The provincial Development and Reform Commission, the provincial Department of Finance, the provincial Department of Commerce, the Provincial Department of Ecology and Environment, the provincial Tax Bureau and other relevant units in charge of the newly issued "Jilin Province on the stability and expansion of automobile consumption specific measures" for detailed interpretation.

The automobile industry is a big pillar industry in our province, which plays a very key supporting and driving role in the economic and social development of the province. The "Specific measures" introduced this time mainly from the extension of national six emission standards switching time, encourage the purchase of new energy vehicles, accelerate the elimination of old trucks, unimpeded used car trading, increase credit support and other aspects to promote automobile consumption, a total of five specific measures.

Implement the relevant requirements for the implementation of the National six emission standards. The implementation date of the National Six emission standards for light vehicles will be extended from July 1, 2020 to January 1, 2021. Light vehicles with National V emission standards produced and imported before July 1, 2020, are allowed to be sold and registered in the province before January 1, 2021. Without approval, all localities may not implement the vehicle emission standards determined by the State in advance.

We will implement fiscal and tax support policies for the purchase of new energy vehicles. Our province has issued the "Jilin Province 2019-2022 New Energy Vehicle Promotion and Application Subsidy Fund Management Measures", and new energy vehicles purchased before December 31, 2022 are exempt from vehicle purchase tax. Encourage consumers to buy new energy vehicles. We will accelerate the promotion and application of new energy vehicles in urban public transport and other fields.

We will accelerate the phasing out of obsolete diesel trucks. Formulate the Implementation Plan for the Elimination of Old Cargo Trucks and gas Vehicles, carry out road inspection, road inspection and household supervision and random testing, and implement all-weather and all-round emission monitoring of diesel vehicles. Urge the provincial scrapped motor vehicle recycling and dismantling enterprises to do a good job of dismantling old vehicles according to law. The opening countries banned diesel trucks below three, and increased penalties for driving vehicles with unqualified emissions on the road.

Unimpeded circulation and trading of second-hand cars. Accelerate the establishment of second-hand car service outlets. The policy of restricting the relocation of used cars will be fully abolished, and used cars that meet the national emission standards for in-use vehicles and the relevant national technical requirements for motor vehicles, within the validity period of regular environmental protection inspections, and that pass the technical inspection of motor vehicle safety or are valid for inspection can be moved in. Actively strive for pilot export of used cars. From May 1, 2020 to December 31, 2023, taxpayers engaged in the used car dealership business will be subject to VAT at a reduced rate of 0.5% on the sale of their acquired used cars.

Make good use of automobile consumption finance. By appropriately reducing the payment ratio and loan interest rate, extending the repayment period, providing a variety of repayment methods and other means, increase the credit support for automobile personal consumption.
