New document x440 700 pixels, white background, a new layer fill black, add a layer style.

Type in white text, size 125 points, Charlie Brown M54 font, just search Baidu.
Add a layer style.

Create a new layer, bring up the text selection, select > Modify > Shrink 5 pixels, and fill it with black.
Add a gradient Overlay style and move the layer down by 2 pixels.
Or a new layer callout text selection, filling, white.
Add the mask and remove the excess with a brush, leaving only the bottom.
Merge these 3 text layers, ctrl+T vertical flip to the bottom, add the mask black and white linear gradient, layer opacity 30%, this is the text reflection.
Create a new layer at the bottom of the reflection. Mine is Layer 14 and apply it with a soft white brush.
Add a mask, black and white horizontal linear gradient, the layer mode to soft light.
If you like you can use a black brush border on the ground in letters and add some shadow.
Finally, add a curve adjustment layer at the top of the layer to increase contrast.
If you wish, you can add a photo filter adjustment layer to add color to the image.
