Agencies directly under The State Council
In accordance with the institutional reform plan of The State Council approved by the first session of the 13th National People's Congress, the China International Development Cooperation Agency of the People's Republic of China was established as an agency directly under The State Council.

To formulate foreign aid strategic guidelines, plans and policies, coordinate major foreign aid issues and put forward suggestions, promote the reform of foreign aid methods, formulate foreign aid programs and plans, determine foreign aid projects, supervise and evaluate their implementation, etc. The specific implementation of foreign aid is still undertaken by relevant departments according to the division of labor.

State Council institutional reform plan
It is proposed to integrate the responsibilities related to foreign aid work of the Ministry of Commerce and foreign aid coordination responsibilities of the Ministry of Foreign Affairs, and set up the China International Development Cooperation Agency as an agency directly under The State Council.
In March 2018, the first session of the 13th National People's Congress voted to adopt the decision on the institutional reform plan of The State Council and establish the China International Development Cooperation Agency of the People's Republic of China.
