The promulgation of GB/T50430:2007 "Quality Management Standards for Engineering construction enterprises" aims to further strengthen and implement quality responsibility by promoting the full implementation of construction enterprises, improve the level of enterprise self-discipline and quality management, and promote the scientific, standardized and legalized quality management of construction enterprises. As the first management standard for the quality management of construction enterprises, the "Quality management Code for Engineering Construction Enterprises" has the characteristics of advanced nature, guidance and flexibility, which are specifically manifested in:
1) The basic idea of GB/T50430:2007 is consistent with the ISO9000 series standards, and fully covers the requirements of ISO9001 standards in content;
2)GB/T50430:2007 fully embodies the characteristics of construction enterprise management activities in the structure of the provisions, highlighting the process method and PDCA thought;
3)GB/T50430:2007 combined with the characteristics of construction industry management, on the basis of ISO9001 standards and put forward many further requirements;
4)GB/T50430:2007 localization, industry characteristics, concise and clear language, easy to implement;
5)GB/T50430:2007 is consistent with the current management mode of the construction industry in China, and the construction enterprise will not increase the burden when implementing, but reduce the formal operation caused by the misunderstanding of the enterprise ISO9000 standard, and reduce the burden.
6)GB/T50430:2007 closely combines the requirements of the current construction management laws and regulations issued in China, so as to promote the process of legalization of project construction management through the implementation of the specification;
7) The preparation of GB/T50430:2007 is not from the narrow "quality" perspective, only limited to engineering (product) quality control, but from the perspective of all quality behaviors related to engineering quality, that is, the concept of "high quality", which fully covers all quality management activities of enterprises;
8)GB/T50430:2007 is the basic requirements for quality management of construction enterprises, and is not the highest level of quality management of enterprises. Therefore, at the same time of ISO50430:2007, enterprises are encouraged to carry out management innovation according to the needs of their own development, such as the implementation of excellent performance model, so as to enhance the competitiveness of enterprises.
