According to the Notice of The General Office of the State Council on Issuing the Provisions on the Functional Allocation of the Internal Organs and Staffing of the Ministry of Personnel (State Office of the People's Republic of China (1998) No. 107), the main responsibilities of the Ministry of Personnel are:
(1) To study and formulate personnel system reform plans and programs, formulate personnel management policies and regulations, establish a scientific and legalized personnel management system and conduct supervision and inspection; To study and formulate policies and regulations on the assignment and diversion of personnel for institutional reform.
(2) To formulate general plans, structural adjustments and macro-policies on wage distribution for the staff of state organs and public institutions, and to formulate personnel plans and wage plans for state organs and public institutions.
(3) To administer the construction of professional and technical personnel and professional and technical teams throughout the country. To be responsible for the planning and training of senior specialized personnel; Organize the selection of young and middle-aged experts with outstanding contributions and experts enjoying special government allowances, and be responsible for the management of experts in China (returning to China); Research and improve the post-doctoral system; To be responsible for the resettlement of overseas students back to China, job adjustment and related scientific research funding; To be responsible for the continuing education of professional and technical personnel; To study and formulate management policies and regulations on the entry and exit of key professional and technical personnel and the recruitment of key professional and technical personnel by foreign institutions in China, and organize their implementation.

(5) To improve the State civil service system, formulate policies and regulations on the administration of State civil servants, and guide and coordinate the implementation of the State civil service system among localities and departments.
(6) To undertake the appointment and removal of leading personnel of large state-owned enterprises and enterprise groups under the supervision of The State Council; To be responsible for the selection, assessment and training of leading personnel of large state-owned enterprises and enterprise groups supervised by The State Council; To undertake the daily work and assignments of the Central Working Committee for Large Enterprises; To study and guide the reform of enterprise personnel system.

(8) To be responsible for the planning and development of human resources, to formulate policies and regulations on the flow of human resources, to develop and standardize the human resources market, to establish the access system for foreign talent agencies and organizations to enter China's human resources market, and to establish and improve the arbitration system of personnel disputes; To participate in the reform of the employment system of college graduates and the formulation of employment policies for college graduates, and put forward the mandatory distribution plan of college graduates that the state urgently needs and should guarantee; To undertake the selection and deployment of national personnel with special needs; To study and formulate policies and regulations on the transformation from agriculture to non-agriculture according to the division of labor and organize their implementation.

According to the Notice of The General Office of the State Council on Issuing and Distributing the Provisions on the Functional Allocation of the Internal Organs and Personnel Establishment of the Ministry of Personnel (State Office of Development (1998) No. 107), the Ministry of Personnel has 11 functional departments (offices, bureaux and offices) :
(1) General Office
To assist the leaders of the Ministry in the comprehensive coordination, supervision and inspection of government affairs, business and other related work; to be responsible for the organization of important meetings, message processing, public relations, information synthesis, secretarial affairs, archives, letters and visits, confidentiality protection, financial management of the department; to manage the public affairs and administrative work of the department; To study and formulate information management and network planning and standards in the field of personnel and talents, organize and guide the construction of information systems; Financial audit of the department of Management and the units directly under it.
(2) Department of Policies and Regulations
