Engagement, communication and participation of all the relevant local stakeholders remain among the most important tools for city officials to foster inclusive, resilient and law-abiding societies. A range of activities can reduce vulnerability and reinforce community resilience. These may require thinking innovatively about who may be able to contribute to community resilience, and bolstering the intervention capacities of communities themselves, including drawing on the resilience of groups that are often excluded, such as women and the youth, as well as members from the marginalised and vulnerable communities.
