The State Council held a press conference on February 17. Miao Wei, Minister of Industry and Information Technology, said at the meeting that China has firmly ranked as the world's first manufacturing country and network power. More than 220 kinds of major industrial products ranked first in the world in output, and 56 manufacturing enterprises entered the list of the world's top 500 enterprises in 2015. China has built the world's largest 4G network, with the total number of Internet users reaching 731 million from 457 million. Miao Wei introduced that in the four years since the current government, the domestic and foreign economic situation is complex and severe, the industrial and information system adheres to the new concept to lead the new development, adheres to the main line of promoting supply-side structural reform, focuses on the overall strategic situation of manufacturing power and network power construction, and strives to strengthen strategic planning, especially to promote the introduction and full implementation of "Made in China 2025". Clear development path and policy measures. Through these two years of efforts, the construction of manufacturing power has taken solid steps. Further progress has been made in integrating IT application with industrialization, and in deepening civil-military integration. Notable achievements have been made in mass entrepreneurship and innovation and the Internet Plus initiative. The industrial and communications industries have maintained steady operation, continued to optimize structural adjustment, and improved the quality and efficiency of development.

First, the overall scale and overall strength have been further improved. China ranks steadily as the world's largest manufacturing and network power. More than 220 kinds of major industrial products ranked first in the world in output, and 56 manufacturing enterprises entered the list of the world's top 500 enterprises in 2015. The world's largest 4G network was built, the total number of Internet users increased from 457 million to 731 million, and four companies entered the top 10 global Internet companies by market value.

Second, our capacity for innovation has been significantly enhanced. Breakthroughs were made in a number of high-end equipment. The Shenzhou spacecraft series has been successfully launched; the Jiaolong manned submersible has been successfully developed; the ARJ21 new regional airliner has been put into commercial use; the Three Gorges ship lift on the Yangtze River has set a new world record; multi-axis precision heavy-duty machine tools and other products have become advanced in the world; and high-speed rail, nuclear power and communications equipment are globally competitive.

Third, solid steps have been taken to integrate the manufacturing industry with the Internet. The level of intelligent manufacturing has been significantly improved, standard architecture has taken initial shape, new breakthroughs have been made in the research and development and application of a number of core technologies and equipment, some new models of intelligent manufacturing have begun to be replicated and promoted, and Internet-based "mass innovation" platforms have grown rapidly. The penetration rate of digital design tools in enterprises exceeded 61.8%, and the numerical control rate of key processes reached 45.4%. The industrial Internet has developed rapidly, and the implementation of the two integrated management systems has made solid progress.

Fourth, the industrial structure continued to improve. The transformation and upgrading of traditional industries was accelerated. Smooth progress was made in phasing out backward production capacity and reducing excess capacity. Strategic emerging industries and advanced manufacturing industries grew rapidly, and new forms and models of business kept emerging. Strategic emerging industries accounted for about 8% of GDP in 2015. Robotics, mobile Internet, cloud computing, big data and other industries have grown rapidly, and the new energy vehicle market has shown explosive growth, ranking first in the world in annual sales for two consecutive years.
