In order to do a good job of Jilin City 2023 entrepreneurial project application, the application guidelines are formulated as follows:

I. Content of entrepreneurial project

(A) Municipal entrepreneurship incubation demonstration base (college students Pioneer Park) project

(1) Scope of support

Support will be given to municipal entrepreneurship incubation demonstration bases with strong demonstration and driving ability, good development prospects and great potential (college student entrepreneurship Park). We will focus on supporting demonstration bases for incubating new business ventures.

(2) Declaration conditions

(1) Business incubation is the main business, with fixed office space and necessary supporting infrastructure, of which the actual construction area for business incubation is not less than 1500 square meters;

② Has a certain scale of production and operation and has been in operation for 3 years;

(3) There is a clear incubation cycle of entrepreneurial enterprises, with continuous rolling incubation function;

(4) Business incubation process, access and exit mechanism, business incubation service rules, daily operation management, financial system and other management systems are sound;

(5) In the previous year, the number of incubating market entities (hereinafter referred to as entities) is not less than 10, successfully incubating more than 3 (including) entities, driving the number of employment is not less than 30 (excluding legal representatives or individual industrial and commercial owners, and signed formal employment procedures with workers), the number of entrepreneurship training is not less than 100 people;

The operation and management organization has independent legal personality, no illegal and disciplinary acts and unresolved legal and economic disputes;

(7) Municipal entrepreneurship incubation demonstration base or municipal college student entrepreneurship park recognized by the human and social department;

In 2022 and 2023, it has not received provincial or municipal financial support.

(3) Funding methods

The municipal business incubation demonstration base (college student Pioneer Park) that has passed the evaluation shall be subsidized by no more than 1 million yuan.

(4) Scope of use of funds

It is mainly used for site rental fees, maintenance and repair fees, water and electricity property fees, heating fees, training equipment purchase fees, teaching subsidies (including external teacher subsidies), training supplies, equipment maintenance, entrepreneurship information system development, construction and maintenance fees, entrepreneurship training software and other related expenses. Among them, the proportion of site rental fees, maintenance and repair fees, water and electricity fees, property fees, and heating fees shall not be higher than 40% of the total amount of subsidy funds.

(2) Municipal entrepreneurial activity projects

(1) Scope of support

Support the city (excluding Yongji County, Shulan City, Panshi City, Jiahe City, Huadian City) government and relevant functional departments, colleges and universities (technician college), social groups and other organizations to carry out entrepreneurial innovation project collection and promotion, entrepreneurial publicity, entrepreneurial guidance, entrepreneurial competition (excluding incentive funds), entrepreneurial ability improvement and other entrepreneurial activities; Enterprises directly in the province organize and carry out entrepreneurial activities such as entrepreneurship competitions in related fields through their own industry influence. We will focus on supporting state-level entrepreneurial activities and projects of emerging business types. Municipal colleges and technical colleges (technician colleges) when declaring entrepreneurial activities at the municipal level, they need to be approved by the municipal competent department.

(2) Declaration conditions

① The project goal is clear, the expected effect of supporting entrepreneurship and promoting employment is outstanding, while taking into account other social benefits;

The project is rich in content, strict in planning and design, reasonable and detailed in capital budget, and has sufficient necessity and feasibility;

③ The project is in line with the national, provincial and municipal industrial orientation and has good development prospects;

(4) The project unit has strong entrepreneurial innovation ability, outstanding performance, demonstration in the field of work, and the necessary basic conditions for carrying out the project;

⑤ The project management team has a strong ability and a sound financial and internal management system;

⑥ The number of participants is not less than 100.

(3) Funding methods

The municipal entrepreneurial activity projects that have passed the review shall be supported by no more than 1 million yuan.

(4) Scope of use of funds

It is mainly used for venue rental fees, activity equipment purchase fees, teaching subsidies (including external teacher subsidies), publicity fees, equipment consumables, equipment maintenance, entrepreneurial software development, construction and maintenance fees and other related expenses.

2. Declaration time

From the date of publication of this Guide until 17:00 July 16, 2023 (working days only). Overdue will not be accepted.

3. Declaration process

(1) The project of Municipal entrepreneurship incubation demonstration base (College student Pioneer Park) shall be directly submitted by the applicant unit to the Human Resources and Social Security Bureau of Jilin City, and the basic information form of Municipal entrepreneurship incubation demonstration base (College student Pioneer Park) shall be filed with the human resources and social security department of the county (city) where the project is located (Annex 1-3).

(2) The municipal entrepreneurial activity project shall be directly submitted by the applicant to the Jilin City Human Resources and Social Security Bureau.

4. Relevant requirements

(A) All project reporting units must fill in the special transfer expenditure performance target declaration form. (See annex 3)

 

(2) The above-mentioned project application materials shall be submitted to the Project Acceptance Office of the Municipal Human Resources and Social Security Bureau in two copies of written materials together with the electronic document (the original scanning copy consistent with the written materials).

(3) The project applicant shall be responsible for the authenticity, legality, accuracy and completeness of the materials declared. Make clear the plan for the use of funds, propose performance targets for the use of funds, and report to the human resources and social services department at the same level.

(4) Among the contents of the application of enterprise-related projects, it is necessary to unify the social credit code, the full name of the enterprise, the project name, the core content (if applying for discount funds, the financing information should be explained one by one), the amount of subsidies, and the financial support of the project in 2022 and 2023 (detailed in the financial indicator document). And attached a copy of the documents), the project that year to apply for other financial support (according to the full name of the declaration of funds, the declaration of projects and amounts one by one, and attached to the declaration materials) and other 7 content as essential elements.

(5) The reporting unit should have no major violations of discipline in the audit process since 2018. The Municipal Human Resources and Social Security Bureau and the Municipal Finance Bureau will cancel the application qualification for units that have been slow in the implementation of projects in the past, have a large balance of funds and have not achieved the expected results.

(6) The county (city) human resources and social security departments, financial departments may refer to the requirements of this Guide, combined with the actual development of the local "2023 Entrepreneurial project Declaration Guide".
