Luo Zhihuan, male, was born in 1941 in Heilongjiang Province Yichun City Tieli, ethnic Korean, Chinese speed skater, China's first world speed skating champion.
He studied at Nienfeng Primary School in Tieli City and began to learn skating at the age of 13. In 1984, he was named an outstanding athlete in the 35th anniversary of the founding of New China, and the National Sports Commission awarded him an honorary certificate and won the National Sports Honor Medal twice.
On February 24, 1963, Na Chi-hwan was 21 years old in Nagano, Japan Karuizawa At the World Speed Skating Championships held in Beijing, he won the men's 1500m title and broke the men's all-around world record, becoming the first Chinese skater to win the world gold medal in winter events.

In 1957, he enrolled in Qiqihar Amateur Sports School.
In 1958, he attended Qiqihar Ice training Class.
Luo Zhihuan
He joined the Heilongjiang National Team in 1960 and was selected to the national team in the same year. He joined the Communist Party of China in 1981.
In 1970, Luo Zhihuan began to serve as the coach of Heilongjiang Province's first team, and has trained a group of athletes such as Wang Xiuyu, Zhang Qing and Liu Yuexi who have won excellent results in national and world competitions.
He was elected in 1980 Chinese Skating Association vice-chairman
In 1985 he was appointed coach of the national women's team

At the 1958 National Student Ice Games, he won the second place in the junior men's all-around speed skating and the first place in the 1,500 meters, 3,000 meters, and 5,000 meters.

In February 1961, he participated in the international Men's speed skating Championships in Oslo, Norway, to commemorate the centenary of the Norwegian Sports Association, and he placed second in the 500 meters, second in the 3,000 meters, and third in the all-around.
At the 1962 World Championships in Moscow, he finished sixth in the all-around, fifth in the 500 m and fourth in the 1,500 m.
In 1963, at the 57th World Men's Speed Skating Championships, Luo Zhihuan set the latest record of 1500 meters at the World Championships with an excellent result of 2:09.2, becoming the first Chinese world speed skating champion.
In 1964, he won the third place in 500 meters at the World Speed Skating Championships.
