Agencies directly under The State Council
The National Bureau of Statistics of the People's Republic of China is an agency directly under The State Council and was established in August 1952.
In 1952, in order to meet the needs of socialist economic construction, the 17th plenary session of the Central People's Government decided to establish the National Bureau of Statistics. To be in charge of national statistics and national economic accounting; to formulate laws and regulations on statistical work, plans for statistical reform and modernization as well as national statistical investigation plans; to organize, lead, supervise and inspect the statistical and national economic accounting work of various regions and departments; to supervise and inspect the implementation of statistical laws and regulations.

(1) To undertake the responsibility of organizing, leading and coordinating national statistical work to ensure that statistical data are true, accurate and timely. To formulate statistical policies, plans, basic national statistical systems and national statistical standards, draft statistical laws and regulations, formulate departmental rules and regulations, and guide national statistical work.
(2) To establish and improve the system of national economic accounting, formulate the system of national economic accounting, organize the implementation of the national economic accounting system and the national input-output survey of provinces, autonomous regions and municipalities directly under the Central Government, calculate the gross domestic product of the country and provinces, autonomous regions and municipalities directly under the Central Government, compile and provide data of national economic accounting, supervise and administer the work of national economic accounting in all regions.
(3) To formulate, in conjunction with relevant departments, general surveys of major national conditions and national strength, organize and implement general surveys of major national conditions and national strength such as population, economy and agriculture, and collect, collate and provide statistical data related to the national conditions and national strength.
(4) To organize and carry out statistical surveys on agriculture, forestry, animal husbandry and fishery, industry, construction, wholesale and retail trade, accommodation and catering, real estate, leasing and business services, resident services and other services, culture, sports and entertainment, loading and unloading and other transportation services, warehousing, computer services, software services, science and technology exchange and extension services, and social welfare services; To collect, summarize, sort out and provide statistical data on relevant investigations, and comprehensively sort out and provide basic national statistical data on geological exploration, tourism, transportation, postal services, education, health, social security, public utilities, etc.
(5) To organize and carry out statistical surveys on energy, investment, consumption, prices, income, science and technology, population, labor force, basic conditions of social development, and basic conditions of the environment; to collect, summarize, sort out and provide statistical data related to the surveys; to comprehensively sort out and provide basic national statistical data on resources, housing, foreign trade, foreign economy, etc.
(6) To organize statistical surveys of economy, society, science and technology, resources and environment in all regions and departments, to verify, manage and publish basic national statistical data in a unified manner, to regularly publish statistical information on national economic and social development, and to organize the establishment of a system for sharing and publishing statistical information on the service industry.
(7) To conduct statistical analysis, forecast and supervision of the national economy, social development, scientific and technological progress, resources and environment, and provide statistical information and advice to the Party Central Committee, The State Council and relevant departments.
(8) To examine and approve statistical standards of departments, to examine and approve or record statistical investigation projects of various departments and local statistical investigation projects in accordance with the law, to guide the basic work of professional statistics and the basic construction of statistics at the grass-roots level, to organize the establishment of statistical information management systems for the service industry, to establish and improve the quality review, monitoring and evaluation systems of statistical data, and to carry out the review, monitoring and evaluation of important statistical data; To supervise and administer foreign-related investigation activities according to law.
(9) To assist the local authorities in the administration of the directors and deputy directors of statistical departments of provinces, autonomous regions and municipalities directly under the Central Government, to guide the construction of professional and technical statistical teams throughout the country, to organize, in conjunction with relevant departments, the administration of national qualification examinations for professional statistics and the evaluation and recruitment of positions, and to supervise and manage the statistical funds and special capital construction investments provided by the central government statistical departments.
(10) To organize and administer the supervision and inspection of national statistical work, and investigate and punish major statistical violations.
(11) To establish and manage the national statistical information automation system and statistical database system, organize the formulation of basic standards and operating rules for statistical databases and networks in various regions and departments, and guide the construction of local statistical information systems.
(12) To collect and sort out international statistical data, organize and implement international exchange and cooperation projects in statistical work, and organize and implement international exchange and cooperation projects in statistical data.
(13) To undertake other matters assigned by The State Council.
