According to the strategic positioning determined by the "Plan", our province should build a demonstration province of the whole agricultural industry chain, a leading province of agricultural science and technology innovation, a leading province of agricultural processing and circulation industry, a leading province of green development of rural industry, an advanced province of rural digital industry application, a typical province of agricultural production, and a leading province of agricultural opening and development.

In the rural industrial layout, our province will comprehensively consider factors such as location conditions, resource endowment, industrial base, and market demand. Focus on cultivating and building "ten" advantageous areas of grain, cotton and oil, fruit, vegetable, livestock and poultry, aquatic products, flowers, characteristic planting, traditional food, traditional technology, and local culture, and build a "point, line, and surface" linkage development pattern of rural industry in the province.

Grain, oil, vegetables, fruits, animal husbandry, fishery and other industries are advantageous industries in our province. The plan proposes that the comprehensive grain production capacity should be stabilized at more than 100 billion jin, and the output of vegetables, fruits, meat, eggs and milk and aquatic products will continue to rank among the top in the country. Cultivate a number of advantageous characteristic industrial clusters with an output value of more than 10 billion yuan and 100 billion yuan, build a number of strong agricultural industry towns with an output value of more than 1 billion yuan, and create a number of "township name" and "land name" local industrial brands.

Focusing on improving the processing and circulation industry of agricultural products, our province will improve the structure of the processing industry, coordinate the development of primary processing, deep processing and comprehensive utilization of by-products of agricultural products, and promote diversified development, multi-level utilization and multi-link value-added. At the same time, optimize the layout of the processing industry, and promote the processing of agricultural products to sink to the production area and docking with the sales area. By 2025, the province's major agricultural counties (cities and districts) should build a processing park for agricultural products, and build a number of larger parks with an output value of more than 10 billion yuan.

Focusing on optimizing and expanding rural leisure tourism, our province will rely on natural features, cultural environment, local culture and other resources endowment, The construction of Yellow River style rural leisure tourism belt, canal culture rural leisure tourism belt, Qi Great Wall rural leisure tourism belt, coastal fishing rural leisure tourism belt, Yimeng red rural leisure tourism belt, suburban rural leisure tourism belt "six rural tourism cluster belt".
