982, the Secretariat of the Central Committee decided that the Central Organization Department, the Central Publicity Department, the Ministry of Labor and Personnel, and the Ministry of Education jointly formed the working group on cadre education of central government organs.
On August 21, 1988, Xinhua News Agency reported that after the second plenary session of the Political Bureau of the CPC Central Committee approved in principle the reform plan for institutions directly under the CPC Central Committee in December last year, the Secretariat of the CPC Central Committee, after careful study, formulated the Implementation Plan for the Reform of institutions Directly under the CPC Central Committee and earnestly organized its implementation. The reformed institutions and public institutions directly under the CPC Central Committee now have the General Office of the CPC Central Committee, the Organization Department of the CPC Central Committee, the Publicity Department of the CPC Central Committee, the United Front Work Department of the CPC Central Committee, the International Department of the CPC Central Committee, the Central Political Restructuring Research Office and the Central Rural Policy Research Office. Organs of the Central Advisory Commission and the Central Commission for Discipline Inspection; Working Committee for Government Organs directly under the CPC Central Committee and Working Committee for State Organs of the CPC Central Committee; Party School of the CPC Central Committee, People's Daily, Party History Research Office of the CPC Central Committee, Literature Research Office of the CPC Central Committee, Central Compilation and Translation Bureau.
From March 5 to 7, 1993, the Second Plenary Session of the 14th CPC Central Committee was held in Beijing, and the Plan on the Reform of Party and Government institutions was adopted. On July 2, the Central Committee issued the Notice on printing and distributing the "Plan on the Reform of Party and Government Institutions" and the "Opinions on the Implementation of the Reform Plan of Party and Government Institutions". According to the Plan, the main tasks of the reform of the organs directly under the central government are to straighten out the relationship, adjust the structure, streamline the internal organs and personnel, further improve the structure and quality of cadres, and improve work efficiency. After the adjustment, the institutions directly under the Central Committee are as follows: the Central Commission for Discipline Inspection and the Ministry of Supervision of the State jointly work, and each institution hangs two brands; There are nine working departments and offices, namely, General Office of the CPC Central Committee, Organization Department of the CPC Central Committee, Publicity Department of the CPC Central Committee, United Front Work Department of the CPC Central Committee, International Department of the CPC Central Committee, Commission for Political and Legal Affairs of the CPC Central Committee, Policy Research Office of the CPC Central Committee, Taiwan Work Office of the CPC Central Committee, and International Communication Office of the CPC Central Committee (formerly the External Communication Group of the CPC Central Committee).
On September 10, 2010, with the approval of the Central Government, the Central Commission for Discipline Inspection, the Central Organization Department Inspection Group, the Central Commission for Discipline Inspection, the Central Organization Department Financial Inspection Group, the Central Commission for Discipline Inspection, the Central Organization Department Enterprise Inspection Group, were uniformly renamed the Central Inspection Group. In March 2018, the CPC Central Committee issued the Plan for Deepening the Reform of Party and State Institutions, which established the Office of the Central Commission for Public Sector Reform as an office of the Commission, responsible for the daily work of the Commission and under the administration of the Organization Department of the CPC Central Committee. The State Administration of Civil Service will be merged into the Organization Department of the Central Committee.
