Jilin Daily News (Reporter Wang Dan intern Cheng Jiowen) In 2019, the National Healthcare Security Bureau organized the adjustment of the new version of the medical insurance drug catalog, and announced it in two batches (routine access part and negotiation access part). A total of 2,709 drugs were listed in the new catalogue, including 1,370 Western medicines and 1,339 proprietary Chinese medicines. Compared with the 2017 version, the drug structure is significantly optimized, and the ability to guarantee major diseases is significantly improved, reaching the expected adjustment goals.

In order to ensure the smooth implementation of the national 2019 version of the medical insurance drug catalog in our province, the Provincial Medical Security Bureau organized the information system data update and maintenance in advance, and jointly issued the Notice on Effectively Implementing the National Basic Medical Insurance, Work-related Injury Insurance and maternity Insurance Drug Catalog together with the provincial Human Resources and Social Security Department, which clarified the relevant payment provisions of the catalog. It strengthened the connection between the implementation of the new drug catalog and the policies of our province on increasing drugs, Chinese medicine decoction pieces, hospital preparations, payment of unrenewed drugs, and change of some drug name information.

At present, our province organized experts to select 32 kinds of cancer and specialty drugs with higher prices, longer courses of treatment and suitable for outpatient use into the scope of special drug management. In addition to hospitalization, insured patients who meet the conditions for the use of special drugs can also be reimbursed for special drug costs incurred in outpatient clinics and pharmacies (designated institutions for special drugs), which better meets the basic drug needs of insured people. Effectively reduce the economic burden of insured patients suffering from serious diseases.

It is reported that the adjustment of the medical insurance drug catalogue routine access part of a total of 148 new varieties, covering the priority of national essential drugs, cancer and rare diseases and other major disease treatment drugs, chronic disease drugs, children's drugs. Among them, 5 drugs for the treatment of major diseases, 36 drugs for chronic diseases such as diabetes and 38 drugs for children were added through routine access, and 74 essential drugs were adjusted from Class B to Class A. Focusing on oncology, rare diseases, chronic diseases and children's drugs, 70 of 119 new drugs were successfully negotiated, including 52 Western medicines and 18 proprietary Chinese medicines, with an average price reduction of 60.7%. The average reduction of the three hepatitis C drugs was more than 85%, and the average reduction of cancer, diabetes and other drugs was about 65%. 27 of the 31 renewed drugs were successfully negotiated, with an average price reduction of 26.4%.

Most of the drugs successfully negotiated are newly listed drugs with high clinical value in recent years, such as PD-1 tumor immunotherapy drugs that have attracted much attention and oral drugs that can cure hepatitis C, etc. More targeted and chemotherapy drugs are available for lung cancer, rectal cancer and breast cancer, and the negotiation of drugs such as Bosentan and megastat is successful. So that patients with pulmonary hypertension, type C Niemannpick disease and other rare diseases get rid of the list of no drugs in the dilemma, diabetes, hepatitis B, rheumatoid arthritis, multidrug-resistant tuberculosis, chronic obstructive pneumonia and other patients have more high-quality new drugs to choose from. In terms of key areas, all 5 essential drugs were successfully negotiated, 22 anti-cancer drugs, 7 drugs for rare diseases, 14 drugs for chronic diseases (including diabetes, hepatitis B, rheumatoid arthritis, etc.), and 4 drugs for children were successfully negotiated.
