If someone has your item in their shopping cart can another buyer still purchase it ?

Yes.
It isn't sold until someone commits to buy it.

Yup they sure can.

Yes, whoever pays first gets the item. I personally don't like this. Imagine shopping in a real store using a shopping cart where another shopper takes one or more items out of your shopping cart! Also this eBay policy of allowing other buyers to remove items from your shopping cart has a negative effect on combined shipping, where a buyer puts multiple items in a shopping cart before paying to realize a lower shipping cost.

Yes they can. It's called a shopping cart but, it's really just a shopping list. The items in it stay up for sale until purchased.

Yes, they can. Until they actually purchase it, it's still available to others.
Happy Selling

"Imagine shopping in a real store using a shopping cart where another shopper takes one or more items out of your shopping cart!"
Uh, you do know the eBay cart is not a real shopping cart, right? Like at the grocery store where someone can't take your cucumbers out of your cart. It's just a place to stash stuff you're thinking about buying. You can't put cucumbers on your Watch List at the grocert store - that's why they have real shopping carts. As for losing items in your cart to someone else while you're shopping, well..... just do your shopping using your Watch List instead, and don't put them in your cart until you're ready to pay up. Then you can lose them off your Watch List while you're dilly-dallying around.
"Also this eBay policy of allowing other buyers to remove items from your shopping cart has a negative effect on combined shipping..."
Would you really prefer that someone puts one (or more) of your items in their cart and lets them sit there for a couple of months while no one else can buy them? This would have a "negative efffect" on your sales.
