Ministries and commissions of the State Council
The National Development and Reform Commission of the People's Republic of China is a ministry under The State Council at ministerial level. The National Development and Reform Commission implements the guidelines, policies, decisions and arrangements of the CPC Central Committee on development and reform work, and upholds and strengthens the centralized and unified leadership of the Party over development and reform work in the course of performing its duties.

The predecessor of the National Development and Reform Commission can be traced back to the State Planning Commission, which was established in 1952.
In 1954, the first session of the first National People's Congress decided to establish The State Council and subsequently the State Planning Commission.
In 1970, eight units, including the State Planning Commission, the State Economic Commission, the Ministry of Labor, the Ministry of Materials, and the National Bureau of Statistics, formed a new State Planning Commission.
In 1998, the State Planning Commission was renamed the State Development Planning Commission as a department of The State Council.

In March 2003, the first session of the tenth National People's Congress deliberated and adopted the institutional reform plan of The State Council, and decided to reorganize the State Development Planning Commission into the State Development and Reform Commission (NDRC), and abolish the State Economic and Trade Commission and the Ministry of Foreign Trade and Economic Cooperation

In March 2008, The State Council was reformed. The National Energy Commission, a high-level deliberative and coordinating body, was set up. The National Energy Administration will be established and administered by the National Development and Reform Commission. The energy industry management responsibilities and institutions of the National Development and Reform Commission will be integrated with the responsibilities of the National Energy Leading Group Office and the nuclear power management responsibilities of the National Defense Science, Technology and Industry Commission. The work of the Office of the National Energy Commission is undertaken by the National Energy Board. The National Energy Leading Group and its offices will no longer be retained. The responsibilities related to industry management of the National Development and Reform Commission, responsibilities other than nuclear power management of the Commission of Science, Technology and Industry for National Defense, and responsibilities of the Ministry of Information Industry and the Information Technology Office of The State Council shall be integrated into the Ministry of Industry and Information Technology. On February 17, 2016, the National Development and Reform Commission and Alibaba Group signed a strategic cooperation agreement on the development of rural e-commerce in combination with the pilot venture back home. In the next three years, the two sides will jointly support more than 300 pilot counties (cities and districts) to develop rural e-commerce in combination with the pilot venture back home. 2. Division of responsibilities related to the National Health Commission. The National Development and Reform Commission is responsible for organizing the monitoring and assessment of population changes and their impact, establishing a population forecasting and forecasting system, carrying out population impact assessments for major decisions, improving the consultation mechanism on major population policies, studying and putting forward national population development strategies, and formulating population development plans and policies.
