In September 1949, at the first Plenary session of the Chinese People's Political Consultative Conference, it was decided to establish the Ministry of Labor of the Central People's Government. [22]
In October 1949, the Ministry of Personnel was established, and its predecessor was the Personnel Bureau of the Government Administration Council.
In September 1950, the Personnel Department of the Central People's Government was set up to administer the in-service, student, party and non-party cadres throughout the country.
In 1950, the Central Personnel Department was established, with An Ziwen as the minister.
1954 The Central Personnel Department was abolished and the Personnel Bureau of The State Council was established.
In September 1954, The State Council was established and the Ministry of Labor under The State Council was established. According to relevant regulations, The State Council no longer has a personnel department. The Personnel Bureau of The State Council was set up as an agency directly under The State Council.
In 1959, the Personnel Bureau of The State Council was abolished and the Personnel Bureau of the Ministry of Internal Affairs was established.
During the "Cultural Revolution", the Ministry of Internal Affairs was abolished and personnel related work was transferred to the Organization Department of the Central Committee.
In June 1970, the Central Committee decided to transfer the work of the Personnel Bureau partly to the Central Organization Department and partly to the political work group of The State Council. The Ministry of Labor was subsumed into the National Planning Commission.
In September 1975, The State Council decided to separate labor work from the State Planning Commission and set up the State Labor Administration. [12]
In March 1978, the Personnel Bureau of the Ministry of Civil Affairs was established.
In July 1980, The State Council decided to merge the Personnel Bureau of the government organ of the Ministry of Civil Affairs with the Office of the Working Group for the resettlement of military transferred cadres of The State Council to establish the State Personnel Bureau, directly under the leadership of The State Council. In May 1982, the General Administration of Labor, the State Personnel Bureau, the State Editorial Board and the Science and Technology Department of The State Council were merged to establish the Ministry of Labor and Personnel, with Zhao Shouyi as the minister.
In April 1988, in the second institutional reform of The State Council, the Ministry of Personnel of the People's Republic of China was established, while the Ministry of Labor and Personnel was abolished and the Ministry of Labor was established. [10] [12]

(1) To formulate policies and plans for the development of human resources and social security undertakings, draft relevant laws and regulations, formulate departmental rules and organize their implementation;

(3) To be responsible for promoting employment, drafting plans and policies for overall urban and rural employment development, improving the public employment and entrepreneurship service system, coordinating the establishment of vocational skills training systems for urban and rural workers, drafting employment assistance systems, and taking the lead in drafting employment policies for college graduates.
4. Promote the establishment of a multi-tiered social security system covering both urban and rural areas in a coordinated manner. To formulate social insurance policies and standards for old-age insurance, unemployment insurance, work-related injury insurance and other social insurance. We will formulate national pooling measures for old-age insurance and unified national measures for the renewal of the relationship between old-age insurance, unemployment insurance and work-related injury insurance. (6) To formulate the mediation and arbitration system for labor disputes and labor relations policies, improve the consultation and coordination mechanism for labor relations, formulate the working hours, rest and vacation systems for employees, and formulate the policy on the elimination of illegal use of child labor and the special labor protection policy for female workers and underage workers. To organize the implementation of labor security supervision, coordinate labor rights protection work, and investigate and handle major cases according to law.
(7) To take the lead in deepening the reform of the professional title system, formulate policies on the management of professional and technical personnel, continuing education and post-doctoral management, be responsible for the selection and training of high-level professional and technical personnel, and formulate policies to attract overseas students to work or settle in China (return to China). To organize the formulation of training, evaluation, use and incentive systems for skilled personnel. We will improve the vocational qualification system and improve policies for evaluating the diversity of vocational skills.

(12) To be responsible for international exchanges and cooperation in the field of human resources and social security, and to draw up management systems for staff assigned to international organizations.
(13) Completing other tasks assigned by the Party Central Committee and The State Council.
(14) Transformation of functions. We will further reduce the number of items subject to administrative review and approval, standardize and optimize the handling of external affairs, reduce the number of items subject to examination and approval such as the license and certification of professional qualifications, implement the management of the national vocational qualification catalogue and list, strengthen in-process and post-operation supervision, innovate public services such as employment and social security, strengthen information sharing, and improve public services.

Internal mechanism

(7) Department of Vocational Capacity Construction. To organize the formulation of systems for training, evaluating, using and motivating skilled personnel; to formulate policies and plans for vocational training for urban and rural laborers; to guide the development of technical school education and vocational skills training; to guide the construction of teaching staff and teaching materials; to formulate occupational classification and standards for vocational skills.
(8) Department of Professional and Technical Personnel Management. To organize and deepen the reform of the professional title system, formulate policies for the management and continuing education of professional and technical personnel, improve the management system for professional qualifications and post-doctoral students, and undertake the planning and training of high-level professional and technical personnel and organize the selection of personnel who enjoy special government subsidies. To formulate management policies to attract overseas students to work in China (return to China), settle down and recruit professional and technical talents in domestic institutions.
(9) Department of Personnel Management of public institutions. To guide the reform of the personnel system of public institutions, formulate management policies for public institutions' staff and department workers, undertake the filing of post Settings in public institutions according to the management authority, and formulate policies for public institutions' recruitment of foreign (foreign) personnel (excluding experts).
(10) Department of Work for Migrant Workers. To formulate macro-control and payment guarantee policies for the distribution of wages and incomes of enterprise employees, guide and supervise the management of total wages in state-owned enterprises and the distribution of salaries and incomes of heads of enterprises.
(XII) Department of Wages and Welfare. To formulate policies on wage income distribution, welfare and retirement of public institution staff and government office staff, organize and formulate wage policies for non-diplomatic personnel of public institution stationed abroad, and undertake the total management of performance-based wages of central public institution.
(13) Department of Old-age Insurance. To formulate policies and standards for basic pension insurance for government agencies and enterprises, enterprise (occupational) annuities, and personal savings pension insurance; to formulate national pooling and fund management measures for pension insurance; to improve the fund forecasting and early warning system; and to review the rates of provincial basic pension insurance.
(xiv) Unemployment Insurance Division. To formulate unemployment insurance policies, standards and fund management methods, establish a monitoring and early warning system for unemployment, and formulate policies to prevent, regulate and control large-scale and to protect the rights and interests of employees in the course of economic restructuring.
(15) Department of Industrial Injury Insurance. To formulate work-related injury insurance policies, plans and standards and organize their implementation; to improve work-related injury prevention, identification and rehabilitation policies; to organize the formulation of work-related injury and occupational disease disability assessment standards.
(XVI) Department of Rural Social Insurance. To formulate policies, plans and standards for basic old-age insurance for urban and rural residents and social security for peasants whose land has been requisitioned; to formulate and organize the implementation of measures for examining and approving social security measures for peasants whose land has been requisitioned in the land requisition plan.
(17) Social Insurance Fund Supervision Bureau. To formulate the supervision system of social insurance such as basic pension, unemployment, work-related injury, enterprise (occupational) annuity, individual savings pension insurance fund and the operation policy of pension insurance fund, supervise the income and expenditure, management and investment operation of the fund according to law, organize the investigation and investigation of major cases, and participate in the formulation of relevant social security fund investment policies.
(18) Mediation and Arbitration Management Department.
