The pilot reform will be rolled out across the country from January 1, 2020.
It is understood that the "two-step declaration" is an important customs clearance reform measure to adapt to the characteristics of international trade and the needs of security and convenience, and further compress the overall customs clearance time. Under this customs clearance mode, enterprises will declare 105 items in two steps respectively. For goods that do not involve import ban control, inspection or quarantine, enterprises only need to declare 9 items and confirm 2 logistics items; For those involving import prohibition and control, inspection or quarantine, two and five items will be added to the declaration respectively. If the goods are not subject to tax or inspection, they can be taken away; It may also be removed if the dutiable goods have been submitted for tax guarantee, or if the customs has completed the inspection of the goods to be inspected. The second step is complete declaration, the enterprise shall supplement the declaration of other items within the specified time, and go through customs formalities such as tax payment.
The relevant person in charge of Changchun Customs said that the "two-step declaration" further "pushes forward and backward" the customs supervision link, and realizes the customs' small intervention or even no intervention in logistics. For enterprises, the pick-up speed after the "two-step declaration" is faster, the time of the goods in the dock is reduced, and the import cost can be compressed. At the same time, enterprises can also have more time to prepare customs declaration documents and reduce declaration errors.
At present, import and export enterprises can choose the "two-step declaration" or the existing model. In the future, the customs will build a scientific risk prevention and control mechanism, and after the "two-step declaration", the proportion of enterprises with high credit ratings will be greatly reduced by customs spot checks.
