By definition, an international sports federation must be an "international, non-official organization." According to universally recognized international law, in terms of the fundamental nature of international organizations, they can be divided into two categories: one is international official organizations with the participation of States, and the other is international non-official organizations established by individuals or social groups in various countries. The fundamental difference between the two is that international official organizations (such as the United Nations) are based on treaties concluded between countries and recognized by the countries themselves, and the official representatives sent by countries to these organizations maintain permanent contact with the government and are the spokesman of the government. International non-governmental organizations, such as the International Red Cross and the International Society of Journalists, have a different origin and nature. The creation of these organizations is generally attributed to a spirit of individual struggle, in the form of the organization of non-official groups or individuals with common ideals in various countries to work towards a common goal. These organizations do not arise from treaties between States and their activities are not controlled by the Government of any State. International federations are such an international sport. A non-official organization whose purpose is to preserve the independence and autonomy of the International federations in governing other sports, as far as possible from political and other interference.
