Ministries and commissions of the State Council
The National Development and Reform Commission of the People's Republic of China is a ministry under The State Council at ministerial level. The National Development and Reform Commission implements the guidelines, policies, decisions and arrangements of the CPC Central Committee on development and reform work, and upholds and strengthens the centralized and unified leadership of the Party over development and reform work in the course of performing its duties. [1-2]
On March 7, 2023, in accordance with The State Council's proposal on submitting The State Council's institutional reform plan for deliberation, the Ministry of Science and Technology was assigned to the National Development and Reform Commission the responsibilities of organizing the formulation of plans and policies for promoting social development through science and technology. The responsibilities undertaken by the National Development and Reform Commission for coordinating the development of the digital economy, organizing the implementation of the national big data strategy, promoting the construction of the basic system of data elements, and promoting the construction of the layout of digital infrastructure will be included National data bureau . The predecessor of the National Development and Reform Commission can be traced back to the State Planning Commission, which was established in 1952.
In 1954, the first session of the first National People's Congress decided to establish The State Council and subsequently the State Planning Commission.
In 1970, eight units, including the State Planning Commission, the State Economic Commission, the Ministry of Labor, the Ministry of Materials, and the National Bureau of Statistics, formed a new State Planning Commission.
In 1998, the State Planning Commission was renamed the State Development Planning Commission as a department of The State Council. [16]
In March 2003, the first session of the tenth National People's Congress deliberated and adopted the institutional reform plan of The State Council, and decided to reorganize the State Development Planning Commission into the State Development and Reform Commission (NDRC), and abolish the State Economic and Trade Commission and the Ministry of Foreign Trade and Economic Cooperation [3] .
In March 2008, The State Council was reformed. The National Energy Commission, a high-level deliberative and coordinating body, was set up. The National Energy Administration will be established and administered by the National Development and Reform Commission. The energy industry management responsibilities and institutions of the National Development and Reform Commission will be integrated with the responsibilities of the National Energy Leading Group Office and the nuclear power management responsibilities of the National Defense Science, Technology and Industry Commission. The work of the Office of the National Energy Commission is undertaken by the National Energy Board. The National Energy Leading Group and its offices will no longer be retained. The responsibilities related to industry management of the National Development and Reform Commission, responsibilities other than nuclear power management of the Commission of Science, Technology and Industry for National Defense, and responsibilities of the Ministry of Information Industry and the Information Technology Office of The State Council shall be integrated into the Ministry of Industry and Information Technology. The State Administration of Science, Technology and Industry for National Defence will be established under the administration of the Ministry of Industry and Information Technology. The State Tobacco Monopoly Administration was put under the administration of the Ministry of Industry and Information Technology. The Commission of Science, Technology and Industry for National Defense, the Ministry of Information Industry and The State Council Informatization Work Office will no longer be retained [4] .
On February 17, 2016, the National Development and Reform Commission and Alibaba Group signed a strategic cooperation agreement on the development of rural e-commerce in combination with the pilot venture back home. In the next three years, the two sides will jointly support more than 300 pilot counties (cities and districts) to develop rural e-commerce in combination with the pilot venture back home. The pilot will be implemented on a rolling basis for three years, and about 100 pilot areas will be supported every year from 2016 to 2018 to promote entrepreneurship and employment. [5]
In March 2018, according to the institutional reform plan of The State Council approved by the first session of the 13th National People's Congress, the Ministry of Natural Resources of the People's Republic of China was established by integrating the responsibilities of the National Development and Reform Commission in organizing and compiling functional zone planning; The Ministry of Ecology and Environment of the People's Republic of China will be formed by consolidating the responsibilities of the National Development and Reform Commission for addressing climate change and reducing emissions; The Ministry of Agriculture and Rural Affairs of the People's Republic of China was established by consolidating the responsibilities of the National Development and Reform Commission for the management of agricultural investment projects; Transfer the responsibility of major project inspection from the National Development and Reform Commission to the National Audit Office, PRC; The State Administration for Market Regulation of the People's Republic of China was formed by integrating the price supervision and inspection responsibilities of the National Development and Reform Commission with those of anti-monopoly law enforcement; The National Healthcare Security Administration of the People's Republic of China was formed by consolidating the responsibilities of the National Development and Reform Commission for price management of drugs and medical services; The National Development and Reform Commission will organize and implement the acquisition, storage, rotation and management of national strategic materials, and integrate the responsibilities of managing the national grain, cotton and sugar reserves, and set up the National Food and Strategic Reserves Bureau of the People's Republic of China, which will be administered by the National Development and Reform Commission. In March 2023, the Central Committee of the Communist Party of China and The State Council issued the" Plan for reforming Party and state institutions ". The Ministry of Science and Technology decided to assign the responsibility of organizing and drafting plans and policies for promoting social development through science and technology to the National Development and Reform Commission, the Ministry of Ecology and Environment, the National Health Commission and other departments. The China Securities Regulatory Commission is responsible for the review and approval of corporate (enterprise) bond issuance, which is assigned to the National Development and Reform Commission. form National data bureau It is administered by the National Development and Reform Commission. (XXIII) Division of International Cooperation. To undertake cooperation with relevant foreign government departments and institutions and international organizations. To organize and carry out work related to important economic dialogues, participate in major economic diplomatic activities and promote international cooperation and implementation of the outcomes of the Belt and Road Initiative, and assist in promoting major foreign-related projects. (XXV) Department of Coordination and Development of Economy and Defence. To organize the formulation of strategies and plans for promoting the coordinated development of economic construction and national defense, and coordinate relevant major issues. To coordinate and organize the implementation of work related to the mobilization of the national economy.
(XVI) Evaluation Supervision Division. To formulate and implement the evaluation and supervision system for relevant major strategic plans, major policies and major projects, and put forward relevant evaluation opinions and suggestions for improvement measures.
