Northeast Asia-North America cross-border e-commerce comprehensive bonded base project.
(II) Project background
1. The great initiative of "community of shared future for mankind" needs to be implemented, and the implementation needs to be "the government takes the stage and the enterprises play the opera". The most suitable enterprise is the enterprise that can provide a package of cross-border trade services for enterprises that want to "go out" and contribute to the great initiative of "the community of human destiny".
2. The goods and services of China's "workshop to the world" need to be exported globally. The export to the world, not every enterprise can be completed independently, more enterprises are in need of a capable, strong, systematic, can provide a full range of comprehensive services of the service body, to provide them with a package of cross-border trade services, in order to reduce costs, improve earnings; Reduce risk and increase success rate.
This project is initiated under such a background.
(3) Project basis
1. The overall basis of the "implementation of the domestic cycle, domestic and international double cycle strategic pattern" proposed by the Party Central Committee.
2. Under the guidance of the General Administration of Customs' "Announcement on the Pilot of Cross-border E-commerce Business-to-Business Export Supervision" (especially the provisions 9710 and 9810), to solve the practical needs of domestic enterprises for overseas B2B terminals and overseas warehouses, and take the lead in building an integrated cross-border trade service platform at home and abroad for Jilin Province and even the whole car.
(4) Project purpose
With Chinese enterprises (especially Jilin enterprises) as the main cross-border trade service object, import and export cross-border trade service as the main business, and e-commerce as the main operation platform model, we take the lead in building a "going out" cross-border trade service platform overseas for domestic enterprises, especially Jilin enterprises, to solve the actual needs of enterprises for overseas 2B/2C terminals and overseas warehouses. For Jilin enterprises and even national enterprises in overseas to establish a "buy global, sell global" multi-functional one-stop cross-border bonded comprehensive operation service. Help domestic enterprises to expand the capacity to transfer production capacity and export capacity to earn foreign exchange, reduce operating costs, help enterprises to achieve rapid "going out" in the new economic form, quickly integrate into the big system of trade globalization, and share the dividend of global trade.

Centering on the United States and radiating to the whole North America, it has become a comprehensive cross-border bonded operation service (including production and processing) of goods and services in Northeast Asia with the largest volume, the most complete functions, the widest network, the deepest channels, the most categories and the best services in North America.

1. Location advantage of American bases
The United States customs base, adjacent to the eastern coast of the United States mainland, the west coast of the Atlantic Ocean, is located in the United States third largest port - the inland port of Charleston across the road, and only one way away from Charleston 212 miles, is located in the northern region of the industrial center. Its strategic location on the I-85 corridor between Atlanta and Charlotte provides convenient access to 100 million consumers within a 500-mile radius, making it the eastern starting point of the East-West corridor and trunk line in the United States.
The world's largest transit warehouses of manufacturers such as BMW, Mercedes-Benz, Volvo, Boeing and Amazon and Walmart are all within a 3-hour drive. The use of this base can reduce the freight rate of containers by about $150 per box. After arriving at the port of Charleston, foreign containers can be transported by train within a few hours to Yatai Gaoge bonded base storage, the whole process of low freight and no immediate settlement of tariffs, which can provide customers with more flexible and convenient services.
2. Location advantage of SAN Luis Potosi base in Mexico
SAN Luis Potosi is located in the center of the country, and its 500km radius covers the top three cities of the country (Mexico City, Guadalajara and Monterrey). The SAN Luis Potosi area is Mexico's first and only bonded zone, with a series of preferential policies: goods are duty-free for five years after entering the port, and customs declaration is required before leaving the port. If the goods are exported, 16% IVA (Mexican excise tax, 16%) can be offset. The Mexican government offers some tax breaks to businesses in the area, and the Mexican Foreign Trade Bank also offers a 50% discount on service charges for businesses in the area.

At present, Yatai Gaoge North America comprehensive bonded base has completed the construction of the first base in the United States and Mexico respectively, and has been put into use. Among them:

It is located in the Foreign Trade Zone of Greer, South Carolina, USA at 154 Metro Ct, Greer, SC 29650. The bonded base covers a total area of 34,800 square meters and has been put into use.
Among them, the bonded warehouse has an area of 14,800 square meters, which is divided into high shelf storage warehouse, flat stacking storage warehouse, special goods storage warehouse, express warehouse, circulation processing and manufacturing plants, equipped with complete safety monitoring equipment and fire, wind proof, waterproof, moisture-proof and anti-theft five safety facilities. Electric forklift, logistics information system and other hardware and software equipment facilities are complete, can provide users with one-stop, intelligent and convenient services.
The outdoor site is 20,000 square meters, temporarily used as a parking lot, which can park 200 standard transport vehicles at the same time, and can also be built at any time according to needs.

2. Progress of base construction in Mexico
It is located in the foreign trade zone of SAN Luis Potosi State, Mexico, with a total area of 1,000 square meters, and the functions and service items are the same as the United States bonded base. The location is Av. Central 104, Edificio Alfa 305, Segundo Piso Oficina #7, Parque Logistico WTC, San Luis Potosi, S.L.P., C.P. 78395, Mexico.

4. Project planning
(1) Overall planning

(2) Three-year plan
1. Construction of overseas comprehensive bonded bases: Five bonded bases have been established in North America. Three in the United States, one in the east, one in the west and one in the middle; One in Vancouver or Ottawa, Canada, and one in Mexico. At present, it has completed the construction of two bases in South Carolina and SAN Luis Potosi, Mexico.
