The Decision on Honoring the Winners of the National Unpaid Blood Donation Commendation Award for 2020-2021 is based on the Blood Donation Law of the People's Republic of China and the National Measures for Unpaid Blood Donation Commendation and Reward (2022 version), and is recommended by local authorities, reviewed by departments, and publicized by the public. Decision issued on February 7, 2023 by the National Health Commission, the Red Cross Society of China, and the Health Bureau of the Logistics Support Department of the Central Military Commission.
In 2020-2021, 37,117 comrades such as An Baixiang who made outstanding achievements in unpaid blood donation were awarded the "Lifetime Honorary Award of Unpaid Blood Donation Award", 115,986 comrades such as Asitar were awarded the "Gold Award of Unpaid Blood Donation Award", 156,890 comrades such as An Peng were awarded the "Silver Award of unpaid Blood Donation Award". Ai Bing and 392,887 other comrades were awarded the "Bronze Award for Voluntary Blood Donation"; 491 units such as Tsinghua University, 203 comrades such as Liu Zhong awarded the "Unpaid Blood Donation Promotion Award"; Chang Xiangming and other 14,300 comrades awarded the "Voluntary Blood Donation Service Award"; 15 provinces (municipalities), including Tianjin, and 313 cities (districts), including Tongzhou District, Beijing, were awarded the "Advanced Province (city) Award of Unpaid Blood Donation"; Beijing Garrison and other five military units awarded the "Unpaid blood Donation Advanced Unit Award"; Han Feng and other 3,499 comrades awarded the "donation of hematopoietic stem cells Award".

Since the promulgation and implementation of the "Blood Donation Law of the People's Republic of China", under the leadership of Party committees, governments and relevant departments at all levels, and with the active participation of the people, China has comprehensively established a system of unpaid blood donation, forming a pattern of unpaid blood donation with "government-led, multi-department collaboration and the participation of the whole society", and basically all blood for clinical use comes from voluntary voluntary donations from citizens. The total amount of unpaid blood donation and the number of blood donors have kept increasing for more than 20 years, and great achievements have been made in the work of unpaid blood donation. The total amount of unpaid blood donation, the number of blood donations, and the level of blood safety are among the top in the world. In this process, a large number of advanced areas, units, troops and individuals have emerged. The total amount of unpaid blood donation and the number of blood donors have maintained an increase over the past 20 years, and great achievements have been made in the work of unpaid blood donation.
According to the "Blood Donation Law of the People's Republic of China" and the "National Measures for the recognition and reward of unpaid blood donation", the Committee, the Red Cross Society of China and the Health Bureau of the Logistics Support Department of the Central Military Commission carry out a national recognition and reward of unpaid blood donation every two years. Since the implementation of the "Blood Donation Law" in 1998, the country has carried out more than 10 unpaid blood donation commendations and awards, honoring more than 2.5 million unpaid blood donors. In accordance with the recognition and reward procedures, the Committee, the Red Cross Society of China and the Health Bureau of the Logistics Support Department of the Central Military Commission jointly commended and rewarded individuals, collectives, provinces (municipalities) and troops who have made remarkable achievements and contributions in the cause of unpaid blood donation in 2020-2021. Among them, more than 700,000 blood donors were awarded the award of voluntary blood donation (an increase of 19% over the 2018-2019 recognition year), 491 units and 203 comrades were awarded the "Award of Voluntary Blood Donation Promotion", and 15 provinces (municipalities) and 313 cities (districts) were awarded the "Award of Advanced Province (city) of Voluntary Blood Donation". 14,300 comrades were awarded the "Voluntary Service Award of Blood donation without compensation", 3,499 comrades were awarded the "Prize of donation of hematopoietic stem cells without compensation", and five military units were awarded the "Prize of Advanced units of Blood Donation without compensation".
