Policy interpretation of the Jilin Provincial People's Government on issuing the Implementation Plan of Jilin Province to Promote High-level Opening and High-quality Development of Comprehensive Bonded Zones

     On December 21, 2021, the People's Government of Jilin Province issued the Implementation Plan for Promoting High-level Opening and High-quality Development of Comprehensive Bonded Zones in Jilin Province (hereinafter referred to as the "Implementation Plan"), and the relevant policies are interpreted as follows:
1. Setting the background
In order to implement the spirit of The State Council's "Several Opinions on Promoting the High-level Opening and High-quality Development of the Comprehensive Bonded Zone" (Guofa [2019] No. 3), better play the supporting and driving role of the comprehensive bonded zone in accelerating the construction of a new system of open economy in our province and promoting the double domestic and international circulation, and promote the high-level opening and high-quality development of the special customs supervision area in our province, The Implementation Plan is specially formulated.
2. Introduction process
On the basis of in-depth research, horizontal communication and public solicitation of opinions, the Provincial Department of Commerce studied and drafted the "Implementation Plan" in combination with the actual construction and development of the comprehensive bonded zone in Jilin Province. The "Implementation Plan" was revised in two rounds after fully solicits opinions from Changchun Customs, Provincial Development and Reform Commission, Provincial Department of Industry and Information Technology, Provincial Department of Finance and other central and provincial departments, and finally reached a consensus, and carried out public participation, expert demonstration, risk assessment, collective discussion, legality review, legal consultation and other procedures. Approved by the 31st Executive Meeting of the Provincial Government on November 17, 2021. The "Implementation Plan" has made a direct list of policies in accordance with the provisions. The content of the "Implementation Plan" does not involve affecting social stability, and there is no need to perform social stability risk assessment and filing for major decisions.
Iii. Main contents
The Implementation Plan has a total of 20 articles, focusing on the following:
(1) Make every effort to build "five major centers".
1. Coordinate internal and external markets to build processing and manufacturing centers. We will actively yet prudently promote the trial of general VAT taxpayer qualification, accelerate the introduction of standardized operating procedures, and allow enterprises outside the region to accept commissioned processing business. Encourage enterprises to enter the zone in advance to enjoy the policy, and import machinery and equipment for their own use in the zone can enjoy the comprehensive bonded zone tax policy according to the current provisions; Customs business approval procedures will be simplified, and enterprises in the comprehensive bonded areas will be supported in filing their own records, reasonably setting their own write-off periods, independently checking and reporting, and independently paying back taxes.
2. Promote trade facilitation and build logistics distribution centers. We will support the sustained and stable operation of China-Europe freight trains and the combined sea-rail services from Changchun to Tianjin and Liaoning, open cross-border cargo charter routes, and expand international consolidation services, so as to facilitate the entry and exit, storage, transfer and consolidation of goods in areas under special customs supervision. We will build logistics distribution bases for Northeast Asia, Russia and Europe, and promote the formation of a logistics distribution center in Northeast Asia.
3. Extend the industrial chain to build testing and maintenance centers. Promote the construction of integrated platforms for research and development, incubation, testing and demonstration, and apply to the state to carry out bonded testing of imported vehicles, research and development and verification of imported sample vehicles, and pilot 3C and environmental protection test businesses; Carry out intelligent connected commercial vehicles, engineering vehicles, passenger cars and other test demonstrations, and build automobile testing service centers; Promote domestic well-known e-commerce platform enterprises and local 3C product maintenance enterprises to carry out return bonded maintenance business.
4. Explore the establishment of innovation highland, to build R & D design center. Actively support bonded research and development business, in addition to prohibited entry, inbound materials and testing items imported by enterprises in the zone and used for research and development and testing in the zone, exempt from mandatory product certification and organic product certification. Optimize the "bonded research and development special ledger", allowing enterprises to independently choose the write-off cycle and declare tax according to the actual inspection status. Enterprises in the zone are allowed to ship R&D finished products to domestic (outside the zone) for testing in accordance with relevant regulations.
5. Cultivate new momentum and new advantages, and build sales and service centers. Support comprehensive free trade zones in outsourcing services such as software testing and cultural creativity. Support the integrated bonded area to use the existing logistics + customs + warehousing and financial settlement services to create a new one-stop cross-border e-commerce cloud warehouse service of intelligent warehouse allocation + supply chain management, and encourage enterprises in the area to carry out B2B+B2C cross-border e-commerce warehouse allocation integrated services and business flow services.
(2) Innovate and develop the "three businesses".
6. Support bonded display trading and promote automobile bonded business. Support the shipment of goods from the special customs supervision area to the community pick-up point (fixed place) for display in the bonded state. Support comprehensive free trade zones in using import ports for complete vehicles to carry out bonded storage, display and export of used cars.
7. Promote the development of cross-border e-commerce business. Make full use of the Internet + cross-border big data + finance + brand deep integration business model to support enterprises to develop cross-border e-commerce retail import and export business. Promote new businesses such as cross-border live streaming e-commerce, cultural and creative product creation and display, and cross-border commodity cloud display, and build cross-border commodity cloud exhibition and sales platforms.
8. Supporting the exhibition and sale of cultural relics and works of art. It has established and improved the "identification and evaluation mechanism for the entry and exit of cultural relics", simplified the entry and exit examination and filing procedures for the storage, display and trading of cultural relics in special customs supervision areas, and established an "appointment system" for on-site examination and approval procedures for the entry and exit of cultural relics. Formulate an electronic filing system for cultural relics and cultural works of art in the special customs supervision area, and gradually realize the sharing of data and resources.
(3) Comprehensively improve the services of the "Six major Regulations".
9. Optimize the supervision of domestic sales. Policies such as tariff guarantee insurance and selective tariff collection for domestic sales will be imposed in the comprehensive bonded area. Key products such as mobile phones and auto parts manufactured in the comprehensive free trade zone will no longer apply for automatic import licenses when they are sold domestically. Guide certification bodies to provide related certification convenience for "same line, same standard and same quality" products, and provide intellectual property legal consulting services for enterprises such as brand authorization.
10. Improve customs clearance supervision. After completing the animal and plant quarantine procedures at the entry port, animal and plant products may first enter the supervision warehouse for sampling testing, comprehensive assessment and subsequent disposal. If the imported food in the comprehensive bonded zone meets the conditions and requires laboratory testing, the supervision of "release after sampling" can be implemented. Enterprises in the zone importing approved vaccines for human use or in vitro diagnostic reagents from abroad are allowed to inspect them in the comprehensive bonded zone with necessary supervision and inspection conditions.
11. Optimize enterprise credit management. Support enterprises in the special customs supervision area to apply for general certification enterprises or advanced certification enterprises. The customs establishes an enterprise credit information management system to implement credit management for enterprises, and gives high-quality enterprises more efficient regulatory supporting measures.
12. Optimize the customs auxiliary supervision system. Accelerate the application of Jinguan Phase II system and auxiliary management system, intelligent bayonet docking transformation, to achieve a unified system, unified account books, convenient customs clearance. Strengthen the construction of information systems and intelligent bayonets in special customs supervision areas, and improve the level of customs clearance services and customs clearance efficiency.
13. Optimize the regulation of interzone circulation of bonded goods. Point-to-point direct flow of bonded goods can be exempted from customs declaration. For the circulation of bonded goods between the special supervision areas of the customs, no longer handle customs formalities, implement the management mode of the transfer and transfer parties to declare and check the list respectively, the enterprise transport itself, and the system automatically collides.
14. Improve the model of information-based supervision. Support enterprises to strengthen cooperation with customs regulatory agencies and use information technology to achieve classified supervision of bonded and non-bonded goods.
(4) Safeguard measures
15. Strengthen financial support. Policy financial institutions are encouraged to strengthen export credit insurance, import and export credit and policy financing guarantee services, and industrial development funds are encouraged to invest in enterprises in the comprehensive bonded area in accordance with law.
16. Strengthen project support. The relevant departments and the local governments of the comprehensive free trade zone shall strengthen the overall planning of project resources, optimize the layout of leading enterprises and key projects to the comprehensive free trade zone, and accelerate the formation of open industry project clusters.
17. Promote institutional innovation. We will copy and promote institutional innovation in pilot free trade zones, and strengthen investment and trade liberalization and facilitation in comprehensive free trade zones.
18. Strengthen advocacy training. Do a good job in policy advocacy and interpretation, and carry out training in different categories and at different levels by holding information conferences, symposiums, training courses and lectures.
19. Strengthen performance evaluation. Evaluate and evaluate the import and export, actual use of foreign capital, total operating income and other indicators of the comprehensive bonded area as well as the national ranking, and give praise and preferential support of awards and subsidies to the comprehensive bonded area with fast growth and large carry range.
20. Strengthen accountability. Relevant departments of the central and provincial governments should strengthen policy research, refine work measures, and promote the landing of various policies directly to enterprises. The local people's government of the comprehensive free trade zone shall earnestly implement the main responsibility, strengthen management, optimize services, and provide guarantee for the planning, construction and development of the comprehensive free trade zone.
