The Ministry of Human Resources and Social Security on the implementation of 2023 college graduates and other youth employment and entrepreneurship promotion plan

Human Resources and Social Security Departments (bureaus) of Provinces, autonomous regions, municipalities and Xinjiang Production and Construction Corps:


The employment of college graduates and other young people is related to people's well-being, economic development and the future of the country. In order to thoroughly implement the decision-making and deployment of the Party Central Committee and The State Council, and further do a good job in the employment of young people such as college graduates, the Ministry of Human Resources and Social Security has decided to carry out the employment and entrepreneurship promotion plan for college graduates and other young people in 2023. The relevant matters are hereby notified as follows:


I. General requirements


We will provide detailed employment services, ensure the bottom line of youth employment, guide the change of employment concepts, improve the employment promotion mechanism for college graduates and other young people, and promote high-quality and full employment.


2. Key tasks


(1) Implementation of the employment policy for small, medium and micro enterprises to absorb graduates. Focus on small and medium-sized enterprises to implement various employment policies, monthly small and medium-sized enterprises new insured personnel data with college graduates, unemployment registration and other data, determine the conditions for the policy to enjoy the units and personnel, take the initiative to contact and promote the policy content. Open the "green channel", promote the "direct replenishment express" mode, so that the application is issued with confirmation and review. Carry out policy publicity activities for micro, small and medium-sized enterprises, go deep into industrial parks and factory areas of enterprises, issue policy lists, service lists and handling agencies, and inform the policy application process and handling channels.


(2) Stabilizing and expanding jobs in the public sector. Local human resources and social security departments should strengthen the docking and coordination with organizations, education, science and technology, civil affairs, state-owned assets and other departments, actively stabilize the recruitment (employment) scale of organs and institutions, state-owned enterprises, and appropriately increase the number of "three support and one support", rural special post teachers, college students volunteer service in the West plan and scientific research assistant positions in light of the actual situation. We supported the implementation of the Special Plan for Urban and Rural Communities and the Special Plan for Village Doctors. Accelerate the recruitment schedule of public institutions, and the "three branches and one support" plan will complete the recruitment work by the end of August.


(3) College graduates and other youth entrepreneurship service support actions. To carry out more diversified entrepreneurial guidance and exchange activities, organize entrepreneurial project demonstrations, entrepreneurial roadshows, entrepreneurial park visits and other activities, carry out entrepreneurial mentors face-to-face, entrepreneur discussions, entrepreneurial salons and other interactive exchanges, and provide various training services such as "Malan Entrepreneurial Training" to those who are willing to start businesses, so as to enhance the entrepreneurial awareness and entrepreneurial ability of college graduates and other young people. Build a resource docking platform, organize and participate in various entrepreneurial events, build local characteristic entrepreneurial activity brands based on actual conditions, and provide channels for connecting projects with capital, technology and market. We will improve the business incubation platform and provide one-stop services such as policy agency, achievement transformation, tracking support, and consulting services.


(4) The "Career Future" series of recruitment actions. With the theme of "employment for the future", all localities should carry out recruitment activities such as 100 million recruitment special actions and joint recruitment of college graduates in large and medium-sized cities, focusing on young people such as college graduates, and focusing on organizing offline recruitment services to enhance brand influence. Cities with a high concentration of college graduates hold professional recruitment at least once a week and comprehensive recruitment at least once a month. Cities and counties with a high concentration of unemployed young people should regularly organize small special job fairs and integrate job resources into streets and communities to carry out circular recruitment. It is necessary to meet the job demand by school, according to the educational level, skill level, employment intention of young people such as college graduates, targeted collection and release of job information, do a good job of information screening, accurately identify job groups, and improve the matching efficiency of people and posts.


(5) Public employment services into the campus action. Promote the extension of public employment services to the campus, dynamically grasp the implementation of graduates' employment, leaving arrangements, etc., "one school, one policy" docking with colleges and universities, continue to carry out public employment services "six" campus activities, and deliver services to graduates. We will carry out employment service activities in 100 colleges and universities, select 3-5 colleges and universities in each province with heavy employment tasks and high pressure, and organize the director of the Department of Human resources and Social Security and the director of employment to help and provide jobs, resources, policies and services in pairs. Carry out a special action on the transfer and reception of college graduates' files, carry out policy publicity and business guidance on file transfer for colleges and universities, strengthen the connection between departments, and ensure the safe and orderly transfer of files. Establish a regular contact mechanism between public employment personnel service agencies and college employment agencies, support the establishment of employment and entrepreneurship guidance service stations in cooperation with colleges and universities, and provide nearby services for graduates.


(6) Action on Service for unemployed graduates. Advance departmental information connection, take the initiative to connect education departments and universities, and complete the real-name information handover of unemployed graduates by the end of July. Through online and offline unemployment registration, business management, visit and placement, etc., the local household registration and local job-seeking graduates will be included in the registration scope. Announce service channels in advance, and issue an open letter or service announcement to college graduates before the end of June to facilitate graduates to search for employment information. Real-name assistance is fully implemented, and unemployed graduates who are willing to work are contacted one by one to understand their employment needs, and targeted career guidance, job recommendation, vocational training or employment internship opportunities are provided.


(7) Special youth skills upgrading actions. All college graduates and other young people who are willing to receive training will be included in the scope of vocational training services, and labor preparation training will be provided to urban and rural middle and high school graduates who have not continued their studies. We encourage vocational skills training for young people in emerging industries, intelligent manufacturing, modern service industries, and other fields, expand apprenticeship training, skills research, and training for new occupations and employment skills, and actively adopt school-enterprise cooperation, order-oriented training, and oriented training to increase the employment rate after training. Give full play to the leading role of competition, actively mobilize young people to participate in the World Skills Competition, the second National Skills Competition, the "Revitalization Cup" national Youth vocational skills Competition and other competitions, explore the setting of local professional competitions suitable for young people, and guide young people to take the road of skills.


(8) Action to improve the quality of employment internship. We will promote the implementation of the plan to raise one million employment apprenticeship positions, focus on developing a number of scientific research, skills, management, and social service positions, launch a number of demonstration positions, optimize the functions of employment apprenticeship zones and websites, and carry out internship docking activities to improve the quality and attractiveness of apprenticeship. We will carry out activities to create demonstration units for employment internship for graduates of national colleges and universities, mobilize enterprises and institutions that participate in the internship to participate in the creation, drive the improvement of the level of internship work, and play a leading role in demonstration.


(9) Pair assistance action for employment difficulties. Focusing on poverty-stricken families, urban and rural subsistence families, zero-employment families, and graduates with disabilities and other difficulties, establishing an employment assistance mechanism, making a special account, implementing dynamic management, formulating a "one person, one policy" assistance plan, carrying out pair assistance for those who have left school and are not employed, giving priority to providing job information, and giving priority to organizing training internships. Focusing on young people who have been unemployed for a long time, we have targeted them in a timely manner by registering unemployment banks, set up youth employment training camps, and conducted employment service activities such as workplace experience, employment guidance, human resources market visits, and career salons to help them get in touch with the workplace and integrate into society.


(10) Protection of employment rights and interests. We will continue to carry out special efforts to clean up and rectify the order of the human resources market, crack down on illegal activities such as "black intermediary agencies" and fake recruitment in accordance with the law, and promptly investigate and punish abuses of probation period, failure to sign labor contracts and pay wages in accordance with the law. To carry out publicity for law popularization, flexibly use websites, news media, propaganda videos and other carriers to enhance the legal awareness of college graduates and other young people by providing services for law popularization, explaining the law by case, and sending the law to schools. We will speed up the implementation of work arrangements after the cancellation of employment registration cards, strengthen information sharing and service support, simplify and optimize procedures for settling down, transferring files, and registering for work, and provide services such as collective household registration and social insurance transfer and continuity, making it easier for college graduates and other young people to find mobile employment.


III. Job Requirements


1. Strengthen organizational leadership. All localities should fully understand the significance of implementing the employment and entrepreneurship promotion plan for college graduates and other young people, as a specific measure to implement the spirit of the Party's 20 Congresses, earnestly implement the various tasks of the plan, focus on the employment of graduates and other young people, strengthen measures, innovative methods, and seek practical results. It is necessary to formulate specific implementation plans in light of the actual situation, enrich and refine the content of the plan, clarify the work tasks, the division of responsibilities, the schedule and the implementation measures, disclose the activity arrangements to the public, fully mobilize the enthusiasm of human resources service agencies to participate, and organize and carry out various actions.


2. Intensify work promotion. All localities should improve the work organization and coordination mechanism, designate special persons to be responsible, strengthen funding guarantees, establish information sharing and work notification systems, strengthen coordination and synergy, and ensure the implementation of various tasks. Establish the work promotion scheduling mechanism, strengthen the work guidance of cities and counties, regularly dispatch the progress of various work, summarize the work situation, and submit it to the Ministry of Human Resources and Social Security before the fifth day of each month.


3. Strengthen publicity and guidance. All localities should actively tap good experience and good practices in their work, and rely on traditional and emerging media to carry out multi-channel and multi-dimensional publicity and reporting. Vigorously promote the state to promote college graduates and other young people employment and entrepreneurship support policies, launched a number of "hard work and struggle youth dream" youth employment typical, carried out the "most beautiful grass-roots college graduates" study publicity activities, give full play to the role of demonstration and encouragement, guide young people to establish a correct employment outlook, talent outlook, through labor and struggle, better realize the value of life.
