Descriptions in Chinese

Has anyone noticed the last couple days, descriptions showing in Chinese? Last 3 or 4 days, I'll go to some listings and it'll show up in Chinese.I refresh the page and it's back in English.It hasn't been all listings, but like 2 or 3 out of 10.

I was just checking a sellers store and when you click any item, instead of being sent to the listing, you get a pop up where you can add the item to your cart.Is this something new or I just haven't seen it before?

Ending and relisting an item

When you end a listing, then relist it, when did they start giving it a new item number and shows it as a new listing? Before, it always kept the same item number and start date.
