1. Eligibility requirements for declaration
This Guide only accepts non-classified technology submissions.
(1) The qualifications of the applicant
1. Basic requirements. The reporting unit shall be an enterprise or institution with independent legal personality, fixed premises, independent economic accounting, sound financial system and independent responsibility. Among them, as the declaration of the presiding unit should be registered in Jilin Province, such as enterprises and institutions.
2. Guarantee conditions. The applicant should have a good preliminary work foundation, a sound scientific research project management system, financial management system and better research and development conditions.
3, integrity conditions. The applicant should meet the requirements of scientific research integrity management, abide by the code of scientific and technological ethics, have a good scientific research credit record, and have not been punished for dishonesty.
4, research and development investment conditions. As the declaration host, the R&D investment in 2020 should account for no less than 1% of the main business income (science and technology service enterprises do not require R&D investment).
5, priority support conditions. Under the same conditions, priority will be given to projects that the applicant can invest the necessary funds and other supporting conditions; Give priority to projects invested by enterprises and jointly developed with universities and scientific research institutions; Give priority to teams or individuals who receive support from the National Science and Technology Talent Program; Give priority to supporting enterprises with R&D reserves filed in accordance with the Notice on Encouraging Enterprises to establish R&D Reserve System jointly issued by the Provincial Department of Industry and Information Technology, the Provincial Department of Science and Technology, and the provincial Department of Finance; Give priority to supporting the projects declared by private enterprises leading the implementation of national major science and technology programs and the successful establishment of National Technology Innovation Center (National Engineering Technology Research Center) and National Manufacturing Innovation Center; Give priority to projects declared by innovative counties (cities); Give priority to supporting cultural and scientific integration projects; Give priority to projects declared by high-tech enterprises.
(2) Qualification conditions for the project leader
1. Basic requirements. Each type of science and technology plan project shall have a person in charge, who shall be a regular employee of the unit where he/she belongs, and shall be on duty during the project implementation period. During the project implementation period, it shall be maintained stable except for very special reasons, and young scientific and technological personnel shall be encouraged to apply for and undertake the provincial science and technology development plan projects; In accordance with the requirements of the provincial Party Committee and the provincial government's "Several policies and Measures on Stimulating the vitality of Talents to Support talent innovation and Entrepreneurship (Version 2.0)", the high-level talents employed by the provincial employers in the establishment of R&D centers, open laboratories, technology transfer centers and other "talent enclaves" outside the province are regarded as working full-time in Kyrgyzstan, and can apply for the provincial science and technology development plan projects with the provincial employers as the unit.
2, integrity conditions. The project leader should meet the requirements of scientific research integrity management, abide by the code of science and technology ethics, have a good scientific research credit record, and the personnel within the punishment period of scientific research integrity prohibition cannot declare and participate in the application of Jilin Province science and technology development Plan project in 2022; If there are projects that are due for acceptance and are not accepted, and if the projects are terminated or revoked due to subjective or human factors, they cannot declare the 2022 Jilin Province science and technology development Plan project.
3. Restriction requirements. In accordance with the relevant spirit of the "Opinions on Further Carrying Forward the Spirit of Scientists and Strengthening the Construction of Style and Style of Study", in order to avoid multiple submission, cross-application and repeated project establishment of a topic, and ensure that the applicant has enough time and energy to engage in subject research, the application for the 2022 provincial science and Technology development Plan project is limited as follows:
1. The person in charge of the project (including the subject, the same below) can only declare 1 provincial science and technology development plan project in the same year (including all research projects including talent projects, the same below), and can only undertake 1 project in the same project category. "Provincial scientific research projects" refers to all kinds of provincial science and technology (social science) plans (special projects, funds, etc.) organized and implemented by the provincial relevant project management departments through the provincial financial arrangement (including the overall use of central financial funds by the provincial financial arrangement), and scientific research projects that adopt the method of open competition. It includes but is not limited to provincial science and technology development plan projects, provincial university research planning projects, provincial social science fund projects, provincial philosophy and social science think tank funds, provincial science and technology innovation think tank projects, etc. The project management departments include provincial Education Department, Provincial Science and Technology Department, Provincial Science and Technology Association, Provincial Academy of Social Sciences, Provincial Party Committee Publicity Department, etc.
3. The same project that has been supported by financial funds at or above the provincial level (including the provincial level) shall not be declared repeatedly or declared in a different guise; Those who intend to apply for other provincial scientific research projects with the same project or similar projects shall not apply for provincial science and technology development plan projects; The project applicant shall clearly list in the Project Declaration the information of the provincial and above scientific research projects undertaken by the project leader (fill in the projects obtained in the past three years), including the name of the project, funding agency, funding amount, project settlement, research start and end time, etc.; Applications shall not be submitted in the name of different applicants with basically the same or similar application materials; Where the content has a greater connection with the various levels and types of projects that have been applied, are under research or have been concluded, the connection and difference between the applied project and related projects must be explained in detail in the Project Declaration, otherwise it will be regarded as a duplicate application; If the same project has been repeatedly declared and received multiple grants, or the same applicant has made multiple declarations and obtained excessive grants, once found, the relevant project approval shall be cancelled and the project funding shall be recovered and included in the personal integrity file. The same project refers to the project that relies on the same content, the same goal, the same research method or technical route.
2. Application materials
Project declaration shall be conducted in parallel with online declaration and paper declaration. The online declaration materials and paper declaration materials shall be consistent, mainly including:
1. Project Declaration: All projects need to be submitted.
2, the relevant requirements of the enterprise for the application of the project host:
(1) The business is in good condition, attaches importance to research and development investment, and has the ability to provide research and development funds required by the project.
(2) A copy of the 2020 annual financial audit report audited by an accounting firm (including the business license of the accounting firm, the certificate of certified public accountant and the notes to the financial statements) shall be submitted, and the official seal of the enterprise shall be affixed.
(3) The special audit report on R&D investment in 2020 audited by an accounting firm shall be submitted (which shall be consistent with the declaration to the tax department). Including the accounting firm's business license, certified public accountant certificate) or submitted to the tax department for the record of the 2020 annual "Enterprise Income Tax Preferential Matters filing Form" of the research and development expenses deducted part (tax department seal) photocopy, and stamped with the official seal of the enterprise.
(4) For enterprises established on or after September 1, 2020, the financial audit report and special audit report on R&D investment from the date of establishment of the enterprise to June 30, 2021 (including the business license of accounting firm and the certificate of certified public accountant) shall be submitted. The financial audit report shall provide a copy of the notes to the financial statements and stamp the official seal of the company on the home page of the financial audit report and the special audit report respectively.
(5) High-tech enterprises within the validity period to provide relevant certificates, may not issue a special audit report on R&D investment.
(6) To apply for the local science and technology innovation guidance projects of science and technology special commissioner rural innovation and entrepreneurship projects, must submit a copy of the previous year's financial audit report audited by an accounting firm (including the accounting firm's business license, certified public accountant certificate), and stamped with the official seal of the enterprise, may not issue a special audit report on R&D investment.
(7) According to the requirements of the Notice on Establishing and improving the mechanism of Financial Fund distribution Review of Enterprises issued by the Provincial Department of Finance, the unified social credit code, the full name of the enterprise, the project name and the core content (within 200 words) are required for applying for discount funds. 3. Joint declaration requirements: The cooperation unit shall have the basis to support the cooperation of the project, and shall submit the cooperation agreement confirmed by both parties (including the cooperation mode, task decomposition, responsibilities of both parties, fund investment, ownership of intellectual property rights, representative signature, official seal of the unit, signing date, etc.). If the project is included in the plan, the content of the cooperation agreement will be the basis for signing the assignment letter, and cannot be changed in principle.
4. Other requirements: other related attachment materials separately required by different types of projects in each program category.
3. Declare precautions
1. Appropriation information collection. The relevant contents of the "Appropriation Information Collection" table in the project declaration are used for the appropriation after the project is established. The project applicant shall ensure the authenticity and integrity of the information filled in (not referred to as or simplified) to ensure the smooth channel of financial allocation. Jilin Province science and technology development plan project funding is divided into three levels, specifically:
(1) Medium straight unit. Transfer from the provincial science and technology department to the project unit, the project unit shall fill in: the full name of the unit name, the bank and the bank account number (must be the bank account number that can receive the appropriation funds);
(2) Provincial direct units. Through the provincial government Treasury zero balance payment system, the project unit must fill in the full name of the unit name, and also fill in the full name of the budget department;
(3) City (state), county (city) finance. Through the project reported by the city and county departments, when the project is allocated funds, in accordance with the requirements of the provincial financial allocation management, the provincial finance will be allocated to the city (state) and county (city) finance, and the city (state) and county (city) finance will be allocated to the project unit in a timely manner in accordance with the requirements of the fund management measures.
The project unit should attach great importance to the collection of funding information seriously, and the project unit's funding location (that is, the city and county finance bureau's territory) and the project unit's name, bank and bank account number must be accurate, true and complete, so that the city and county finance can timely allocate project funds. Due to the project unit's own reasons for filling in the incorrect information of the allocation location, the allocated funds will not be adjusted in principle, the original channel of funds will be returned to the provincial finance, and the project will be handled in accordance with the termination procedure.
2. Fill in the declaration form. The research content, assessment indicators and performance objectives (research objectives) of the project application should be reasonable, clear and verifiable; If the project is included in the plan, it will be used as the basis for signing the assignment, acceptance and performance appraisal, and it cannot be changed in principle. In the existing research basis of the project team, the previous relevant research results are limited to 5, and the results unrelated to the subject cannot be filled in, among which the paper results are implemented in accordance with the implementation plan of Jilin Provincial Department of Science and Technology to implement the bad guidance of "Only papers" in science and technology evaluation (Trial) (Jike Development Supervision (2020) No. 74) requirements.
3, according to the project support published paper requirements. Relevant papers published according to the projects funded by the provincial science and technology development plan need to mark the task book number, and can only mark the most directly related provincial science and technology development plan project funding words. 4. Ethical requirements of science and technology. The content of the project shall not violate the relevant requirements of the state and Jilin Province on the ethical governance of science and technology; Clinical medical research projects shall be examined by the ethics committee of the unit before they can be declared (the examination certificate issued by the medical ethics committee of the unit shall be provided).
5. Intellectual property requirements. Projects and applicants whose property rights of research results are unclear, project applicants or participants have bad credit records and are in the disciplinary period, and are suspected of infringing others' intellectual property rights cannot apply for the 2022 Jilin Province Science and Technology Development Plan projects.
6. Acceptance of project application. The project management information system will automatically compare with the provincial science and technology development plan projects declared in previous years, and the delayed projects, excess items, excess capital limits, repeated declarations of the same project, and inconsistent qualifications of the applicant will be automatically rejected; The information system automatically marks: bad credit history, similar project declaration content and other matters; Do not accept online declaration and paper declaration inconsistent, declaration materials without official seal, more than the deadline, no formal recommendation letter; Any declaration that does not meet the requirements of the Guidelines shall be deemed invalid; Those who intentionally declare in violation of regulations shall be dealt with in accordance with relevant provisions.
7. Timeliness of declaration materials. The intellectual property ownership certificate, Sino-foreign cooperation Agreement, technical standard, product testing (inspection) report, scientific and technological novelty search (retrieval) report, consulting report, product user's qualitative and quantitative use opinion (report) and other certification materials attached to the application materials must be within the validity period. If the limitation period is not indicated, the validity period shall be defined as 2 years.
8, carefully check the accuracy of the declaration materials. The reporting unit and the recommending unit shall carefully check the contents of the declaration and other relevant declaration materials, and submit them after confirming that they are correct. If the declaration information filled in is wrong, the applicant shall not modify it, and the consequences shall be borne by himself. The reporting unit needs to check the status of the project under research filled in by the project leader, avoid omissions, and be responsible for the authenticity, otherwise the amount of project declared by the unit will be limited management in the following years.
9. Need to submit science and technology report project. Starting from the 2022 provincial Science and Technology Development Plan project, including all research projects including Jilin Provincial Natural Science Fund, key research and development projects, major science and technology projects, international science and technology cooperation, local science and technology innovation guidance (park) project, young and middle-aged science and technology innovation and entrepreneurship outstanding talents (team) project (innovation) and R&D projects in innovation platform, etc. A technical report is required for acceptance.
10. Project execution cycle. The project execution cycle time is unified from January 1, 2022 to December 31, 202X, and the specific number of "X" is determined according to the number of years of the project execution period.
11. Requirements for defense. The person in charge of the project application must participate in the review and defense (if the person cannot participate in the defense for special reasons, the relevant certificate of the unit needs to be provided in advance). If the person does not participate in the review and defense for no special reason, the project will not be approved.
Iv. Declaration process
1. Declaration by the applicant. Project applicants log in the website of Jilin Province Science and Technology Department, enter the science and technology plan project management information system or directly log in the Jilin Province science and technology plan project management information system application website, fill in, upload and submit online, and download the printed paper declaration and other declaration materials after review and recommendation, three copies of the binding book, submitted to the recommended unit seal.
2, recommendation unit review recommendation. The scientific research management department of the provincial unit shall conduct online review and recommendation of the project declared by the unit, focusing on reviewing the application conditions and the authenticity of the application materials, sealing the paper declaration, and issuing an official recommendation letter stamped with the official seal of the unit (attached with the list of all recommended projects); City (state) or county (city, district), high-tech zones above the provincial level and all kinds of national development zones science and technology management departments together with the financial department of the jurisdiction of enterprises and institutions below the provincial level to declare the authenticity of the project and clarify the financial allocation of the science and technology management department online review and recommendation, science and technology management department, financial management department jointly stamped in the paper declaration. And issue a formal recommendation letter with the official seal of the science and technology management department and the financial management department of the recommended projects in the region (attached is a list of all recommended projects; The list of projects jointly recommended by the science and technology management department of development zones and industrial parks at or above the provincial level and the financial management department at the same level shall be submitted to the municipal and state finance bureau at the local and prefectural level for the record. The application information provided by the project declaration unit should be true and reliable, and the project recommendation unit should be responsible for the authenticity and reliability of the recommended project. If there is fraud, it should bear the corresponding responsibility in accordance with the provisions of the relevant project and fund management measures.
3. Submit application materials. The recommendation unit shall summarize the paper application materials of the recommended project, together with the official recommendation letter (in 3 copies, red-headed document, with number and official seal, among which, the official seal of the project recommended by the county and urban science and technology management department must be the official seal of the science and Technology Bureau), and send it to the Science and Technology Innovation Platform management center of Jilin Province, no formal recommendation letter will be accepted.

I. Requirements for submitting performance target materials
Guide fund projects shall fill in the performance target declaration form and the implementation form respectively. The above two forms are required to be completed annually, and the contents should be the results of the use of project funds in the current year. In accordance with the requirements of the guiding fund allocation year and implementation cycle, projects in the category of free exploration basic research and science and technology innovation base (platform) construction need to fill in the 2022 annual materials; Regional innovation system construction projects need to fill in the 2022 and 2023 year materials respectively; The transfer and transformation project of scientific and technological achievements shall be completed and reported when applying for acceptance and delivery.

The amount of guidance fund subsidy and the amount of project funds from other channels should be reported in the current year; Specific index values of the overall goal, output index, benefit index and satisfaction index of the project in the current year. The basic information and main research contents of the current annual project implementation should be reported, and the annual performance objectives and indicators of the project should be briefly described in text.
Second, performance evaluation requirements
(A) Performance evaluation time. At the end of each year, the provincial Department of Science and Technology and the provincial Department of Finance will organize the central government to guide the performance evaluation of local science and technology development funds. The corresponding performance targets will be submitted to the year, and the free exploration basic research and science and technology innovation base (platform) construction projects will carry out performance evaluation by the end of 2022; The regional innovation system construction category projects will carry out performance evaluation at the end of 2022 and the end of 2023 respectively; The performance evaluation of the transfer and transformation project of scientific and technological achievements shall be carried out at the same time of the warehouse acceptance.
(2) Performance evaluation materials. The provincial Department of Science and Technology and the provincial Department of Finance will issue a specific notice of performance evaluation at that time, and each project unit must carry out the annual performance self-evaluation work as required, and submit the performance evaluation report, including the implementation of funds, the development of related work, the completion of performance objectives and indicators, and the relevant certification materials of the report content. In principle, the guidance funds allocated in the year are completed in the year, and if there are extremely special circumstances that are not completed, the reasons need to be explained in the report.
(3) Application of evaluation results. The results of performance evaluation will serve as an important basis for project adjustment and follow-up support. If the performance objectives and indicators are not completed due to improper scientific research attitude, they will be dealt with accordingly according to the relevant requirements of Jilin Province science and technology development plan projects and scientific research integrity management.
Third, the recommendation unit review the recommendation material requirements
