According to the unified standard, graded construction, graded management and graded payment model, Siping City actively promotes the construction of e-government external network, takes the lead in the province to realize the full connection of the four levels of information highway, creating conditions for the realization of government services within the city's "one network to do", "can do in different places" and "the whole domain to do".

At present, the city, county, township and village levels have all completed the e-government external network access work, and a total of 1317 external networks have been connected. Among them, 44 are at the municipal level, covering 107 departments; 277 counties (cities) districts, covering 326 departments; 77 towns (streets) to achieve full coverage; 919 villages (communities) to achieve full coverage. The total investment in the construction of the city's e-government external network is 400.12 million yuan, of which 299,600 yuan at the city level, 912,800 yuan at the county level, and 2,788,800 yuan at the township (street) and village (community).
