On behalf of the 19th Central Committee, I now report to the Congress.
The 20th National Congress of the Communist Party of China is a very important congress held at a crucial moment when the whole Party and the people of all ethnic groups in China are embarking on a new journey to comprehensively build a modern socialist country and march toward the second centenary goal.
The theme of the Congress is: Hold high the great banner of socialism with Chinese characteristics, fully implement the Thought on socialism with Chinese characteristics for a New Era, carry forward the great spirit of Party building, strive with confidence, maintain integrity and make innovation, 踔厉 and forge ahead with courage and unity to build a modern socialist country in all respects and advance the great rejuvenation of the Chinese nation in all respects.
The Communist Party of China has gone through a century-long struggle. Our Party is committed to the eternal cause of the Chinese nation and to the noble cause of peace and development of mankind. Its responsibility is extremely heavy and its mission extremely glorious. All Party members must remain true to their original aspiration and keep their mission firmly in mind, be modest and prudent, work hard, have the courage to fight and be good at fighting, strengthen historical confidence, increase historical initiative, and write a more splendid chapter of socialism with Chinese characteristics for a new era.
First, the work of the past five years and the great changes of the new era in the decade
The five years since the 19th CPC National Congress have been extremely unusual and extraordinary. The CPC Central Committee held seven plenums to revise the Constitution, deepen reform of Party and state institutions, uphold and improve the system of socialism with Chinese characteristics, modernize China's system and capacity for governance, and formulate the 14th Five-Year Plan and the long-term goals for the next five years. We made decisions and resolutions on major issues such as the Party's major achievements in its century-long struggle and historical experience, made major strategic plans for the development of the cause of the Party and the country, united and led the whole Party, the armed forces, and the people of all ethnic groups in effectively responding to the severe and complex international situation and the enormous risks and challenges that followed, and pushed forward socialism with Chinese characteristics for a new era with a spirit of vigor and vitality.
Over the past five years, we have continued to strengthen the overall leadership of the Party and the centralized and unified leadership of the CPC Central Committee, made every effort to finish building a moderately prosperous society in all respects, fully implemented the new vision for development in a complete, accurate and comprehensive manner, focused on promoting high-quality development, proactively established a new development pattern, carried out reform at a steady pace, steadily promoted people's democracy throughout the whole process, and comprehensively promoted law-based governance. We will vigorously develop an advanced socialist culture, give priority to ensuring and improving people's wellbeing, concentrate on the fight against poverty, vigorously promote ecological progress, resolutely safeguard national security, guard against and defuse major risks, and maintain overall social stability. We will vigorously promote the modernization of national defense and the armed forces, carry out major-country diplomacy with Chinese characteristics on all fronts, and comprehensively advance the great new project of Party building. We solemnly celebrated the centennial of the founding of the Communist Party of China and the 70th anniversary of the founding of the People's Republic of China, formulated the third historical resolution, launched a Party-wide study and education program on Party history, built the CPC History Exhibition Hall, and called on the whole Party to study and practice the great spirit of Party building, so as to firmly and consciously remember the original mission and create a better future on our new journey. In particular, in the face of the sudden outbreak of COVID-19, we put people first and lives first, prevented imports from outside and rebound from inside, and unswervingly pursued a dynamic and unwavering approach. We carried out a people's war, a general war, and an interdict war against the epidemic, thus protecting people's lives and health to the greatest extent possible, and achieved major positive results in integrating epidemic prevention and control with economic and social development. In the face of the volatile and changing situation in Hong Kong, we effectively exercised full jurisdiction over the SAR in accordance with the Constitution and the Basic Law, enacted and implemented the Law on Safeguarding national Security in the SAR, and implemented the principle of "Patriots administering Hong Kong". The situation in Hong Kong achieved a major transition from chaos to governance, advanced the development of the Guangdong-Hong Kong-Macao Greater Bay Area, and supported Hong Kong and Macao in developing their economies, improving people's livelihood, and maintaining stability. In the face of the separatist activities of the "Taiwan independence" forces and the serious provocations of external forces interfering in Taiwan affairs, we have resolutely carried out a major struggle against separatism and interference, demonstrating our firm determination and strong capability to safeguard national sovereignty and territorial integrity and oppose "Taiwan independence". We have further mastered the strategic initiative to achieve the complete reunification of the motherland. It further consolidated the international community's adherence to the One-China policy. In the face of the rapid changes in the international situation, especially in the face of external blackmail, containment, blockade and maximum pressure, we put our national interests first, gave priority to domestic politics, maintained strategic resolve, carried forward the spirit of struggle, demonstrated our firm will not fear power, protected our national dignity and core interests in the struggle, and firmly held the initiative for our country's development and security. Over the past five years, our Party has united and led the people in overcoming many long-standing problems, accomplishing many major and important tasks concerning the long term, and making major achievements in the cause of the Party and the country that have attracted worldwide attention.
Comrades! It has been ten years since the 18th National Congress was held. In the past ten years, we have experienced three major events of great practical and far-reaching historical significance to the cause of the Party and the people: first, the centennial anniversary of the founding of the Communist Party of China; second, socialism with Chinese characteristics has entered a new era; third, we have accomplished the historic task of poverty alleviation and building a moderately prosperous society in all respects, and achieved the first centenary goal. This is a historic victory won by the united struggle of the Communist Party of China and the Chinese people, a historic victory that will go down in the history of the development of the Chinese nation, and a historic victory that will have a far-reaching impact on the world.
Ten years ago, we were faced with a situation in which tremendous achievements had been made in reform, opening up and socialist modernization, and remarkable results had been achieved in the great new project of Party building. This had laid a solid foundation, created good conditions and provided an important guarantee for our continued progress. At the same time, a series of prominent contradictions and problems that had accumulated over time and emerged urgently needed to be resolved. There are many problems in the Party with vague understanding and weak action in upholding the Party's leadership, and many problems in weakening, weakening, and weakening the Party's leadership. Some Party members and officials have been shaken in their political beliefs. In some localities and departments, formalism, bureaucracy, hedonism, and extravagance have been repeatedly banned. Development is unbalanced, uncoordinated, and unsustainable. The traditional model of development is not sustainable. Deep-seated institutional problems and barriers of entrenched interests are becoming increasingly apparent. Some people lack confidence in the socialist political system with Chinese characteristics, and there are serious problems such as lawlessness and lax law enforcement. Wrong thoughts such as money worship, hedonism, extreme individualism and historical nihilism appear from time to time. The chaos of Internet public opinion has seriously affected people's thoughts and the environment of social public opinion. There are many weak links in ensuring people's livelihood. Resources and environment constraints are tightening, environmental pollution and other problems are prominent; The system for safeguarding national security is not perfect, the ability to cope with major risks is not strong, and there are many weaknesses in the modernization of national defense and the armed forces. The systems and mechanisms for implementing "one country, two systems" in Hong Kong and Macao are not sound; National security is seriously challenged, and so on. At that time, many people in the Party and society were worried about the future of the Party and the country. In the face of these prominent contradictions and problems affecting the Party's long-term governance, the country's lasting peace and stability, and the people's happiness and well-being, the CPC Central Committee evaluated the situation, made bold choices, forged ahead with determination, overcome difficulties, and united and led the whole Party, the entire army, and the people of all ethnic groups in rolling up their sleeves to work hard, in spite of rain and shine, and resolutely engaged in a great struggle with many new historical features.
We have made a series of landmark achievements, withstood risks and challenges in politics, the economy, ideology and the natural world, made historic achievements and made historic changes in the cause of the Party and the country, and pushed our country on a new journey to fully build a modern socialist country.
-- We formulated the Thought on Socialism with Chinese Characteristics for a New Era, defined the basic strategy for upholding and developing socialism with Chinese characteristics, and put forward a series of new ideas, thoughts and strategies for governing the country, thus achieving a new leap forward in adapting Marxism to Chinese conditions and to The Times. We have continued to use this innovative theory to equip our minds, guide our practice, and advance our work. It has provided fundamental guidelines for the development of the cause of the Party and the country in the new era.
-- We comprehensively strengthen the leadership of the Party, make clear that the most essential feature of socialism with Chinese characteristics is the leadership of the CPC, that the greatest strength of the system of socialism with Chinese characteristics is the leadership of the CPC, that the CPC is the highest political leadership force, that the centralized and unified leadership of the CPC Central Committee is the highest political principle, that the system of Party leadership should be systematically improved, and that the whole Party should enhance the "Four consciences". We must consciously maintain a high degree of consistency in thought, politics and action with the Central Committee of the Party, constantly improve our political judgment, political understanding and political execution, ensure the authority and centralized and unified leadership of the Central Committee, and ensure that the Party plays its role as the core of leadership in overall planning and coordinating all parties, and this Marxist party with more than 96 million members will be more united and unified.
-- We made a scientific and complete strategic plan for the development of the cause of the Party and the country in the new era, put forward the Chinese dream of realizing the great rejuvenation of the Chinese nation, advanced the great rejuvenation of the Chinese nation through Chinese-style modernization, coordinated the great struggle, great project, great cause, and great dream, and clarified the overall plan of the Five-sphere integrated plan and the four-pronged strategic plan. We will set the general tone for pursuing progress while maintaining stability, balance development and security, and make it clear that the principal contradiction facing Chinese society is that between unbalanced and inadequate development and the people's ever-growing needs for a better life. -- Through continued efforts, we achieved the thousand-year dream of the Chinese nation of well-off people. Our country's development is now standing at a higher starting point in history. We have carried out targeted poverty alleviation and made every effort to win the biggest battle against poverty in human history. All 832 poverty-stricken counties in China have been lifted out of poverty, nearly 100 million rural people have been lifted out of poverty, and more than 9.6 million poor people have been relocated from inhospitable areas. This has historically solved the problem of absolute poverty and made a major contribution to global poverty reduction.
-- We put forward and implemented a new vision for development, worked hard to promote high-quality development, promoted the establishment of a new development pattern, carried out supply-side structural reform, formulated a series of major regional strategies of overall significance, and achieved a historic improvement in China's economic strength. China's GDP increased from 5.4 trillion yuan to 114 trillion yuan. China's economic aggregate accounted for 18.5 percent of the world economy, an increase of 7.2 percentage points, ranking second in the world. Per capita GDP increased from 39,800 yuan to 81,000 yuan. China's total grain output now ranks first in the world, ensuring food and energy security for more than 1.4 billion people. The urbanization rate rose by 11.6 percentage points to 64.7 per cent. China's manufacturing industry and foreign exchange reserves rank first in the world. China has built the world's largest network of high-speed railways and expressways. Major achievements have been made in the development of airports, ports, water conservancy, energy, information and other infrastructure. We accelerated efforts to promote self-reliance in science and technology. China's R&D expenditure increased from 1 trillion yuan to 2.8 trillion yuan, ranking second in the world, and the number of R&D personnel ranked first in the world. Basic research and original innovation have been strengthened, breakthroughs have been made in some key and core technologies, and strategic emerging industries have grown stronger. Major achievements have been made in manned spaceflight, lunar exploration and fire exploration, deep-sea exploration, supercomputers, satellite navigation, quantum information, nuclear power technology, new energy technology, large aircraft manufacturing, and biomedicine-making.
-- With great political courage, we comprehensively deepened reform, launched a tough battle for reform, and strengthened the top-level design of reform. We dared to dive into deep waters, crack hard bones, wade through treacherous waters, and face new problems and challenges. We broke free from ideological constraints and barriers of entrenched interests, and resolutely removed institutional shortcomings in all fields. Historic changes, systematic remodeling, and overall restructuring have taken place in many areas. A new round of reform of Party and state institutions has been fully completed. The system of socialism with Chinese characteristics has become more mature and established, and the modernization of China's governance system and capacity has improved significantly.
-- We have adopted a more proactive strategy of opening up, built a network of high-standard free trade zones facing the world, accelerated the construction of pilot Free trade zones and the Hainan Free Trade Port, and jointly built the Belt and Road into a well-received international public good and a platform for international cooperation. China has become a major trading partner of more than 140 countries and regions, ranks first in the world in terms of total trade in goods, and leads the world in attracting foreign investment and outbound investment. China has opened up to the outside world in a wider, broader and deeper scope.
-- We have adhered to the path of socialist political development with Chinese characteristics and developed people's democracy in an all-round way. Socialist democratic politics has been institutionalized, standardized, and procedualized in an all-round way. Socialist consultative democracy has been widely carried out. The Party's basic policy on religious work is fully implemented, and human rights are better protected. Further progress has been made in building a socialist country under the rule of law, the overall pattern of comprehensively law-based governance has taken shape, the development of a socialist legal system with Chinese characteristics has been accelerated, major progress has been made in the reform of the judicial system, social fairness and justice have been strengthened, and new progress has been made in the development of the rule of law in China.
-- We have established and adhered to the fundamental system whereby Marxism holds the guiding position in the field of ideology. The Party's theory of innovation in the new era has gained popular support, core socialist values have spread widely, fine traditional Chinese culture has been creatively transformed and developed, cultural undertakings have become increasingly prosperous, the Internet ecosystem has continued to improve, and the situation in the field of ideology has undergone overall and fundamental changes. We solemnly celebrated the 90th anniversary of the founding of the Chinese People's Liberation Army and the 40th anniversary of reform and opening up, the 70th anniversary of the victory of the Chinese People's War of Resistance against Japanese Aggression and the World Anti-Fascist War, and the 70th anniversary of the Chinese People's Volunteers going abroad to fight against the US and aid the DPRK. We successfully hosted the Beijing Winter Olympics and Paralympics. The whole Party and the people of all ethnic groups in China have significantly increased their cultural self-confidence and become more energetic.
-- We have fully implemented the philosophy of people-centered development, and made continuous efforts to ensure that the young and young have access to education, education, employment, medical care for the sick, housing for the elderly, and support for the weak, thus improving people's lives in all respects. Average life expectancy rose to 78.2 years. The per capita disposable income has increased from 16,500 yuan to 35,100 yuan. More than 13 million new urban jobs are created every year. China has put in place the world's largest education, social security, and medical and health systems, achieved a historic leap in the level of universal education, covered 1.04 billion people with basic old-age insurance, and kept the participation rate of basic medical insurance at 95 percent. There are 1.30 billion people online. The people's sense of gain, happiness and security has become richer, more secure and more sustainable, and new progress has been made in achieving common prosperity.
-- We are committed to integrated protection and systematic management of mountains, rivers, forests, fields, lakes, grass, and sand. We have strengthened ecological and environmental protection in all areas and throughout the whole process. We have improved institutions and systems for promoting ecological progress. Ecological and environmental protection has undergone historic, transformational and overall changes, and our motherland's sky is bluer, mountains are greener and water is clearer.
-- We have adhered to the overall concept of national security, constantly improved the national security leadership system, the rule of law system, the strategic system, and the policy system, and never gave up an inch on issues of principle. We have upheld national sovereignty, security, and development interests with a firm will and quality, and comprehensively strengthened national security. The social governance system featuring joint contribution, joint governance and shared benefits has been further improved, ethnic separatist forces, religious extremist forces, and violent terrorist forces have been effectively contained, the special campaign against crime and evil has achieved initial results, effectively responded to a series of major natural disasters, and the peaceful China project has reached a higher level.

-- We have comprehensively advanced major-country diplomacy with Chinese characteristics, promoted the building of a community with a shared future for mankind, firmly upheld international fairness and justice, advocated and practiced genuine multilateralism, unequivocally opposed all hegemonism and power politics, and unwaveringly opposed all acts of unilateralism, protectionism and bullying. We have improved the overall layout of our diplomacy, actively built a global network of partnerships, and promoted the building of a new type of international relations. As a responsible major country, we have taken an active part in the reform and development of the global governance system, and carried out international cooperation in the fight against COVID-19, which has won widespread international praise and significantly increased China's international influence, appeal and shaping power.
We will start with the formulation and implementation of the eight Provisions of the Central Committee, propose and implement the general requirements for Party building in the new era, guide all work in Party building with Party political building, adhere to the ideological and institutional efforts to build the Party, seriously conduct political activities within the Party, and continue to carry out centralized education within the Party. We will put forward and adhere to the Party's organizational line in the new era, highlight political criteria for selecting the competent, strengthen political inspections, form a relatively complete system of intra-Party regulations, and encourage the whole Party to uphold its ideals and beliefs, strictly organize its system, and strictly enforce discipline rules. We have worked tirelessly to correct and enforce discipline, corrected the "four winds" with the spirit of driving a nail, fought against the ideology and phenomenon of privilege, and resolutely remedied the perverse tendencies and corruption among the people. We have put an end to some long-standing malpractices and rectified some stubborn problems that have persisted for many years. We have launched an unprecedented anti-corruption campaign. With the mission of "offending hundreds of people and fulfilling 1.4 billion", we have taken on the task of eradicating diseases and diseases. We dare not, cannot and do not want to carry out corruption. To ensure that the power entrusted by the Party and the people is always used for the well-being of the people. Through unremitting efforts, the Party has found a second answer to the historical cycle of the rise and fall of chaos: self-revolution. To ensure the reliability of food, energy, industrial and supply chains and to prevent financial risks, many major issues need to be addressed. Reform in key areas still has many tough bones to tackle. There are challenges in the ideological realm; There is still a large gap in development between urban and rural areas and between regions and in income distribution. People face many difficulties in employment, education, medical care, childcare, elderly care, and housing. The task of ecological and environmental protection remains arduous. Some party members and officials lack the spirit of responsibility, the ability to struggle is not strong, the spirit of hard work is insufficient, formalism and bureaucracy are still prominent. Rooting out the breeding ground for corruption remains a daunting task, and so on. We have already taken a series of measures to address these problems, and we must intensify our efforts in the future.
Comrades! The great achievements of the new era are made by the Party and the people working together, working hard and working hard. China has a more solid material foundation and a better institutional guarantee for development, and the great rejuvenation of the Chinese nation has entered an irreversible historical process. In the 21st century, China's scientific socialism is full of new vitality, and the Chinese-style modernization has provided a new option for mankind to realize modernization. The CPC and the Chinese people have offered more and better Chinese wisdom, Chinese solutions and Chinese strength to solve the common problems facing mankind, and made new and greater contributions to the noble cause of peace and development of mankind.
Second, open up a new realm of adapting Marxism to Chinese conditions and The Times
Marxism is our fundamental guiding ideology for building the Party and the country and revitalizing the Party and the country. Practice tells us that the reason why the CPC is capable and why socialism with Chinese characteristics is good is, in the final analysis, a Marxist practice that is adapted to The Times in China. Our Party has the courage to carry out theoretical exploration and innovation, deepening its understanding of the laws governing the Communist Party, the laws governing socialist construction, and the laws governing the development of human society from a new perspective, and achieving major theoretical innovations, which are embodied in the Thought on Socialism with Chinese Characteristics for a New Era. The "Ten clarifications", "Fourteen adherence" and "Thirteen achievements" proposed at the 19th National Congress and the Sixth Plenary Session of the 19th Central Committee sum up the main contents of this thought, which must be adhered to and continuously enriched for a long time.
Chinese Communists are fully aware that only by combining the basic principles of Marxism with China's specific realities and fine traditional Chinese culture, and by persisting in the application of dialectical and historical materialism, can we correctly answer the major questions posed by The Times and practice, and can we always maintain the vitality and vitality of Marxism.
Upholding and developing Marxism must be integrated with China's specific realities. We insist on taking Marxism as our guide to solve China's problems by applying its scientific world outlook and methodology, rather than reciting and repeating its specific conclusions and phrases, still less taking Marxism as an immutable dogma. We must emancipate our minds, seek truth from facts, keep pace with The Times, be true-seeking and pragmatic, proceed from reality in all matters, focus on solving the practical problems of reform, opening up and socialist modernization in the new era, constantly answer the questions of China, the world, the people and The Times, give correct answers in line with China's reality and the requirements of The Times, and arrive at a scientific understanding consistent with objective laws. To form theoretical achievements that keep pace with The Times and better guide China's practice.
Upholding and developing Marxism must be combined with the fine traditional Chinese culture. Only by taking root in the fertile historical and cultural soil of the country and the nation can the tree of Marxist truth take root and flourish. The fine traditional Chinese culture has a long history and is extensive and profound. It is the crystallization of the wisdom of the Chinese civilization. It embodies the values of "the world is for the public, the people are the foundation of the state, governance is based on virtue, innovation and innovation is based on merit, harmony between man and nature, unremitting self-improvement, commitment to moral values, good faith and good neighborliness."
