Policy interpretation of the Implementation Opinions of Jilin Provincial People's Government on Accelerating the High-quality Development of the Province's National Development Zones

The relevant policies of the "Implementation Opinions on Accelerating the Promotion of High-quality Development of the Province's National Development Zones" Ji Zhengfa (2021) No. 16 (hereinafter referred to as the "Implementation Opinions") are interpreted as follows:
1. Drafting background and process
In July 2020, The State Council issued Several Opinions on Promoting the High-quality Development of National High-tech Industrial Development Zones (Guofa (2020) No. 7), proposing 21 policies and measures to provide policy support for the development of state-level development zones. At present, there are 14 state-level development zones in our province, including 5 state-level economic and technological development zones, 5 state-level high-tech industrial development zones, 2 state-level border economic cooperation zones and 2 state-level comprehensive bonded zones. In recent years, the construction and development have achieved good results, but there is still a gap compared with developed provinces. In order to implement the spirit of The State Council document and accelerate the promotion of the province's national development zones as a whole to become bigger and stronger, the Provincial Department of Commerce and the Provincial Department of Science and Technology studied and formulated the "Implementation Opinions", aiming to take the high-quality development of national development zones as a breakthrough and radiate to drive the better and faster development of the province's development zones. The "Implementation Opinions" were solicited in two rounds from the relevant units of the central and provincial governments, relevant regions and national development zones, and were revised and improved to reach a consensus. Procedures such as public participation, expert argumentation, risk assessment, collective discussion, legal consultation and legality review have been strictly implemented. The provincial government held a special meeting to jointly study the drafting and formulation of the "Implementation Opinions" with key departments such as the Provincial Party Committee Editorial Office, the Provincial Development and Reform Commission, and the Provincial Human Resources and Social Security Department, and make final confirmation on the relevant contents of the document. On August 13, 2021, the "Implementation Opinions" were reviewed and adopted by the executive meeting of the provincial government.
Ii. Main contents
The "Implementation Opinions" are divided into 23 specific measures in 6 aspects. It mainly includes:
First, we will continue to optimize the business environment, including three measures to increase decentralization, establish a direct reporting channel mechanism, and replicate and promote the reform experience of pilot free trade zones. The second is to deepen the reform of the system and mechanism, including improving the management system of the development zone, deepening the reform of the performance incentive mechanism, encouraging market-oriented operation, and taking the lead in promoting the reform of the science and technology system. The third is to accelerate industrial transformation and upgrading, including building a modern industrial system, promoting green and intensive development, accelerating the formation of industrial clusters, promoting the development of the whole industrial chain, increasing efforts to attract investment, and strengthening all-round cooperation. The fourth is to establish and improve the innovation ecosystem, including three measures to gather high-end innovation resources, improve the scientific and technological service system, and promote the transformation of scientific and technological achievements. Fifth, open wider to the outside world, including efforts to increase the level of foreign investment, improve the quality of foreign trade, and actively integrate into the global innovation network three measures. Sixth, strengthen policy guarantees, focusing on providing policy guarantees in terms of increasing support for elements such as finance, land, finance, and human resources.
Third, features and highlights
First, we will focus on improving the business environment. We will intensify efforts to delegate power. Focus on the whole chain of administrative approval of enterprise establishment, certificate handling, and project construction, and take the "a la carte" decentralization. Endow the provincial government of the development zone with the right to directly report matters of approval and report. Second, we need to crack down on institutional mechanisms. Emphasize the main responsibility of economic management and investment services, and streamline or divest social management functions according to local conditions. Support development zones to implement the appointment system and archives sealing system, and establish a performance evaluation system. Encourage the implementation of the "management committee + company" management model. Third, highlight the direction of industrial development. Guide development zones to develop towards industrial clusters and industrial chains. Focus on building 1-2 leading industrial clusters, focus on building 1-2 industrial chains around industrial clusters, and establish a "chain length system". Fourth, we will promote the establishment of a sound innovation ecosystem in development zones. We will give key support to gathering high-end innovation resources, improving the scientific and technological service system, and promoting the transformation of scientific and technological achievements.
